MEETING JOINTLY WITH THE CITY COUNCIL OF THE CITY OF CHULA VISTA
CALL TO ORDER
A Special Meeting of the Housing Authority meeting jointly with the City Council of the City of Chula Vista
was called to order at 5:02 p.m. in the Council Chambers, located in City Hall, 276 Fourth Avenue, Chula
Vista, California.

Excused: Councilmember Padilla

B. 17-0068 PRESENTATION ON THE WALKING FOR FITNESS PROGRAM AT
NORMAN PARK SENIOR CENTER, A UCSD PEER EMPOWERMENT
PROGRAM FOR PHYSICAL ACTIVITY (PEP4PA) RESEARCH STUDY
BY GIL CONTRERAS, PRINCIPAL RECREATION MANAGER
Principal Recreation Manager Contreras, Recreation Supervisor Chavez, Khalisa Bolling, PEP4PA
Study Coordinator, representing UCSD, peer health coaches, and program participants gave a
presentation on the item.
C. 17-0069 PRESENTATION ON WALK+BIKE CHULA VISTA BY TIM FARMER,
PRINCIPAL RECREATION MANAGER
Principal Recreation Manager Fanner, Jim Stone, representing Circulate San Diego, and Andy
Hanshaw, representing San Diego County Bicycle Coalition gave a presentation on the item.

CONSENT CALENDAR (Items 1 - 8)
Mayor Casillas Sales announced, pursuant to AB 23, that she and each Councilmember would receive
$50 for their attendance at this Housing Authority meeting, being held simultaneously with the City
Council meeting.
1. 17-0117 APPROVAL OF MINUTES of February 28, and March 2, 4, and 7, 2017.
Recommended Action: Council approve the minutes.
2. 17-0105 WRITTEN COMMUNICATIONS
Letters of resignation from the following:
A. Jason Prater, Cultural Arts Commission
B. Todd Voorhees, Board of Ethics
Recommended Action: Council accept the resignations.
Item 3 was removed from the Consent Calendar.
4. 17-0050 ACCEPTANCE OF THE HOUSING ELEMENT 2016 ANNUAL
PROGRESS REPORT & HOUSING SUCCESSOR ANNUAL REPORT
FOR FISCAL YEAR 2015-16
The Housing Element report provides information on the City's housing
activities in 2016, including progress in meeting the regional housing
need; the Housing Element's effectiveness in attaining the community's
housing goals and objectives; and progress toward mitigating
governmental constraints identified in the Housing Element. Included
within the Housing Element Report, is the Housing Successor Annual
Report that includes housing and financial activities for the Low and
Moderate Income Housing Asset Fund for Fiscal Year 2015-2016.
Recommended Action: Council and the Housing Authority, as the Successor
Housing Agency, accept the report
5. 17-0081 RESOLUTION NO. 2017-043 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA WAIVING THE COMPETITIVE FORMAL BID
REQUIREMENT AND APPROVING AN AGREEMENT WITH
SECURUS TECHNOLOGIES, INC. TO SUPPORT AND MAINTAIN
EXISTING COMPUTER AIDED DISPATCH SOFTWARE, HARDWARE,
AND RELATED PRODUCTS
Recommended Action: Council adopt the resolution.
6. 17-0053 A. RESOLUTION NO. 2017-044 OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA AWARDING AN AGREEMENT TO BOB
WONDRIES FORD DOING BUSINESS AS WONDRIES FLEET
GROUP TO PROVIDE FORD UTILITY INTERCEPTOR VEHICLES TO
THE POLICE DEPARTMENT AND AUTHORIZING THE DIRECTOR OF
FINANCE/TREASURER TO EXECUTE THE SAME

B. RESOLUTION NO. 2017-045 OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA AWARDING AN AGREEMENT TO AMERICAN
EMERGENCY PRODUCTS DOING BUSINESS AS AEP CALIFORNIA,
LLC. TO PROVIDE VEHICLE OUTFITTING SERVICES FOR THE
POLICE DEPARTMENT, AUTHORIZING THE DIRECTOR OF
FINANCE/TREASURER TO EXECUTE THE SAME, AND
AUTHORIZING THE DIRECTOR OF FINANCE/ TREASURER TO
APPROVE UP TO FOUR ADDITIONAL ONE-YEAR EXTENSIONS
Recommended Action: Council adopt the resolutions.
7. 17-0087 ORDINANCE OF THE CITY OF CHULA VISTA AMENDING CHULA
VISTA MUNICIPAL CODE SECTION 1.41.140 TO SPECIFY THAT
ATTORNEYS' FEES MAY BE RECOVERED BY THE PREVAILING
PARTY IN NUISANCE ABATEMENT PROCEEDINGS WHEN THE
CITY, AT THE OUTSET OF -AN ACTION OR PROCEEDING, ELECTS
TO RECOVER ITS OWN FEES (FIRST READING)
Recommended Action: Council place the ordinance on first reading.
8. 17-0096 ORDINANCE OF THE CITY OF CHULA VISTA AMENDING VARIOUS
SECTIONS OF CHULA VISTA MUNICIPAL CODE CHAPTER 2.52 TO
ADJUST THE CAMPAIGN CONTRIBUTION LIMIT FOR ANY
ELECTION HELD ON OR AFTER JANUARY 1, 2018 (FIRST
READING)
Recommended Action: Council place the ordinance on first reading.
Approval of the Consent Calendar
ACTION: A motion was made by Deputy Mayor McCann, seconded by Councilmember
Diaz, to approve staffs recommendations on the above Consent Calendar items,
headings read, text waived. The motion carried by the following vote:

