OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
Held Saturday June 6, 1970
An adiPurned regular meeting of the City Council of the City of Chula
Vista was held in the Council Chamber on the above date at 8:00 A. M., with the
following Councilmen present:
Councilmen Scott, Hobel, Hamilton, Hyde, Egdahl
Absent: None
Also present: Administrative Officer Thorn, Assistant Administrative Officer
Thomson, Police Chief Winters, Finance Officer Grant, City
Attorney Lindberg
ACTION TAKEN AT BUDGET SESSION - Police Department
Finance Officer Grant gave a report on budget reserves and his philosophy
on surpluses as requested at the last meeting.
Mayor Hamilton requested that the Finance Officer and City Attorney be
present at all budget sessions.
11:00 A.M. - The Council recessed and Mayor Hamilton was excused from the meeting.
11:10 A.M. - Council reconvened with Mayor pro tem Scott presiding.
(1) It was moved by Councilman Hyde, seconded by Councilman Hobel, and
carried that the extra intern be cut from personal services (2111), as proposed
by Chief Winters.
(2) It was moved by Councilman Egdahl, seconded by Councilman Hyde, and
carried that contractural services (2111) be approved with deletion of $750 for
reception for new building and hosting visiting officials.
(3) It was moved by Councilman Hyde, seconded by Councilman Hobel, and
carried that commodities (2111) be approved as submitted.
(4) It was moved by Councilman Hobel~ seconded by Councilman Hyde, and
carried that the $3,360 cut by Chief Winters for one vehicle and two radios, be
reinstated to Capital Outlay (2111).
(5) It was moved by Councilman Egdahl, seconded by Councilman Hyde, and
carried that $12,690 be approved as the total for personal services (2112).
(6) It was moved by Councilman Hyde, seconded by Councilman Hobel, and
carried that contractural services (2112) be approved with deletion of $1,988 for
the Delinquency Control Institute at USC.
(7) It was moved by Councilman Hyde, seconded by Councilman Egdahl, and
carried that con~odities (2112) be approved with deletion of $2,190 for range
ammunition and equipment.
(8) It was moved by Councilman Hyde, seconded by Councilman Hobel, and
carried that $980 cut by Chief Winters for projector and slides, be reinstated
to Capital Outlay (2112).
(9) It was moved by Councilman Hyde, seconded by Councilman Egdahl, and
carried that the meeting adjourn until 2:00 P.M~, for lunch.
2:00 P.M. - Council reeonvenad with the Mayor returning to the meeting.
(10) It was moved by Councilman Scott, seconded by Councilman Egdahl,
and carried that personal services (2130) be approved for a total amount of
$200,760. $49,000 of the $60,380 proposed for cutting by Chief Winters~ was re-
instated.
(11) It was moved by Councilman Scott, seconded by Councilman Hobel, and
carried that contractural services (2130) be approved with cuts as proposed by
Chief Winters, and $1,620 added to travel expense (5221) for new personnel going
to Recruit Academy.
(12) It was moved by Councilman Hobel, seconded by Councilman Scott, and
carried that commodities (2130) be approved, as amended.
(13) It was moved by Councilman Egdahl, seconded by Councilman Hobel, and
carried that Capital Outlay (2130) be approved with $340 of the $3,910 proposed
cut being reinstated for electric photo flash and film holder.
(14) It was moved by Councilman Hobel, seconded by Councilman Scott, and
carried that personal services (2140) be approved as amended for a total of
$664,140.
(15) It was moved by Councilman Hyde, seconded by Councilman Scott, and
carried that the Traffic and Uniform Patrol Division be changed to the Service
Division.
(16) It was moved by Councilman Egdahl, seconded by Councilman Hyde, and
carried that co~aodities (2140) in the amount of $24,820, and Capital Outlay (2140)
in the amount of $13,150, including one vehicle and one van, be approved. Coun-
cilman Scott voted no.
(17) It was moved by Councilman Scott, seconded by Councilman Egdahl, and
carried that personal services (2150) in the amount of $204,920, including rein-
statement of one sergeant, two patrolman and $1~450 additional differential pay
for detectives, be approved.
(18) It was moved by Councilman Hobel, seconded by Councilman Hyde, and
carried that contractural services (2150) in the amount of $3,~80, including re-
instatement of $1~800 for rentals and leases and a cut of $300 in other contrac-
rural services, and the commodities (2150) in the amount of $120 be approved.
(19) It was moved by Councilman Scott, seconded by Councilman Egdahl, and
carried that Capital Outlay (2150) in the amount of $2,560, be approved.
(20) It was moved by Councilman Scott, seconded by Councilman Hobel, and
carried that Police Reserve budget (2161) in the amount of $3,400, which allows
for a cut of $1,250 for clothing allowance, be approved.
(21) It was moved by Councilman Scott, seconded by Councilman Hobel, and
carried that Mounted Police budget (2162) in the amount of $680, be approved
which allows for a cut of $3,600 for saddles and cut of $650 for clothing.
(22) It was moved by Councilman Scott and seconded by Councilman Hyde
that the Junior Patrol budget (2165) be approved with cuts as proposed by Chief
Winters. Motion failed with Councilmen Hobel, Hamilton and Egdahl voting no.
(23) It was moved by Councilman Hobel, seconded by Mayor Hamilton, and
carried that the Junior Patrol budget (2165) in the amount originally requested,
$4~000, be approved.
(24) It was moved by Councilman Scott, seconded by Councilman Hobel, and
carried that the Animal Regulation budget (2200) be approved, as amended by Chief
Winters (deletion of new regulation officer and truck).
(25) It was moved by Councilman Scott, seconded by Councilman Hyde, and
carried that the Council meet in budget session on Monday, June 8, Wednesday~
Thursday and Friday at 4:00 P.M.~ and Saturday at.8:00 A.M.
ADJOURNMENT
Mayor Hamilton adjourned the meeting at 4:50 P.M.~ to Monday, 3une 8,
1970 at 4:00 P.M.
