completed ontime andunderbudget. Mycurrentworkwith CLEAResult involvesconsistent budgetmonitoring ofthelimited
fundingsource. Iprepare monthlyandquarterlyreportsfortheclientwhichdetailtheprogram'sexpenditures andforecasted
workfortheremainder oftheprogram cycle.

played alloftheirsportsforlocalleagues. Wemakeit ourpracticetoshop, dineandplay inourcity asmuchaspossible. I
havealways hadavestedinterestinwhathappensin theplacemyfamilyandIcallhome.
I’vewatchingthisCitygo through somehighsandlowsin thepast15yearsandnowI’mexcitedtoseeitgrowing and
expanding yetagain. Ifeel thatIhaveauniqueperspective having worked forthecommunity Ialsoresidein. Icanunderstand
andrelatetobothsides ofanissue andcanbe fairandpartial. Icurrently resideonaFederalGrandJurypanelforthe County
ofSanDiegoandhavepreviously helda boardpositionwith theSanDiegoChapter ofASLA. Myexperiencewitha varietyof
agencies, localmunicipalitiesandprivatesector consultants wouldprovideawell-roundedvoiceto thePlanningCommission.

COMMISSION, CULTURAL ARTS COMMISSION, GROWTH MANAGEMENT OVERSIGHT
COMMISSION, AND PLANNING COMMISSION
The following incumbents, whose terms expire on June 30, 2017, will be interviewed and considered
for reappointment:
- Jennifer Carbuccia, Civil Service Commission
- Rodney Caudillo, Growth Management Oversight Comm.
- Gloria Juarez, Growth Management Oversight Comm.
- Javier Nava, Planning Commission
- Jennifer Rodriguez, Cultural Arts Commission
The City Council may also consider recommendations or feedback from commissioners regarding
their respective commission.
RECOMMENDED ACTION
Council conduct interviews, make reappointments, and provide direction to staff, as appropriate.
ENVIRONMENTAL REVIEW
Environmental Notice
The activity is not a “Project” as defined under Section 15378 of the California Environmental Quality
Act State Guidelines; therefore, pursuant to State Guidelines Section 15060(c)(3) no environmental
review is required.
Environmental Determination
The Development Services Director has reviewed the proposed activity for compliance with the
California Environmental Quality Act (CEQA) and has determined that this activity is not a “Project”
as defined under Section 15378 of the State CEQA Guidelines because it will not result in a physical
change to the environment; therefore, pursuant to Section 15060(c)(3) of the State CEQA Guidelines,
the actions proposed are not subject to CEQA.

Reappointments to the Civil Service Commission, Cultural Arts Commission, Growth
Management Oversight Commission, and Planning Commission
Pursuant to the reappointment process established in Chula Vista Municipal Code section 2.25.055,
prior to reappointment, the Mayor and City Council shall interview interested and eligible members

prior to reappointment, the Mayor and City Council shall interview interested and eligible members
who have served more than one year on specified City commissions whose members are nominated
and appointed by the full City Council. The specified commissions/seats that this process applies to
are: all seats on the Cultural Arts, Growth Management Oversight, Planning, and Parks & Recreation
Commissions, and the two seats on the Civil Service Commission whose members are appointed by
the City Council directly. Following the interviews, the Mayor and City Council vote whether or not to
reappoint the incumbents.
The following individuals, whose terms expire on June 30, 2017, are eligible and have expressed
interest in being considered for reappointment. These members were invited to provide updated
resumes and/or applications for consideration. Attached are the original and/or updated resumes and
applications, as well as their records of attendance and compliance with required training.
