INTERVIEWS AND CONSIDERATION OF APPOINTMENT
TO THE CULTURAL ARTS COMMISSION
On May 9, 2017, the following individuals received two or
more nominations to be interviewed for the vacant seat on
the Cultural Arts Commission: Rosie Duran, Omar Firestone,
Lorise Maynard, Lisa Moctezuma, and Rosalba Ponce.
Civil Service Commission interviews had been scheduled by
the City Council to take place on June 22, 2017; however,
the interviews will be postponed to a future date due to an
applicant withdrawing his application. Chula Vista Municipal
Code section 2.43.050 requires the Civil Service Commission
to nominate three individuals to be interviewed by the
Council.

California Environmental Quality Act State Guidelines; therefore,
pursuant to State Guidelines Section 15060(c)(3) no environmental
review is required.

to the Special City Council Meeting on June 27, 2017, at 5:00 p.m., in the Learning
Resource Center at Southwestern College; and thence to the Special City Council Meeting
on June 28, 2017, at 5:00 p.m., in the City Hall Executive Conference Room.
Materials provided to the City Council related to any open-session item on this agenda are available
for public review at the City Clerk’s Office, located in City Hall at 276 Fourth Avenue, Building A,
during normal business hours.

CIVIL SERVICE COMMISSION INTERVIEWS
The current vacancy on the Civil Service Commission (CSC) is for the seat of the member who is
appointed by the City Council from a list of three persons nominated by the four thus appointed, in
accordance with Chula Vista Municipal Code section 2.43.050. One of the three individuals
nominated by the CSC has withdrawn his application; therefore, the CSC must select another
nominee in order to provide a list of three individuals for the City Council’s consideration. Once the
CSC has made its nomination, the City Council interviews of applicants to fill the vacancy will be
rescheduled.

Lorise W. Maynard Artist Biography
Lorise W. Maynard earned a Masters of Business in Administration
Industrial Relations from National University in San Diego and a B.S. in
Organizational Management from the University of Rhode Island.
Currently she attends classes at the Museum of Photographic Arts
MOPA) and at Southwestern College in Chula Vista.
She started her art career 35 years ago and painted over 50 oils in which
she sold, donated to family members and/or displayed at professional
events. Before moving to California, Lorise worked as a promotion
director for an upstate New York shopping center and entered the world of
defense contracts as a procurement specialist. Always an artist, she even
then was instrumental in the art community procuring the display of
California Performing Artists painting in a local mall.
Before her retirement she has worked with Rohr Industry, General
Dynamics its Convair and Electronics Divisions, San Diego County Water
Authority. She has been deeply involved in the community and has held
memberships with organizations such as the San Diego Association Black
Journalists, Black MBA Association and National Society of Black
Engineers San Diego Professional Chapter, Public Agency Consortium
and the California Black Chamber of Chamber.
Maynard has been selected as a guest speaker at conferences, community
events, civic organizations and many other community functions. Her
community involvement has resulted in many local, state, and national
awards. Her lifelong motto is: “Giving something back is a natural
part of remembering where you came from and helping others
in the way in which you were helped. If I can improve one
person’s life and continue to improve conditions .then
everyone benefits.
This dynamic civic leader encourages the elderly to take charge of their
lives by investing in their health and like herself, to remain lifelong
learners. Maynard will be instructing an Art Expression Therapy class for
the Rock Church in City Heights beginning in March 2016.
Maynard is also a poignant poet who wrote a poetry book 35 years ago
that displays some of her art. This dynamo is now working on two more
books of art and photography that will be completed by the end of 2016.

Lorise W. Maynard
Scholarship Chair
Lorise W. Maynard attended the University of Rhode Island with a B.S.
in Organizational Management and Industrial Relations and later earned a
Masters of Business Administration from National University in San
Diego. Building scholarships endowments and assisting small business
communities is her way of giving back to the community.
Lorise W. Maynard serves as the Scholarship Chair for the Central San
Diego Black Chamber of Commerce. She started six separate and unique
scholarship programs at entities such as: General Dynamics its Convair
and Electronics Divisions, San Diego County Water Authority, San
Diego Association Black Journalists, Black MBA Association and
National Society of Black Engineers San Diego Professional Chapter,
which resulted in more than a $1.5 million dollars in scholarships
awarded to high school seniors and students attending college
institutions. Using this avenue, Lorise is continuing to encourage young
people to become the business owners of tomorrow through the many
scholarship programs she has administered and developed.
Before moving to California, Lorise worked as an event planner for an
upstate New York shopping center and entered the world of defense
contracts as a procurement specialist. She saw first-hand how the proper
education of small business owners could help them procure lucrative
defense contracts and allow them to become important members of the
community and vital components of this country’s economy.
During the years at Rohr, General Dynamics and the San Diego County
Water Authority, these institutions received many local, state, and
national awards as a result of Lorise’s leadership. She feels her greatest
legacy is one of community service: “Giving something back is a
natural part of remembering where you came from and
helping others in the way in which you were helped. If I can
improve one person’s life and continue to improve conditions
for Socioeconomic Businesses, Small Disadvantaged
Businesses and Women-owned Businesses then everyone
benefits.”
Before retirement, Lorise was responsible for planning and implementing
Small Business Conferences and Trade Shows to promote General
Dynamics and the San Diego County Water Authority’s commitment to
improve opportunities for Small and Small Disadvantaged
Businesses. She served as a guest speaker at conferences, community

