HomeMy WebLinkAboutReso 2017-065RESOLUTION NO. 2017-065 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING THE GMOC's 2017 ANNUAL REPORT FOR FISCAL YEAR 2016, AND THE RECOMMENDATIONS PRESENTED IN THE STAFF RESPONSES AND PROPOSED IMPLEMENTING ACTIONS SUMMARY WHEREAS, Chula Vista Municipal Code (CVMC) Chapter 19.09 establishes threshold standards designed to assure that; as new development occurs;public facilities, infrastructure and services will exist, or concurrently be provided, to meet the demands generated by new development; and WHEREAS, in accordance with CVMC Section. 19.09.030 (F) and CVMC Section 2.40.030, the City's Growth Management Oversight Commission (GMOC) is responsible for monitoring threshold standards for eleven quality of life indicators associated with the City's Growth Management Program (Police, Fire and Emergency Medical Services, Libraries, Parks and Recreation Areas, Sewer, Drainage, Traffic, Fiscal, Air Quality and Climate Protection, Schools and Water), and for submitting their annual report to the Planning Commission and City Council; and WHEREAS, the GMOC prepared and finalized its annual report on March 16, 2017, for Fiscal Year 2016 (from July 1, 2015 through June 30, 2016), which also identifies current issues in the second half of 2016 and early 2017, assesses threshold compliance concerns looking forward over the next five years, and sets forth recommendations and implementing actions to be considered by the City Council; and WHEREAS, on April 27, 2017; the City Council held a duly noticed joint public meeting with the Planning Commission to consider the GMOC's 2017 Annual Report for Fiscal Year 2016; and 'VHEREAS, the Planning Commission, upon considering the Report; recommended that the City Council accept the Report. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula Vista hereby accepts the GMOC's 2017 Annual Report for Fiscal Year 2016. BE IT FURTHER RESOLVED that the City Council directs the City Manager to undertake actions necessary to carry out the implementing actions as presented in the Staff Responses and Proposed Implementing Actions Summary (Exhibit A).
