HomeMy WebLinkAboutcc min 1970/04/14 MINUTES OF A REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFOILNIA Held Tuesday April 14, 1970 A regular meeting of the City Council of the City of Chula Vista was held in the Council Chamber on the above date at 7:00 P.M., with the following Councilmen present: Councilmen Sylvester, Hamilton, Hyde, McAllister, Scott Absent: None Also present: City Attorney Lindberg, Administrative Officer Thorn, City Engineer Cole, Planning Director Warren, Assistant Adminis- trative Officer Thomson Mayor Hyde led the pledge of allegiance to the Flag, followed by a moment of silent prayer. APPROVAL OF COUNCIL MINUTES It was moved by Councilman Sylvester, seconded by Councilman McAllister, and carried that the minutes for the meeting of April 7, 1970, be approved, copies having been sent to each of the Councilmen. PUBLIC HEARING - Consideration of zone change from R-3 to C-0 for property between Fourth Avenue and Glover Avenue, south of "E" Street to Davidson Street This being the time and place, as advertised, for a hearing to consider zone change from R-3 to C-0 for property between Fourth Avenue and Glover Avenue, south of "E" Street to Davidson Street, Mayor Hyde declared the hearing open. Mr. Eugene York, 280 "K" Street, chairman of the Chamber of Commerce Relocation Committee, spoke in favor of the zone change. Mr. Sidney Black, 1653 Evergreen Street, Imperial Beach, owner of a portion of the property being considered, and Mrs. Van Meter, 246 Glover Avenue, both spoke in favor of the change of zone so long as the whole area being considered was zoned the same° No others wishing to be heard and the Clerk having received no written protests, the Mayor declared the hearing closed. The City Attorney stated the zone change could be made with the provi- sion that the lots fronting on Glover Avenue should not be effectively incorpo- rated into the C-0 zone until a precise plan is approved by the Planning Commis- sion for those lots. After some discussion, the Council concurred that this provision should be included. ORDINANCE NO. 1274 - Rezoning from R-3 to C-0 property between Fourth Avenue and Glover Avenue, south of "E" Street to Davidson Street- First reading It was moved by Councilman McAllister that this ordinance, as amended, be placed on its first reading and that reading of the text be waived by unani- mous consent. The motion carried by the following vote, to-wit: AYES: Councilmen McAllister, Sylvester, Hamilton, Hyde Noes: Councilman Scott Absent: None ORDINANCE NO. 1273 - Approving rezoning of certain property on east side of Del Mar Avenue in 1000 block - Second reading and adoption It was moved by Councilman Sylvester that this ordinance be placed on its second reading and that reading of the text be waived by unanimous consent. The ordinance was passed and adopted by the following vote, to-wit: AYES: Councilmen Sylvester, Hamilton, Hyde, McAllister, Scott Noes: None Absent: None ~ ~ROCLAMATION - Public Schools Week, ~pril 20-24 Mayor Hyde read a proclamation making the week of April 20-24 Public Schools Week in the City of Chula Vista. ~.J'REqUEST FROM GOVERNOR REAGAN FOR N~MINATION OF DESERVING YOUNG PEOPLE Mayor Hyde stated he had received a letter from Governor Reagan inviting corm~unities to nominate as many as two young people who are deserving for con- sideration for the 1969 Young American Medals for Bravery and Service. Referred to the Chief Administrative Officer for advice in this regard. ? STATEMENT OF APPRECIATION The Mayor expressed his appreciation and thanks to the Council, City staff, citizens of Chula Vista and civic organizations for all their assistance during the time he has held the office of Mayor. ~-~ TOP SOIL NEEDED FOR LITTLE LEAGUE Councilman Hamilton stated the land is in terrible condition on the lower field at the Gregg-Rogers Little League park, which is being readied at the present time. Any top soil which might be available from any place is most urgent and he requested the City Engineer to investigate any possibilities he might know of which would aid in this problem. VERIFIED CLAIM FOR DAMAGES AGAINST THE CITY A verified claim against the City was presented from Ronald A. Van Hek, 213 East "J" Street, fom sewer back-up in the amount of $1,730.06. It was moved by Councilman Sylvester, seconded by Councilman McAllister, and carried that this claim be denied. NOTICE OF RETIREMENT A letter was read from City Clerk Kenneth Campbell giving his notice of retirement, to be effective September 15, 1970. Mayor Hyde, on behalf of the City Council, said the letter is received with great regret. ADJOURNMENT Mayor Hyde adjourned the meeting at 7:40 P.M., sine die. for City Clerk
