I just spoke with Megan about getting a statement to the council regarding item 10 the Social Host language. I was at the last council meeting and the item was removed to a later date. I pulled my back out and I can hardly move so I cannot attend tonight. I did want to make my information and statement available to council members. I wanted to say the following: Good afternoon city council members, my name is Joe Eberstein with the SD County Marijuana Prevention Initiative, we focus on reducing youth use of marijuana by educating youth about the risks. In November voters passed prop 64 allowing marijuana for personal use for persons 21 and over. This will allow individuals the right to grow a certain amount as well. With the laws changing around marijuana it is important to see where we are in the county with youth marijuana use. Marijuana remains the primary drug of choice for youth ages 12-17 in county treatment, nearly 1 in 5 SD county 11th graders admit to smoking marijuana in the past 30 days, and drivers treated for motor vehicle injuries who tested positive for marijuana increased 60% since 2010, this trend is also true at the State. Our social host laws are meant to provide an extra safeguard when we drop our children off at what we think will be supervised parties, free from intoxicants and psychoactive substances. Adding language that also identifies marijuana and controlled substances helps strengthen and clarify the law and sends a message that party hosts need to be accountable for their minor guests by doing all that they can to prevent drug and alcohol use.
