HomeMy WebLinkAboutcc min 1970/02/05 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY CO~NCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Thursday February 5, 1970 An adjourned regular meeting of the City Council of the City of Chula Vista was held in the Council Chamber on the above date at 7:00 P.M. The meeting was held jointly with members of the Civil Service Commission. Councilmen present: Sylvester, Hamilton, Hyde, McAllister, Scott Absent: None Civil Service Cormnission members present: Stevenson, Miller, Smith Absent: Falkenborg, Platt Others present: City Attorney Lindberg, Administrative Officer Thorn, Assistant Administrative Officer Thomson, Personnel Director McCabe Mayor Hyde led the pledge of allegiance to the Flag, followed by a moment of silent prayer. PRESENTATION TO MEMBERS OF CIVIL SERVICE COMMISSION In appreciation for their service to the City, Mayor Hyde presented each member of the Civil Service Commission with a key to the City in the form of a pin or tie clasp. JOINT MEETING ON E~PLOYEE OVERTIME Mayor Hyde announced that this being a joint meeting with the Civil Service Commission for the purpose of discussing employee overtime, he would turn the gavel over to Chairman Stevenson for the first phase of the meeting. Chairman Stevenson called upon Personnel Director Tom McCabe who reviewed and brought the Council and Co~nnissioners up-to-date on proposals and actions to date on the matter of employee overtime. PUBLIC HEARING - Oonsideration of amendment to Rule II, Section 10 - Overtime- Holiday policy This being the time and place~ as posted, for a hearing before the Civil Service Commission to consider employee overtime and holiday policy~ Chairman Stevenson declared the hearing open. Mr. Don Schofield, President of the Fire- men's Association, submitted their proposals on a policy for holiday and over- time compensation. Mr. Doug Dungan, Public Improvements Inspector~ asked that each department be allowed to govern their own overtime as there has been no problem in the past with most departments. Mr. Leo Dalton, representing the Police Officers Relief Association, resubmitted their proposal for what they consider an equitable program as far as the Police department is concerned. Mrs. Frances Stringer, representing clerical workers in the Police department, stated the clerks would prefer compensatory time off for overtime worked but if that is not approved, payment of time and one-half should be considered. Mr. A1Manese, from the Engineering Division, expressed opposition to payment for overtime in lieu of time off. Administrative Officer Thorn urged that the Council adopt the resolution before them which would provide for the payment of overtime worked and give the employee the option, if forced to work on a holiday: to either take the time off up to the limits indicated or be paid. No others wishing to be heard~ Chairman Stevenson declared the hearing closed. After discussion by the Con~nission, it was moved by Commissioner Miller, and seconded by Cormmissioner Smith that the proposed resolution of 3anuary 27, 1970, not be approved in its present form but be rewritten to include time and one-half pay for overtime. The motion failed with Commissioner Stevenson voting no. City Attorney Lindberg ruled that a majority of the Commission membership would be necessary to approve a motion. 8:40 P.M. - At this time Chairman Stevenson returned the gavel to Mayor Hyde. It was moved by Councilman Scott, seconded by Councilman Hamilton, and carried that the meeting be recessed for fifteen minutes. 9:05 P.M. - Meeting reconvened. After discussion, it was moved by Councilman Hamilton, seconded by Coun- cilman Scott, and carried that the resolution before the Council amending Section 10, Rule II of the Civil Service Rules, relative to payment for overtime and holiday work time, be amended to allow for the accumulation of compensatory time to a maximum of 40 hours for all employees except firemen who can accumulate a maximum of 67.2 hours, and that all overtime above that be paid for at straight time, for the remainder of the fiscal year. Councilman Sylvester voted no. RESOLUTION NO. 5530-A - Amending Section 10 of Rule II, Civil Service Rules - Payment for overtime and holiday work time Offered by Councilman Hamilton, the reading of the text was waived by unanimous consent, passed and adopted by the following vote, to-wit: AYES: Hamilton, Hyde, McAllister, Scott Noes: Sylvester Absent: None SERRA REGIONAL LIBRARY SYSTEM It was moved by Mayor Hyde, seconded by Councilman Sylvester, and carried that the Council reconsider their action of the last meeting pertaining to the adoption of Resolution No. 5525 approving the third amendment to the Joint Powers agreement, Serra Regional Library System. Councilman McAllister voted no. It was moved by Councilman Scott, seconded by Councilman Hamilton, and carried that action adopting Resolution No. 5525 be rescinded and the City Attorney directed to prepare, for the next meeting, a resolution directed to other members of the Serra System, expressing our concern over admittance of the County of San Diego to the System and asking for their views, but in no way ob- jecting to admittance of the City of Escondido. Councilman Sylvester voted no. ADJOUtLNMENT Mayor Hyde adjourned the meeting at 9:30 P.M., sine die.
