HomeMy WebLinkAboutcc min 1968/05/29 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Wednesday May 29, 1968 An adjourned regular meeting of the City Council of the City of Chula Vista was held at 1:12 P.M.s on the above date with the following Councilmen present: Councilmen Sylvester, Hamilton, McCorquodale, McAllister, Scott Absent: None Also present: Administrative Officer Ross, Assistant Administrative Officer Stenberg, Administrative Assistant Sullins, Finance Officer Grant ~//BUDGET SESSION The Council continued their review of the proposed recommendations for the 1968-69 budget and minute action was taken in the following sequence: (1) After presentation by Administrative Officer Ross on the proposed 1968-69 Capital Improvement projects, it was moved by Councilman McAltister, seconded by Councilman Sylvester, and unanimously carried that the sum of $7,000.00 be included in the 1968-69 Capital Improvement Program for new rest- room facilities in General Roca Park. (2) It was moved by Mayor McCorquodale, seconded by Councilman Mc- Allister~ and unanimously carried that the sum of $100~000.00 be transferred from the Special Capital Outlay account to the Reserve for Capital Improve- ments to finance engineering design costs on phase one of the Fogg Report relative to drainage projects in the City of Chula Vista. In connection with this action, Mayor McCorquodale proposed a 25 per cent increase in building, electrical and plumbing permit fees to help repay the engineering design costs on a proposed future $3.5 million drainage bond issue. Thereafter, the Coun- cil instructed the Administrative Officer to determine whether or not this increase would affect the City's building activity, and to determine how the City of Chula Vista~s current fees compare with similar fees in other cities. (3) It was moved by Councilman Scott~ seconded by Councilman Hamil- ton, and unanimously carried that the Administrative Officer contact the Ameri- can Legion Post located adjacent to General Roca Park and determine if the Post would let the general public use its restrooms if the City were to install the necessary sewer laterals to serve this property. If this were not agree- able to the Legion Post, then alternate solutions to this problem should be presented to the Council at a future date. (4) It was moved by Councilman Scott, seconded by Councilman Hamil- ton, and unanimously carried that the Administrative Officer direct that a study be undertaken relative to the development of a garden of significance in the City of Chula Vista. (5) It was moved by Councilman McAllister, seconded by Councilman Sylvester, and unanimously carried that the sum of $14,000.00 be included in the Fire Marshal's budget to provide $9,900.00 for one additional position of Fire Inspector and $4,100.00 for various equipment items necessary for this position. (6) It was moved by Councilman McAllister, seconded by Councilman Hamilton~ and unanimously carried that the sum of $1~500.00 be included in the Travel Expense account of the Mayor and City Council's budget to provide funds for all Council members to attend the National League of Cities Congress in New Orleans on December 7-11, 1968. (7) It was~moved by Councilman Scott, seconded by Councilman McAllis- ter: and unanimously carried that the sum of $9~615.00 be included in the Planning Department budget to provide for one new position of Zoning Enforce- ment Officer for a nine-month period, and for an automobile and necessary office equipment. (8) It was moved by Councilman Sylvester, seconded by Councilman McAllister, and umanimously carried that the sum of $380.00 be included in the Capital Outlay account of the Planning Department budget for the purchase of one model 5000 Uher Universal Tape Recorder with accessories. (9) It was moved by Councilman Scott, seconded by Councilman Hamil- ton, and unanimously carried that the sum of $480.00 be included in the hy- drant rental account of the Fire Department budget for an additional ten fire hydrants at $4.00 a month within the California-American Water Company area of the City. (10) It was moved by Councilman Hamilton, seconded by Councilman McAllister, and unanimously carried that the sum of $900.00 be included in the Office Supplies account of the Public Library budget so as to provide additional supplies to process the additional books provided by a previously approved increase of $15,000.00 in the book budget for the Public Library. (11) It was moved by Councilman McAllister, seconded by Councilman Hamilton, and unanimously carried that provisions be included in the 1968-69 budget for a loan of $25,300.00 from the General Fund Reserve to the Golf Course budget for the purchase of certain specialized items of equipment which are to be amortized over a ten-year period. (12) It was moved by Mayor McCorquodale that the prevailing rate of interest on two loans from the General Fund to the Golf Course budget be established. This motion died for lack of a second. (13) It was moved by Mayor McCorquodale, seconded by Councilman McAllister~ and carried by a vote of 3 to 2 that the sum of $120,000.00 be transferred from the Special Capital Outlay account to the Reserve for Capital Improvements for the design and construction of a tennis center to be located at Rohr Park and involving a complex of eight professional tennis courts and an adjacent building containing shower and locker facilities, restrooms, storage area, snack bar, and a tennis pro shop. (14) It was moved by Councilman McAllister, seconded by Councilman Hamilton, and unanimously carried that the sum of $10,000.00 for the remodel- ing program of the Rohr Park building, the sum of $5,000.00 for an automatic irrigation system at General Roca Park, and the sum of $15,000.00 for gym and pool locker room repairs be included in the 1968-69 schedule of Capital Im- provement Projects~ and that the sum of $17,500.00 be deleted for the light- ing of the Pony League baseball fields inasmuch as such funds have already been appropriated for this purpose and that the sum of $35,000.00 for the Rohr Park tennis courts which was scheduled to be carried forward from un- completed projects in the 1967-68 budget be deleted in view of the fact that the Council had previously approved the entire sum of $120,000.00 to complete this project during the 1968-69 fiscal year, using funds transferred from the Special Capital Outlay account.
