RESOLUTION OF THE REDEVELOPMENT A(iENCY OF THE
CITY OF CHULA VISTA APPROVING O~VNER/TENANT
PARTICIPATION AGREEMENT WI"H FOSTER
DEVELOPMENT CORPORATION AND BUDGf T RENT A CAR
SYSTEMS, INC. FOR THE DEVELOPMENT OF A TRUCK
RENTAL AGENCY AT 690 L STREET LOCAT D WITHIN THE
SOUTHWEST REDEVELOPMENT AREA
WHEREAS, Foster Investment Corporation is the ov her of the property located at
690 L Street, which is the subject matter of this resolu on and which is depicted in
Locator Map attached and by this reference made a part hE reof; and,
WHEREAS, Budget Rent A Car Systems, Inc. has er tered into an agreement with
Foster Investment Corporation to lease said property and c evelop a truck rental agency;
and,
WHEREAS, Budget Rent A Car Systems has present ~d development plans for the
development of the truck rental agency ("Project"); and
WHEREAS, the site for the proposed Project is Iccated within the Southwest
Redevelopment Project Area under the jurisdiction and control of the Chula Vista
Redevelopment Agency; and,
WHEREAS, the Envkonmental Review Coordinator viewed the proposed Project
and determined that the project is exempt from environ ~ental review as a Class 3c
exemption in accordance with CEQA; and,
WHEREAS, the Design Review Committee revie~ and recommended that the
Redevelopment Agency approve the proposed Project subj. ct to the conditions listed in
Exhibit B of the Owner/Tenant Participation Agreement; anc
WHEREAS, the Redevelopment Agency of the Cil , of Chula Vista has been
presented an Owner/Tenant Participation Agreement, said a reement being on file in the
Office of the Secretary to the Redevelopment Agency and kn ,wn as document RACO 98-
07, approving the development of a truck rental agency local ed at 690 L Street, depicted
in Exhibit A and subject to conditions listed in Exhibits B an( C of said agreement.
NOW, THEREFORE, THE REDEVELOPMENT AGENCr' OF THE CITY OF CHULA
VISTA does hereby find, order, determine and resolve as fol ows:
1. The proposed project is categorically exempt fror environmental review as a
Class 3¢ exemption in accordance with CEQA.
2. The proposed project is consistent with the South~ ;st Redevelopment Plan and
shall implement the purpose thereof by providing a new building, parking lot, and
landscaped areas and by putting a vacant parcel to a higher ~nd better use.

3. The Redevelopment Agency of the City of Chula Vista hereby approves
the Owner/Tenant Participation Agreement with Foster Investment Corporation and
Budget Rent A Car Systems for the development of a truck rental agency at 690
L Street, in substantially the form presented.
4. The Chairman of the Redevelopment Agency is hereby authorized to
execute the subject Owner/Tenant Participation Agreement between the
Redevelopment Agency and Foster Investment Corporation and Budget Rent A Car
Systems in a final form approved by the Agency Attorney.
5. The Secretary of the Redevelopment Agency is authorized and directed
to record said Owner/Tenant Participation Agreement in the Office of the County
Recorder of San Diego, California.