time. Lorise has also conducted management and buyer training programs
on small business, small disadvantaged business concerns, and other
Socioeconomic Programs on behalf of her employers.

Dear Mayor and Council Members,
My name is Rosalba Ponce, and I am writing to apply for the position of Cultural Arts Commission as
posted to the Chula Vista website.
With my 30 years of residency in Chula Vista, I believe I would be a fit for this position. I graduated with
a Bachelor of Arts in Liberal Studies and a Master of Arts in Educational Administration from San Diego
State University in the 1970-80s. Since graduating, I have worked San Diego Unified School District for
23 years as a teacher and most recently in Chula Vista Elementary School District for 16 years as an
administrator. My most recent position, as the Principal of Rohr Elementary School, gave me a great
deal of experience in the field of Fine Arts. I retired from this position in June 2016 and I now feel it’s
time to embark on a new adventure, which is to participate in the City of Chula Vista's government
processes and to serve as a resource to advise and make recommendations to the City Council and the
City Manager on cultural arts issues affecting the citizens of the City of Chula Vista.
I have developed a few questions with answers on the following page that will assist you in getting to
know me more so, if in case the telephone interview is not possible, due to my absence from the
country on the interview date of June 22nd.

Why do I want to be on the commission?
I would like to help our city by showcasing the many talents within. My passion has always been to serve and it
would be my pleasure to do so, I would like to help improve our image by bringing forth the long history of
cultural arts and to promote new one. By working on this committee, it is helping our city’s economy of
increasing tourism, attracting new population and giving current residents a positive image to continue to live in
our city.
Why are the fine arts important to me?
The fine arts are essential for our future generations. Studies show that if students are taught at a young age,
they will perform better in math, they strengthen their concentration, attention and memory skills, and perform
better on standardized tests. I’m so glad that Chula Vista Elem. School Dist. has taken a strong position,
Sweetwater Union Dist. has Fine Arts emphasis schools and Southwestern College has representation in all VAPA
departments. Additionally, the fine arts can unify families together by bringing them into one community.
Finally, as a senior, I have found that the fine arts can provide peace, serenity, an emotional food to the soul. So,
I would advocate for more engagement for the senior population.
What are some of my Fine Arts involvement?
With young children- I worked at Rohr Elem. as the principal for 9 years. One of my legacy that I left the school
was that I implemented a symphony string instruction on weekly basis for the students. I wrote the VH1 grant
and was awarded with $30,000 that included violins, viola, bass, and cello. CVESD provided the fine arts
teachers.
As a Senior and retired citizen- I have joined 2 senior Rondallas, singing groups in Spanish. We rehearse weekly
and perform twice a month at libraries, community centers, senior nursing homes.
As a Volunteer- I am an usher for the SD Symphony year-round. Recently I was trained to be a docent for the SD
Symphony’s Children’s Concerts and sponsored Rohr School to their first symphony concert.
As a mother- I encouraged my 3 sons to engage in the arts while in school, this opportunity helped them to stay
focused on their studies and helped them to identify themselves with a healthy school group.
How can I help?
While I’m not an art professional, I do have a creative, think-out-of-the-box mind, and I have contacts with the
schools. I have reviewed the Cultural Arts Master Plan which has endless strategies and I would support them.
Opportunities to support the arts can take place by reviving past events, working collaboratively with other
committees (seniors, youth, library, etc.).
What is my dream for the City of Chula Vista and the Cultural Arts Commission?
I would start with backward planning of a goal to have a Performing Arts Center and insert the necessary
components, many of which are already listed in the Master Plan.
I would want every business in the city to talk ‘Fine Arts’- flyers, drawings, music; to have a common language
and a goal for all.
I would want to have scheduled calendar event on monthly basis in each of the following areas: Visual Arts,
Performing Arts in Drama, Poetry and Dance.
