HomeMy WebLinkAboutcc min 1968/06/04 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Tuesday June 4, 1968 A regular meeting of the City Council of the City of Chula Vista was held in the Council Chambers on the above date at 7:00 P.M., with the follow- ing Councilmen present: Councilmen Sylvester, Hamilton, McCorquodale~ McAllister, Scott Absent: None Also present: City Attorney Lindberg, Administrative Officer Ross, City Engi- neer Cole~ Associate Planner Manganelli Mayor McCorquodale led the pledge of allegiance to the Flag, followed by a moment of silent prayer. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sylvester, seconded by Councilman Scott, and carried that the minutes for the meeting of May 28, 1968, be approved, copies having been sent to each of the Councilmen. PRESENTATION OF CERTIFICATES TO ADMINISTRATIVE INTERNS Mayor McCorquodale presented certificates to Douglas Dawson, Ross Mc- Collum and Larry Walton in appreciation of work completed as administrative interns with the City during the past four months. They will graduate from San Diego State College this month. ORDINANCE NO. 1124 - Rezoning property along Telegraph Canyon Road and estab- lishing setbacks - First reading It was moved by Councilman Sytvester that this ordinance be placed on its first reading and that reading of the text be waived by unanimous consent. The motion carried by the following vote, to-wit: AYES: Councilmen Sylvester, Hamilton, McCorquodale, McAllister, Scott Noes: None Absent: None ORDINANCE NO. 1125 - Amending supplemental D zone provisions to permit and regulate temporary signs - First reading It was moved by Councilman McAllister that this ordinance be placed on its first reading and that reading of the text be waived by unanimous con- sent. The motion carried by the following vote, to-wit: AYES: Councilmen McAllister, Scott, Sylvester, Hamilton~ McCorquodale Noes: None Absent: None ORDINANCE - Amending City Code regulating height of wood retaining walls Mr. Roderick B. Buchan, representing the National Lumber Manufacturers Association, and Mr. Louis L. Ehling, Redwood Inspection Service of San Fran- cisco, both spoke in opposition to a change in the Building Code pertaining to wood retaining walls. After some discussion by the Councilmen, it was moved by Councilman McAllister, seconded by Councilman Sylvester, and carried that no further action be taken. Mayor McCorquodale voted no. ORDINANCE NO~ 1126 - Amending City Code providing for regulation of parking vehicles in City parks - First reading It was moved by Councilman Sylvester that this ordinance be placed on its first reading and that reading of the text be waived by unanimous consent. The motion carried by the following vote, to-wit: AYES: Councilmen Sylvester, Hamilton, McCorquodale, McAllister, Scott Noes: None Absent: None ORDINANCE NO. 1105 - Approving amendments to Dance Hall Ordinance - Second reading and adoption It was moved by Councilman McAllister that this ordinance be placed on its second reading and that reading of the text be waived by unanimous con- sent. The ordinance was adopted by the following vote~ to-wit: AYES: Councilmen McAllister, Scott, Sylvester, Hamilton, McCorquodale Noes: None Absent: None ORDINANCE NO. 1123 - Rezoning property at 370 "K" Street to R-3-D - Second reading and adoption It was moved by Councilman Sylvester that this ordinance be placed on its second reading and that reading of the text be waived by unanimous consent. The ordinance was adoption by the following vote, to-wit: AYES: Councilmen Sylvester, Hamilton, McCorquodale~ McAllister, Scott Noes: None Absent: None RESOLUTION NO. 4782 - Waiving bidding requirements and appropriating funds for repairs to swimming pool deck Offered by Councilman Sylvester, the reading of the text was waived by unanimous consent~ passed and adopted by the following vote~ to-wit: AYES: Councilmen Sylvester, Hamilton, McCorquodale, McAllister, Scott Noes: None Absent: None RESOLUTION NO. 4783 - Authorizing and encouraging banking and lending insti- tutions to forward tax bills Offered by Councilman Sylvester~ the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Sylvester, Hamilton, McCorquodale, McAllister, Scott Noes: None Absent: None RESOLUTION NO. 4784 - Approving agreement for plans and specifications