ROLL CALL PRESENT: Commissioner Soto, Doyle, German, Buddingh, Gregorio and Chair Garcia -Lopez ABSENT: Vice -Chair Fernandez ALSO PRESENT: Recreation Director McClure Huckaby, Assistant Director of Public Works Quilantan, Principal Recreation Manager Farmer, Principal Recreation Manager Contreras; Landscape Architect Radley, Senior Planner Walker, Recreation Supervisor III Ramos and Recreation Supervisor III Gyorkos GUESTS: Benito Delgado, YSC Representative Mark Twohey, YSC Representative Jeffrey Newton, Chula Vista Resident PUBLIC COMMENTS: Mr. Newton addressed the conunission under item 8 - CONSENT CALENDAR The Commission ririll enact the Consent Calendar staff reconunendations by one motion, without discussion, unless a Commission Member, a meniber of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, pleasefill out a "Request to Speak" form and submit it to the Secretary prior to the meeting. APPROVAL OF COMMISSIONER GERMAN ABSENCE FROM SEPTEMBER 15, 2016 MEETING STAFF RECOMMENDATION: COMMISSION APPROVE THE ABSENCE 6. APPROVAL COMMISSIONER BUDDINGH ABSENCE FROM AUGUST 18, 2016 MEETING STAFF RECOMMENDATION: COMMISSION APPROVE THE ABSENCE ACTION: Commissioner Gregorio move d to approve staff's recommendations and offered Consent Calendar Items I through 6. RECOMMENDATION TO THE CITY COUNCIL FOR APPROVAL OF THE OTAY VALLEY REGIONAL PARD (OVRP) CONCEPT PLAN UPDATE STAFF RECOMMENDATION: RECOMMENDATION TO THE CITY COUNCIL APPROVE THE OTAY VALLEY REGIONAL PARK (OVRP) CONCEPT PLAN UPDATE Senior Planner Walker provided information on the Otay Valley Reginal Park Concept Plan (OVRP) Update and answered various questions. Director McClure Huckaby thanked Senior Planner Walker for his presentation. Page 21 Special Meeting Parks and Recreation Commission Minates November 17, 2016 Action: Commissioner Buddingh moved to recommend to the City Council approve the Otay Valley Reginal Park (OVRP) Concept Plan Update. Commissioner Doyle seconded the motion and it carried by the following vote, Yes: 5- Chair Garcia -Lopez, Buddingh, Soto, Doyle, German, Gregorio No: 0 Abstain: None 8. HISTORY AND MISSION OF THE YOUTH SPORTS COUNCIL STAFF RECOMMENDATION; COMMISSION RECEIVE THE REPORT Recreation Supervisor III provided information on the history and -mission of the Youth Sports Council, Also discussed was the current moratorium in place by the Youth Spoils Council, which expires on January 31, 2017, The Youth Sports Council at their December 8, 2016 meeting will discuss extending the January 31, 2017 moratorium deadline. Mr. Newton (Chula Vista resident) addressed the commission about the moratorium and requested that it be removed to allow other teams to part of the Youth Sports Council. Commissioner Gelman shared that the moratorium and by-laws needs to be addressed and requested that Youth Sports Council meeting information be placed on the January agenda, and also include Youth Sports Council meeting information in the January 2017 Parks and Recreation Commission packet, Action: Commissioner Buddingh moved to accept the Youth Sports Council report as presented. Commissioner Gregorio seconded the motion and it carried by the following vote, Yes: 5- Chair Garcia -Lopez, Soto, Doyle, Buddingh, German, Gregorio No; 0 Abstain: None 9. CONTINUE DISCUSSION ON EACH COMMISSIONER MEMBER ASSIGNED TO A RECREATION FACILITY STAFF RECOMMENDATION; COMMISSION CONTINUE DISCUSSION AND SELECT A RECREATION FACILITY Commissioner Buddingh selected Heritage Park Recreation Center Chair Garcia -Lopez selected Norman Park Senior Center Commissioner Doyle selected Parkway Community Center and Gym Conunissioner Gregorio selected Veterans Park and Recreation Center Page 3 1 Special Meeting Parks and Recreation Commission Minutes November 17, 2016 Action: Commissioner Soto moved to accept the assigi nlents of each commission member to a recreation facility as noted. Commissioner Buddingh seconded the motion and it carried by the following vote, Yes: 5- Chair Garcia -Lopez, Soto, Doyle, Buddingh, German, Gregorio No: 0 Abstain: None OTHER BUSINESS 10, STAFF COMMENTS • JANUARY 19, 2017 PARIS AND RECREATION COMMISSION SPECIAL MEETING WILL BE HELD IN CONFERENCE ROOM B-129 BECAUSE COUNCIL CHAMBERS IS NOT AVAILABLE • UPDATE ON HOUSING URBAN DEVELOPMENT(HUD) PAR10A7AY COMPLEX GRANT PROJECT Assistant Director Quilantan provided an overview of the Parkway Complex Project and shared that a more detailed overview of the project would be brought forward by the new civil engineer; an update on the Park Ranger program and introduction of the new park ranger would be brought forward for the commission to hear. 11. CHA.IR'S COMMENTS -- Chair Garcia -Lopez requested Youth Sports Council information be brought forward at the January 2017 meeting. 14. COMMISSIONERS7BOARD MEMBERS' COMMENTS Commissioner Soto commented on the Youth Spouts Council 27 -year old concept of field distribution and shared that discussion at future meetings needs to be had about equitable field distribution Commissioner German shared that the Youth Spoils Council moratorium has become an issue that has to be discussed at future meetings. Commissioner Buddingh recommended not to hold future joint -meetings with other commissions. Commissioner Doyle shared that the Youth Sports Council moratorium needs to be reviewed and addressed.
