CITY OF CHULA VISTA, CALIFORNIA
Held Monday June 15, 1970
An adjourned regular meeting of the City Council of the City of Chula
Vista was held in the Council Chamber on the above date at I:00 P.M., with the
following Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde, Egdahl
Absent: None
Also present: Administrative Officer Thorn, Assistant Administrative Officer
Thomson, Finance Officer Grant, Parks and Recreation Director
Jasinek, Building and Housing Director Grady, Personnel
Director McCabe, City Engineer Cole
ACTION TAKEN AT BUDGET SESSION - Capital Improvement Program
(1) It was moved by Councilman Scott, seconded by Councilman Hyde,
and carried that $30,000 be budgeted for Civic Center remodeling and refurnish-
ing.
(2) It was moved by Councilman Hyde, seconded by Councilman Scott, and
carried that $189,000 be budgeted for storm drain - Broadway and "J" Street.
(3) It was moved by Councilman Scott, seconded by Councilman Hobel,
and carried that the proposed $69,000 for storm drain at Whitney and Hilltop
be deleted from the budget.
(4) It was moved by Councilman Hyde, seconded by Councilman Egdahl,
and carried that $30,000 be budgeted for a paint supplies storage shed.
(5) It was moved by Councilman Scott, seconded by Councilman Hyde,
and carried that $2~,000 be budgeted for the golf course irrigation system.
(6) It was moved by Councilman Scott, seconded by Councilman Hobel,
and carried that $75,000 be budgeted for Telegraph Canyon trunk sewer (Phase I).
(7) It was moved by Councilman Scott, seconded by Councilman Egdahl,
and carried that the proposed $54,000 for storm drain at Third Avenue, "H" to
"I" Streets, be deleted.
(8) It was moved by Councilman Hobel, seconded by Mayor Hamilton,
and carried that $22,000 be budgeted for night lights, softball field, with
funds being earmarked for the Castle Park area. Councilmen Scott and Egdahl
voted no.
(9) It was moved by Councilman Scott, seconded by Councilman Hobel,
and carried that the proposed $22,000 for Rohr Park landscaping and irrigation
be deleted from the budget.
(10) It was moved by Councilman Hyde, seconded by Councilman Scott,
and carried that $23,000 be budgeted for Palomar Street sewer main extension.
(11) It was moved by Councilman Scott and seconded by Councilman Egdahl
that the $37,000 proposed for golf course fencing, landscaping and bridges be
deleted from the budget. The motion failed with Councilmen Hobel, Hamilton,
Hyde and Egdahl voting no.
(12) It was moved by Mayor Hamilton, seconded by Councilman ggdahl,
and carried that $6,000 be budgeted for two bridges at the golf course.
(13) It was moved by Couneilman Scott, and seconded by Councilman Hyde
that $12,000 proposed for playground equipment replacement be deleted from the
budget. The motion failed with Councilmen Hobel, Hamilton, Hyde and Egdahl
voting no.
(14) It was moved by Councilman Hyde and seconded by Councilman Hobel
that $5,000 be budgeted for playground equipment replacement. The motion
failed to carry with Councilmen Egdahl, Scott, Hobel and Hamilton voting no.
(15) It was moved by Councilman Scott, seconded by Councilman Hyde,
and carried that the $12,000 proposed for playground equipment replacement be
removed from the list of capital improvements and put on the opportunity list
for Parks and Recreation.
$30,000 proposed for underground utilities on "H" Street from Third
Avenue to I-5 was automatically deleted from the Capital Improvement Program
as it will be taken care of under the Gas Tax Fund.
(16) It was moved by Councilman Scott, seconded by Councilman Hyde,
and carried that $10,000 be budgeted for the turfing of two playgrounds.
4:15 P.M. - Councilman Scott left the meeting at this time.
(17) It was moved by Councilman Egdahl, seconded by Councilman Hobel,
and carried that $220,000 be budgeted for land acquisition and some develop-
ment for Otay Park and Gregg Rogers Park.
