Susan Juarez ACCE San Diego • Awarded by Mayor Mary Casillas Salas
Susana Juarez worked at the Sweetwater Union High
School District for 29 years and is a proud union member
with California School Employee Association. In 2014, she
joined the state-wide grassroots community organization,
Alliance of Californians for Community Empowerment
(ACCE) where she has been instrumental in organizing her
neighborhood, Holiday Estates. She has organized
Amy Wise, R.I.S.E. to Empower • Award
Amy Wise is the co-founder of R.I.S.E. to Empower, a
nonprofit organization whose mission is to empower girls
and young women to make positive choices by offering a
"Neighborhood Tours"; clean-ups, actions against bad
landlords, lobbied her legislators in Sacramento, advocated
for vital services for the community and fought for policies
to protect immigrants. Her promotion of values such as
equality, respect, and dignity for all people and her open
heart are a testament to the leader and example she is to all
of her community.

three-month program that includes a workbook, memoir,
inspirational quote book and weekly discussion circles led by
trained facilitators. Through critical thinking and experiential
learning, the program offers the girls a transformational
experience in which they will be asked to take a deep look at
their lives, the challenges they are faced with daily as teen
girls and the importance of making positive choices. R.I.S.E.
to Empower is an advocate that empowers teen girls to find
theirjoy, follow their heart and live their dreams.
Jorge Patrick Macfarland • Awarded by Councilmember Patricia Aguilar
Jorge Patrick Macfarland is a lifelong resident of District 2 in
Chula Vista. He is a teacher who urges his students to learn
about and interact with their government, with the belief
that future generations of Americans should be taught to
use their civic voices to create positive change in their
communities. He is also a tireless community activist who
has organized community meetings and town halls,
registered hundreds of voters, and organized events to
promote civic responsibility among voting -age students.
Macfarland has been involved in campaigns and political
groups throughout the South Bay, participated in Beautify
Chula Vista, and volunteered at St. John's Episcopal Church
and School tutoring students and reading to seniors. He is
also a board member of Crossroads II, a community group
that advocates for smart growth, infrastructure, and
bringing more jobs to Chula Vista.
Jose Guadalupe Solis Montoya • Awarded by Councilmember Mike Diaz
Jose Guadalupe Solis Montoya, known as Don Jose in the
community, is 78 years old. He has been a resident of the
Castle Park neighborhood for over 50 years. He resides
across the street from Castle Park Elementary where he
volunteers his time daily in the garden, crossing children
and families at nearby crosswalks, and at the food
distributions were he has devoted hundreds of hours to
serving the community for the past four years. Don Jose
first came to be a volunteer in 2013 and has been a regular
in the South Bay Community Services parent's center and
often attends the Garden and Safety committee meeting.
He has mentioned many times that the community garden
has not just given him the opportunity to volunteer, but to
really belong to something. Volunteering has given him a
reason to get up every morning. We are very privileged to
have Don Jose as a community volunteer with South Bay
Community Services, Chula Vista Promise Neighborhood.
Francine Maigue • Awarded by Councilmember Stephen C. Padilla
Originally from Cavite City, Philippines, and raised in Chula
Vista, Francine Maigue graduated with her master's degree
from Harvard University. Francine is a proud Spartan,
having graduated from Chula Vista High School, and
continues to actively mentor and support Chula Vista's
youth, so that they, too, may be connected to key resources
and opportunities for a bright, successful future. Currently,
Francine serves as District Director for California State
Assemblywoman Lorena Gonzalez Fletcher, is Vice Chair of
the Filipino American Democratic Caucus of California, and
sits on Sharp Chula Vista Medical Center Foundation's
Advisory Board. In her time as Vice Chair of the
International Friendship Commission for the City of Chula
Vista, Francine spearheaded efforts to send Chula Vista's
first-ever Youth Ambassador to attend an international
conference in our Sister City of Cebu, Philippines. Francine's
commitment to share her time and efforts in benefit of the
City of Chula Vista is truly commendable.
