OF THE CITY COUNCIL OF THE CITY
OF CHUIA VISTA, CALIFORNIA
Held Friday May 31, 1968
An ad~urned regular meeting of the City Council of the City of Chula
Vista was held at 6:42 A.M., on the above date with the following Councilmen
present: Councilmen Sylvester, Hamilton, McCorquodale, McAllister, Scott
Absent: None
Also present: Administrative Officer Ross, Assistant Administrative Officer
Stenberg, Administrative Assistant Sullins, Finance Officer
Grant, Personnel Director Foss
BUDGET SESSION
The Council continued their review of the proposed recommendations for
the 1968-69 budget pertaining to salaries and minute action was taken in the
following sequence:
(1) The Administrative Officer and the Director of Personnel made a
presentation outlining the recommendations of the City's Personnel Consultant
and of the Civil Service Commission. Thereafter, it was moved by Councilman
McAllister that the Council adopt the salary recommendations in total as sub-
mitted. This motion died for lack of a second.
(2) It was moved by Councilman McAllister, seconded by Councilman
Sylvester, and unanimously carried that the Council adopt the salary recommen-
dations in total, including the recommendations for non-classified personnel
and with the amendment sponsored by Councilman Scott that the Fire Chief be
given a 15 per cent increase to place that position at the same pay level as
recommended for the Chief of Police. Thereafter~ the Administrative Officer
recon~ended that this motion be clarified so that four non-classified positions
be paid at the following monthly rates:
Administrative Officer $ 1,846.00 (Step 1)
City Attorney 1,674.00 (Step 1)
Finance Officer 1,445.00 (Step 5)
Secretary to Administrative Officer 647.00 (Step 5)
Ail parties to the above motion agreed to this clarification.
Councilman Scott requested that more time be given to the City Council
to study salaries during the formulation of future budgets. Councilman Syl-
vester also concurred in this request.
(3) It was moved by Councilman McAllister, seconded by Councilman
Scott, and unanimously carried that the Council adopt the recon~nendation of
the Civil Service Commission relative to fringe benefits for City employees.
(4) It was moved by Councilman McAtlister, seconded by Councilman
Scott, and unanimously carried that seven Administrative studies recommended
by the Civil Service Commission be undertaken for the 1968-69 fiscal year by
the City staff.
The meeting was adjourned at 7:55 A.M., until 7:00 P.M., Tuesday,
June 4, 1968.