(18) Itwas moved by Councilman Hobel, seconded by Councilman Hyde,
and carried that the $118,000 proposed for the Bonita-Sunnyside Fire Station
be deleted from the budget.
$124,000 proposed for land acquisition and development of Harborside
Park was deleted from the proposed budget by mutual consent of the Council.
4:45 P.M. - Councilman Scott returned to the meeting at this time.
(19) It was moved by Councilman Scott, seconded by Councilman Hyde,
and carried that the returns from the sale of any capital improvements be put
back into the general fund.
6:00 P.M. - Mayor Hamilton left the meeting at this time; Mayor pro tem Scott
presiding.
ACTION TAI~N AT BUDGET SESSION - Employee ~alarie$ and wages, benefits, etc.
Personnel Director McCabe reviewed with the Council the entire salary
and wage package as recommended by the Civil Service Com~nission.
7:20 P.M. - Mayor Hamilton returned to the meeting.
(1) It was moved by Councilman Hyde, seconded by Councilman Scott, and
carried that the total salary and wage package, as submitted by the Civil
Service Commission, be tentatively approved.
(2) It was moved by Councilman Scott, seconded by Councilman Hyde, and
carried that the employee holiday schedule be approved, as submitted by the
Civil Service Commission, with the elimination of Good Friday as a holiday.
(3) It was moved by Councilman Hyde, seconded by Councilman Hobel, and
carried that recorm~endations for payment of overtime be accepted, as made by
the Civil Service Cor~ission, with elimination of the recommendation that time
and one-half compensation shall be provided for eligible, full-time employees
who are required to work a Saturday or a Sunday, unless such days are part of
the employee's regularly scheduled work week. Councilman Scott voted no.
(4) It was moved by Councilman Scott, seconded by Councilman Hobel,
and carried that provisions for stamd-by pay be accepted, as reeo~nended by
the Civil Service Cormnission.
(5) It was moved by Councilman Scott, seconded by Councilman Hobel,
and carried that professional fields, recreation, library and public safety
not be authorized shift differential pay; that all others be authorized differ-
ential pay for work after 5:00 P.M. and before 8:00 A.M.; and that differential
pay under no circumstances be more than five per cent.
(6) It was moved by Councilman Hobal, seconded by Councilman Scott,
and carried that all revisions in the City's group medical insurance be ap-
proved, as submitted.
(7) It was moved by Councilman Scott, seconded by Councilman Hobel,
and carried that those engineers who have obtained State registration but are
beneath the Senior Civil Engineer level receive extra compensation of one
standard salary range, or the equivalent of five per cent, as recor~nended.
(8) It was moved by Councilman Hyde, seconded b% ~ouncilman Scott,
and carried that Civil Service Commission recommendation~o reduce the fire
service work week to §3 hours, commencing January 1, 1971, be approved.
(9) It was moved by Councilman Hobel, seconded by Councilman Scott,
and carried that recon~nendations of the Civil Service Commission pertaining
to sick leave and emergency leave be deleted.
(10) It was moved by Councilman Scott, seconded by Councilman Egdahl,
and carried that Civil Service Commission recormmendations pertaining to uniform
allowances be accepted.
(11) It was moved by Councilman Scott, seconded by Councilman Hyde,
and carried that Civil Service Commission recommendations pertaining to excep-
tional merit increase policy be accepted.
(12) It was moved by Councilman Hyde, seconded by Councilman Scott,
and carried that the Civil Service Commission recon~aendations pertaining to
extra pay for sewer maintenance work be accepted.
(13) It was moved by Councilman Hyde, seconded by Councilman Egdahl,
and carried that the Civil Service Cormmission recommendations pertaining to
extra pay for assigned leadman duty be accepted.
(14) It was moved by Councilman Scott, seconded by Councilman Egdahl,
and carried that the Civil Service Co~mnission recommendations pertaining to com-
puter applications (bi-weekly payroll) be accepted.
ADJOURNMENT
Mayor Hamilton adjourned the meeting at 10:00 P.M., sine die.
