RESOLUTION OF THE REDEVELOPMENT AGENCY OF THI CITY OF CHULA VISTA
APPROVING OWNER PARTICIPATION AGREEMENT W TH THE GREENWALD
COMPANY FOR THE DEVELOPMENT OF A 76,885 SQ JARE FOOT BUILDING
AT 675 OXFORD STREET WITHIN THE SOUTI'IWEST REDEVELOPMENT
PROJECT AREA
WHEREAS, The Greenwald Company owns the property at 675 O= ford Street and which is diagrammatically
shown in the Locator Map attached to the Owner Participation Agreement ~ nd incorporated herein by reference; and,
WHEREAS, The Greenwald Company has presented developmenl plans for the construction of a 76,885
square foot building and associated lot improvements ("Project"); and
WHEREAS, the site for the proposed Project is located within th~ Southwest Redevelopment Project Area
under the jurisdiction and control of the Chula Vista Redevelopment Agem f; and,
WHEREAS, the Developer applied for and obtained a Special Use ~rmit (SUPS-98-04) from the Chula Vista
Redevelopment Agency on May 19, 1998 for the establishment of the San }iego County South Bay Health & Human
Services Agency Family Resource Center at 675 Oxford Street; and
WHEREAS, the Environmental Review Coordinator issued a Negati/e Declaration in accordance with CEQA
(IS-97-24) which considered impacts from development of the site in a m~ nner consistent with the subject project;
and,
WHEREAS, said Negative Declaration was adopted by the Chula 'Iista City Council as part of General Plan
amendment and the re-zoning of the property at 675 Oxford Street on Ap il 7, 1998 per Resolution 18957; and
WHEREAS, the Design Review Committee reviewed and recoml wended that the Redevelopment Agency
approve the proposed Project subject to the conditions listed in Exhibit B of Ihe Owner Participation Agreement; and,
WHEREAS, the Redevelopment Agency of the City of Chula Vista ts been presented an Owner Participation
Agreement, said agreement being on file in the Office of the Secretary to ~e Redevelopment Agency and known as
document RACO 98-12, approving the construction of a 76,885-square ~ot office building located at 675 Oxford
Street, depicted in Exhibit A and subject to conditions listed in Exhibits B, ,f said agreement.
NOW, THEREFORE, THE REDEVELOPMENT AGENCY OF THE CITY OF CHULA VISTA does hereby find, order,
determine and resolve as follows:
1. The Agency, as a Responsible Agency under CEQA, has c~ nsidered Negative Declaration IS-97~24
previously adopted by the City Council, and the environmental effects of thl Project as described therein, in reaching
its decision hereunder.
2. The proposed Project is consistent with the Southwest Red ~velopment Plan and shall implement the
purposes thereof by eliminating blighting influences, providing a new buildim and putting vacant parcels to higher and
better uses.
3. The Redevelopment Agency of the City of Chula Vista her approves the Project and the Owner
Participation Agreement with The Greenwald Company for the constructi n of the Project, in the form presented in
accordance with plans attached thereto as Exhibit A and subject to condit ons listed in Exhibit G of said agreement.

4. The Chairman of the Redevelopment Agency is hereby authorized to execute the subject Owner
Participation Agreement between the Redevelopment Agency and The Oreenwald Company.
5. The Secretary of the Redevelopment Agency is authorized and directed to record said Owner Participation
Agreement in the Office of the County Recorder of San Diego, California.
