HomeMy WebLinkAboutReso 2017-071RESOLUTION NO. 2017-071 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING THE SPENDING AUTHORIZATIONS FOR "PARKWAY AQUATIC CENTER POOL IMPROVEMENTS PROJECT" WITH MISSION POOLS OF ESCONDIDO, INC. UP TO $595,000 AND "PARKWAY COMMUNITY CENTER IMPROVEMENTS PROJECT" WITH MARK W. FOGLE UP TO $375,000; AND MAKING AMENDMENTS TO THE FISCAL YEAR 2016/2017 MEASURE P SALES TAX FUND THEREFOR WHEREAS, on December 9, 2016, engineering staff prepared the contract documents and advertised the project; and WHEREAS, the Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project qualifies for a Categorical Exemption pursuant to State CEQA Guidelines Section 15301 Class 1 (Existing Facilities); and WHEREAS, on December 28, 2016, the Director of Public Works received three (3) sealed bids for the "Parkway Community Center Improvements Project (CIP GG228)" and one (1) sealed bid for the "Parkway Aquatic Center Pool Improvements Project (CIP GG228)"; and WHEREAS, on December 10, 2016, City Council approved Resolution No. 2016-006 awarding contracts to Mark W. Fogle and Mission Pools of Escondido Inc. for the "Parkway Community Center Improvements Project (CIP GG228)" and "Parkway Aquatic Center Pool Improvements Project (CIP GG228)' respectively; and WHEREAS, the bids received exceeded the staff estimates of the cost of the work, and the total grant funds available, and eliminations of items of work were determined to be necessary by staff, and the eliminations of items of work were agreed to by the respective contractors; and WHEREAS, construction work began on both projects on January 31, 2017, and is currently underway with a contract completion date of June 8, 2017; and WHEREAS, Measure P funds have been identified as an available funding source to complete some of the eliminated work items and optional additive bid items that were not executed; and WHEREAS, budget adjustments are requested in the 2016 Measure P Sales Tax Fund to support additional improvements to the Parkway Recreation facility; and Resolution No. 2017-071 Page No. 2 WHEREAS, the addition of the proposed improvements would rectify existing safety concerns associated with the pool deck as well as address peeling paint and cracked stucco throughout the building and relieve deferred facility maintenance; and WHEREAS, the cost of the additional work including contingency funds is estimated to be $250,000; and WHEREAS, the reallocation will fund repairs needed in order to meet the goal of opening the Parkway Aquatic Center in time for the summer season. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it does hereby approve the following budget amendments to the 2016 Measure P Sales Tax Fund: • Transfer of $185,000 from the Supplies and Services category to the CIP Expenditure category for GG228 • Transfer of $65,000 from GG229 to GG228 within the CIP Expenditure category BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it does hereby increase the spending authorization limits for the "Parkway Aquatic Center Pool Improvements Project (CIP GG228)" with "Mission Pools of Escondido, Inc.," to $595,000. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it does hereby increase the spending authorization limits for the "Parkway Community Center Improvements Project (CIP GG228)" with "Mark W. Fogle," to $375,000. BE IT FURTHER RESOLVED by the City Council of the City of Chula Vista, that it does hereby authorize the City Manager, or his designee, in consultation with the City Attorney, to execute all documents necessary to accomplish the actions contemplated in this resolution.
