JOINT RESOLUTION OF THE CITY C()UNCIL AND THE
REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA
APPROVING LOANS IN THE TOTAL AMOUI~ OF 8169,000 TO
SOUTH BAY COMMUNITY SERVICES FOR TItE ACQUISITION OF
TWO PROPERTIES FOR THEIR OPERATIO AS SUPPORTIVE
HOUSING FOR THE HOMELESS OR VERYLO~ INCOME FAMILIES
AND THE APPROPRIATION OF $117,900 f IOM THE CITY OF
CHULA VISTA'S HOME FUNDS.AND $~,1,100 FROM THE
REDEVELOPMENT AGENCY'S LOW AND vlODERATE-INCOME
HOUSING SET-ASIDE FUND THEREFOR
WHEREAS, South Bay Community Services has expressed a need to receive
financial assistance in the amount of $90,800 for the purpo ;e of acquiring the property located
at 1536 Concord Way for its continued use as a domestic vi( lence shelter site, other transitional
living programs, or housing for very Iow income families; an¢
WHEREAS, South Bay Community Services has expressed a need to receive
financial assistance in the amount of $78,200 for the purpo:;e of acquiring the property located
at 1747 Regency Way for its continued use as a domestic vic lence shelter site, other transitional
living programs, or housing for very Iow income families; an(
WHEREAS, the total property acquisition co.,t for the property located at 1536
Concord Way is expected to be approximately $93,300, wit~ a purchase price of $87,300 and
other costs associated with the purchase of the Property an( implementation of this Agreement
of $6,000. South Bay Community Services expects to finance the acquisition of the Property
through a maximum loan of $52,300 from the Redevelop~ent Agency's Low and Moderate
Income Housing Set-Aside fund and a maximum loan of $39 700 from the City of Chula Vista's
HOME funds and its own resources of $2,500; and
WHEREAS, the total property acquisition cos for the property located at 1747
Regency Way is expected to be approximately $80,700, wit a purchase price of $74,700 and
other costs associated with the purchase of the Property an( implementation of this Agreement
of $6,000. South Bay Community Services expects to fina ~ce the acquisition of the Property
through a maximum loan of $78,200 from the City of Chul; Vista's HOME funds and its own
resources of $2,500; and
WHEREAS, said Housing Advisory Commissic did, on the 26th day of August,
1998, hold a public meeting to consider said request for fina ~cial assistance; and
WHEREAS, the Housing Advisory Commission,, upon hearing and considering all
testimony, if any, of all persons desiring to be heard, and ccnsidering all factors relating to the
request for financial assistance, has recommended to the Cty Council and the Redevelopment
Agency that the appropriation be approved because the Com~ nission believes that the City's and
Agency's financial participation in the acquisition of the P~operties for confidential domestic
violence shelter sites, other transitional living programs, or h,,using for very Iow income families
will be a sound investment based upon South Bay Community .~ ,ervices's ability to effectively serve
the City's housing needs and priorities as expressed in the Ho~ ~sing Element and the Consolidated
Plan and the cost effectiveness of acquiring said properties ~ ased on the appraised value of the
properties and the leveraging of the financial assistance recol nmended; and

WHEREAS, financial assistance for the acquisition of the properties for confidential
domestic violence shelter sites, other transitional living programs, or housing for very Iow income
families is consistent with the General Plan Housing Element and will allow for the continued
provision of shelter and supportive services for the homeless and housing for very Iow income
households; and
WHEREAS, the Environmental Projects Manager has determined that financial
assistance for the acquisition of properties located at 1536 Concord Way and 1747 Regency Way
represents a continuation of an existing use involving no expansion of use and is, therefore exempt
from environmental review pursuant to Section 15301 (a) of the State CEQA Guidelines.
NOW, THEREFORE, BE IT RESOLVED the City Council and Redevelopment Agency
of the City of Chula Vista as follows:
1. That the City Council and the Redevelopment Agency of the City of Chula Vista do hereby
approve a loan in an amount not-to-exceed $39,700 from the City's HOME funds and ~51,100
from the Redevelopment Agency's Low and Moderate Income Housing Set-Aside fund to South
Bay Community Services for the acquisition of property located at 1536 Concord Way for a
domestic violence shelter site, other transitional living programs, or housing for very Iow
income families.
2. That the City Council of the City of Chula Vista does hereby approve a loan in an amount not-
to-exceed $78,200 from the City's HOME funds to South Bay Community Services for the
acquisition of the property located at 1747 Regency Way for a domestic violence shelter site,
other transitional living programs, or housing for very Iow income families.
2. That the City Council and the Redevelopment Agency of the City of Chula Vista do hereby
authorize the Finance Director to appropriate a maximum of $~ 17,900 from the City of Chula
Vista's HOM~: Funds and $51,100 from the Redevelopment Agency's Low and Moderate
Income Housing Set-Aside fund for the purpose of providing loans in an amount not-to-exceed
$90,800 and $78,200 to South Bay Community Services for the acquisition of properties
located within the City of Chula Vista for domestic violence shelter sites, other transitional
living programs, or housing for very Iow income families.
3. That the Mayor and the Chairman of the Redevelopment Agency are hereby authorized and
directed to execute loan agreements and other associated documents in order to implement
this action on the terms presented in final forms approved by the City/Agency Attorney.
4. Staff is directed to take such other actions as may be necessary or appropriate to assist South
Bay community Services with the acquisition of the subject properties.