ITEMS REMOVED FROM THE CONSENT CALENDAR
3. 17-0034 RESOLUTION NO. 2017-047 OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA APPROVING THE AGREEMENT BETWEEN THE
CITY OF CHULA VISTA AND ACE PARKING FOR PARKING
MANAGEMENT AND ENFORCEMENT SERVICES AND
APPROPRIATING FUNDS ACCORDINGLY (4/5 VOTE REQUIRED)
(This item was continued from 2/7 and 3/21/2017.)
ACTION: A motion was made by Mayor Casillas Salas, seconded by Deputy Mayor
McCann, that Item 3 be continued to the meeting of April 4, 2017. The motion
carried by the following vote:

PUBLIC COMMENTS
Adam Sparks, Chula Vista business owner, expressed concern regarding the length of time that parking
meters remained inoperable near his establishment.
Amelia Eckert, Bonita resident, expressed concern regarding the fees for use of the Norman Park Senior
Center.
City Manager Halbert stated that the fees for the Chula Vista Garden Club had been waived.
The following members of the Chula Vista Garden Club spoke regarding the club's activities and
expressed support for the City allowing the club to continue to use the Norman Park Senior Center.'

- Peter Shorter, Poway resident
- Gloria Escalera, Chula Vista resident, and she gave a presentation on the item
- Michael Biedenburger, Chula Vista resident

Minga Santos, Chula Vista resident, member of Club Amistad, expressed support for the organization
and its continued use of the Norman Park Senior Center.
PUBLIC HEARINGS
9. 17-0042 CONSIDERATION OF ACCEPTANCE OF A REPORT REGARDING
2017/2018 FUNDING REQUESTS AND RECOMMENDATIONS FOR
THE HOUSING AND URBAN DEVELOPMENT (HUD) FEDERAL
GRANT PROGRAMS (COMMUNITY DEVELOPMENT BLOCK GRANT,
HOME INVESTMENT PARTNERSHIPS ACT, AND EMERGENCY
SOLUTIONS GRANT)
Notice of the hearing was given in accordance with legal requirements, and the hearing was held on the
date and no earlier than the time specified in the notice.
Housing Manager Hines, and Senior Management Analysts Davis and Dorado gave a presentation on
the item.

Mayor Casillas Salas opened the public hearing.
There being no members of the public who wished to speak, Mayor Casillas Sales closed the public
hearing.
ACTION: A motion was made by Deputy Mayor McCann, seconded by Councilmember
Diaz, that the report be accepted, heading read, text waived. The motion carried
by the following vote:

CITY MANAGER'S REPORTS
10. 17-0107 REQUEST FOR COUNCIL ENDORSEMENT OF LARGE CITIES
EXECUTIVE FORUM MEETING AT CHULA VISTA ELITE ATHLETE
TRAINING CENTER, JULY 6-8, 2017
ACTION: A motion was made by Mayor Casillas Salas, seconded by Councilmember
Aguilar, that the Council endorse the Large Cities Executive Forum Meeting at
the Chula Vista Elite Athlete Training Center, to be held July 6-8, 2017. The
motion carried by the following vote:
Yes: 4 - Aguilar, Diaz, McCann and Casillas Salas
No: 0
Abstain: 0
MAYOR'S REPORTS
Mayor Casillas Sales announced that the City of Chula Vista was named the 11th happiest city in the
nation by WalletHub. She reported on the following recent events: an annual employee recognition
event, Circulate San Diego's Future of Transportation in the South Bay forum, Taste of Third Avenue,
Sweetwater Union High School District's Art Show Gala and Award Ceremony, and the U.S. Conference
of Mayors' Cities' Day of Immigration Action event.
At the request of Mayor Casillas Salas, there was consensus of the Council to add an item to the
agenda of April 4 to consider a resolution calling for comprehensive immigration reform in the United
States.
COUNCILMEMBERS' COMMENTS
Deputy Mayor McCann spoke regarding the recent Taste of Third Avenue, the opening days for
Sweetwater Valley Little League and Eastlake Little League, and the Island Pacific Seafood Market
ribbon cutting.
City Attorney Googins announced that the Council would convene in closed session to discuss the items
listed below.
Mayor Casillas Salas recessed the meeting at 6:26 p.m. The Council reconvened in Closed Session at
6:33 p.m., with Councilmembers Aguilar, Diaz, McCann and Mayor Casillas Salas present.
