HomeMy WebLinkAboutReso 2017-090RESOLUTION NO. 2017-090 Successor Agency, No. 2017-001 /Housing Authority Aro. 2017-001 RESOLUTION OF THE CITY COUNCIL/SUCCESSOR AGENCY TO THE REDEVELOPMENT AGENCY/ HOUSING AUTHORITY OF THE CITY OF CHULA VISTA ACCEPTING THE CITY MANAGER'S PROPOSED OPERATING AND CAPITAL IMPROVEMENT BUDGETS FOR FISCAL YEAR 2017/2018 AS PRESENTED ON MAY 23, 2017, AS THEIR PROPOSED BUDGETS, RESPECTIVELY, AND SETTING THE TIME AND PLACE FOR A PUBLIC HEARING FOR FINAL CONSIDERATION AND ADOPTION OF SAME, WITH DIRECTION THAT IF THE SAFER GRANT IS NOT APPROVED THE CITY MANAGER WILL RETURN MID- YEAR WITH THE ADDITIONAL FIRE CREW AND RESPECTIVE BUDGET AMENDMENTS AS WELL AS DIRECT THE CITY MANAGER TO UPDATE THE CITY COUNCIL ON A QUARTERLY BASIS THE FISCAL YEAR 2018-19 BUDGET FORECAST AND FUNDING OPTIONS AS WELL AS PROVIDE A LONG TERM PLAN TO ADDRESS STAFFING SHORTFALLS IN PUBLIC SAFETY WHEREAS, the City Charter requires that the City Manager submit the proposed budget for the upcoming Fiscal Year to the City Council at least 35 days prior to the beginning of such Fiscal Year; and WHEREAS, the City Manager has prepared and provided the proposed operating and capital improvement budgets to the City Council, and has also prepared the proposed budgets for the Successor Agency to the Redevelopment Agency and the Housing Authority, and presented them to their respective governing bodies, for Fiscal Year 2017/2018; and WHEREAS, the City Council, Successor Agency to the Redevelopment Agency, and Housing Authority have received the City Manager's budget report and the respective proposed budgets and have approved the budgets as their proposed budgets, based on certain understandings and conditions; and WHEREAS, a public hearing shall be held prior to adoption of the proposed budgets,and the proposed budgets, and notice of the proposed hearing, shall be published at least ten days prior to the public hearing; and WHEREAS, it is the understanding of the City Council that the City Manager has committed to use fire overtime beginning July 7, 2017, increasfng one Engine company to a 4- person crew until staff from the SAFER grant is trained and on -duty; and Resolution No. 2017-090 SA No. 2017-001 / HA No. 2017-001 Page No "2 WHEREAS, if the SAFER Grant is not approved for funding, the City Manager will return mid -year with budget amendments for City Council consideration to add the Fire Engine Crew; and WHEREAS, the City Council directs the City Manager to update the City Council on a quarterly basis, the Fiscal Year 2018/2019 budget forecast and balancing options as well as provide a long-term plan to address staffing shortfalls in public safety; and WHEREAS, approval of the City Manager's proposed budgets to be published for the requisite 10 -day public review period is based on the following conditions: 1. that there be a moratorium on hiring new employees, except for the five police officers in the City Manager's proposed budget, until the results of the SAFER grant are known, to ensure that some funding is available for additional fire personnel; and 2. that the City Manager report back to the City Council within 120 days with a plan to address the chronic understaffing of the police and fire departments, with such plan considering all options, including: (i) alternative service models that may improve effectiveness and reduce costs; and (ii) potential funding sources. NOW, THEREFORE, BE IT RESOLVED by the City Council/Successor Agency to the Redevelopment Agency/Housing Authority of the City of Chula Vista that the City Manager's budget report for Fiscal Year 2017/2018 is approved, and the City Manager's proposed operating and capital improvement budgets for Fiscal Year 2017/2018 are approved as their respective proposed budgets. BE IT FURTHER RESOLVED that a public hearing shall be held on the proposed budgets on June 20, 2017, and that the City Clerk is directed to publish the proposed budgets, in the form presented, for public inspection, and provide notice of the public hearing, at least ten days prior to the hearing -date.