for a maintenance building at Greg Rogers Park Offered by Councilman McAllister, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen McAllister, Scott, Sylvester, Hamilton, McCorquodale Noes: None Absent: None RESOLUTION NO. 4785 - Appropriating funds for furniture for Personnel Office and Mayorts Office Offered by Councilman Scott, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Councilmen Scott, Sylvester, Hamilton, McCorquodale, McAllister Noes: None Absent: None REQUEST GRANTED FOR EXEMPTION FROM 8WIMMING POOL FENCING ORDINANCE - 540 "C" Street It was moved by Councilman McAllister, seconded by Councilman Sylvester, and carried that the request for exemption from full compliance with the swim- ming pool fencing requirement for an apartment complex at 540 "C" Street be granted, subject to recon~nendations set down by the Building Department. REPORT ON HIRING OF STUDENTS DURING SUMMER Administrative Officer Ross reported on a study made as to the hiring of junior and senior high school students and college freshmen by the City for the summer months. It was moved by Councilman Sylvester~ seconded by Council- man McAllister, and carried that the City Attorney be directed to prepare a resolution for next week's meeting to provide for the hiring of these students and appropriation of funds. ~./REPORT ON TRANSPORTATION SURVEY CONDUCTED BY KEY CLUB Mrs. Eleanor Anderson gave a brief history of the transportation prob- lem in the City and introduced John McBride, president of the Hilltop High School Key Club. He gave the results on the club's house-to-house survey and presented copies of the report to each Councilman. Mayor McCorquodale expressed the Council's appreciation for their efforts on this project. ~/LETTER OF RESIGNATION A letter was read from Miss Sue Tempest Hume tendering her resignation from the Sister City Commission. It was moved by Councilman Scott, seconded by Councilman Sylvester, and carried that her resignation be accepted and a letter of commendation written. COMPLAINT ON TRAFFIC CITATION A letter was read from Mrs. William E. Halsey, now living in Barstow, expressing objection to a traffic citation received by her husband from the Chula Vista Police Department. It was moved by Councilman McAllister, seconded by Councilman Sylvester, and carried that this letter be referred to Adminis- trative Officer Ross to investigate and reply. ~/PROPERTY AT THIRD AVENUE AND "L" STREET OFFERED FOR SALE A letter was read from Mrs. Dean S. Rhodes, representing Mrs. Marius R. Rocle, owner of property located at the northeast corner of Third Avenue and "L" Street. She is offering this property for sale to the City. It was moved by Councilman McAllister, seconded by Councilman Scott, and carried that this matter be referred to Administrative Officer Ross~ the Public Facilities Committee and the Civic Center Consultant for their advocation. RECOMMENDATION FROM PARKS AND RECREATION COMMISSION A recommendation from the Parks and Recreation Commission was read, urging the Council to consider naming the athletic field adjacent to the Ameri- can Legion Hall on Fifth Avenue "Menzel Field" in honor of former Mayor and Councilman Keith Menzel. It was moved by Councilman McAllister, seconded by Councilman Sylvester, and carried that the City Attorney be directed to prepare a resolution for next week's meeting to carry out the recommendation of the Parks and Recreation Commission. VIEWS~EXPRESSED ON PREZONING LAND AROUND SOUTHWESTERN COLLEGE AND TELEGRAPH CANYON AREA IN THE COUNTY Mr. Ernest Arnold, 897 Beech Avenue, gave his comments on a recent article in the local newspaper regarding prezoning of the Telegraph Canyon area and airport location. /REPORT ON LOMA VERDE SWIMMING POOL TO BE FORTHCOMING As a result of an inquiry by Councilman Sylvester regarding the status of the Loma Verde Swimming Pool, Administrative Officer Ross stated a full re- port will be brought to the Council within the next two weeks. u/ POSSIBILITY OF TEENAGERS RIDING WITH POLICE OFFICERS Councilman Sylvester asked if it might be possible for teenagers to ride with Police Officers two or three nights per week. Referred to Adminis- trative Officer Ross for report back to the Council. ADJOURNMENT Mayor McCorquodale adjourned the meeting at 8:20 P.M., sine die. for City Clerk
