OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
Held Wednesday June 17, 1970
An adjourned regular meeting of the City Council of the City of Chula
Vista was held in the Council Chamber on the above date at 1:00 P.M.~ with the
following Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde, Egdahl
Absent: None
Also present: Administrative Officer Thorn, Assistant Administrative
Officer Thomson, Finance Officer Grant, Parks and Recreation
Director Jasinek
ACTION TAKEN AT BUDGET SESSION - Parking Meters
(1) It was moved by Councilman Scott, seconded by Councilman Hobel, and
carried that Parking Meters (5100) be approved as submitted, with deletion of
$470 from eervice and maintenance (5265) and addition of $1,850 for new scooter
to other equipment (5568) and a reduction to $4,750 for new parking meters, to
make a total of $6,600 for account 5568.
PARKING PI~CE COMMISSION
It was moved by Councilman Hobel, seconded by Councilman Scott, and
carried that the budget for Parking Place Commission (1118) ba reduced, for a
total of $50 for eormnodities and contractual services.
PARKS AND RECREATION DEPARTMENT
(1) It was moved by Councilman Hyde, seeonded by Councilman Scott, and
carried that the matter of the lack of interest in the lawn bowling in General
Roca Park be referred to the Parks and Recreation Commission to study ways of
improving use of the facility and report back.
(2) It was moved by Councilman Scott, seconded by Councilman Hobel, and
carried that $4,440 be reinstated in recreation (4220) and $7,170 be reinstated
in playgrounds (4230) for a total of $11,610.
GAS TAX FUND
(1) It was moved by Councilman Scott, seconded by Councilman Hobel,
and carried that the Gas Tax budget be approved, as submitted, with the trans-
fer in of $30,000 from the Capital Improvement Program for undergrounding of
utilities on "H" Street from Third Avenue to Interstate 5.
UNCLASSIFIED POSITIONS - Salary Review
Personnel Director McCabe suggested~ and the Council concurred, that next
year the Personnel Department take upon itself as a responsibility to put to-
gether a schedule for unclassified employees, except the four positions set
forth in the Charter.
(1) It was moved by Councilman Hyde and seconded by Councilman Scott
that salaries for unclassified positions be accepted, as submitted by the Chief
Administrative Officer, with the exception that the two and one-half per cent
increase proposed for the Senior Recreation Leader be increased to five per
cent. The motion failed with Councilmen Egdahl, Scott, Hobel and Hamilton
voting no.
(2) It was moved by Councilman Scott, sccouded by Councilman Egdahl,
and carried that salaries for unclassified positions be accepted as submitted,
with the exceptions that the position of Aquatic Specialist be increased to
seven and one-half per cent and Senior Recreation Leader to five per cent.
Councilman Hobel voted no.
(3) It was moved by Councilman Hobel, seconded by Councilman Hyde, and
carried that the Charter provisione pertaining to the classification of the
Finance Officer and City Clerk be referred to the City Attorney, Administrative
Officer and Personnel Director for study and recormmendations to thc Council.
(4) It was moved by Councilman Hyde and seconded by Councilman Hobel
that se~en and one-half per cent increases in salary be granted the Finance
Officer, Administrative Officer, City Attorney and Secretary to the Adminis-
trative Officer. The motion failed with Councilmen Egdahl, Scott, Hamilton
and Hobel voting no.
7:05 P.M. - Mayor Hamilton and Councilman Egdahl left the meeting at this
time; Mayor pro rem Scott presiding.
BOND INTEREST AND REDEMPTION
(1) It was moved by Councilman Hyde, seconded by Councilman Hobel,
and carried that the 1954 Recreational Facility bond interest and redemption
(9010) budget be accepted, as submitted.
7:10 P.M. - Councilman Egdahl returned to the meeting at this time.
(2) It was moved by Councilman Hobel, seconded by Councilman Hyde, and
carried that the 1960 Harbor Development bond interest and redemption (9020)
budget be accepted, as submitted.
(3) It was moved by Councilman Hyde, seconded by Councilman Hobel, and
carried that the 1965 Golf Course bond interest and redemption (9030) budget
be accepted, as submitted.
(4) It was moved by Councilman Hyde, seconded by Councilman Egdahl,
and oarried that the 1970 Police Facility bond interest and redemption (9040)
budget be accepted, as submitted.
INSURANCE
(1) It was moved by Councilman Egdahl, seconded by Councilman Hobel,
and carried that the insurance budget (1700) be approved as submitted, with
the amendment showing $100,000 for Workman's Compensation (5236) with off-
setting income of $17,000 for refunds.
(2) It was moved by Councilman Hyde, seconded by Councilman Egdahl,
and carried that the budget for retirement be approved, as submitted.
CIVIL DEFENSE
(1) It was moved by Councilman Egdahl, seconded by Councilman Hyde,
and carried that the Civil Defemse budget (2500) in the amount of $4,200 be
approved, as submitted.
BUS SERVICE
(1) It was moved by Councilman Hobel, seconded by Councilman Hyde,
and carried that $10 be budgeted for accounting purposes for bus service (1720).
CONTINGENCY RESERVE
(1) It was moved by Councilman Hobel, seconded by Councilman Hyde,
and carried that contingency reserve budget (1800) in the amount of $62,050,
be eliminated as recommended by the Chief Administrative Officer.
REVENUES AND SURPLUSES
Administrative Officer Thorn presented for discussion the e~timated
reveuue package for the fiscal year 1970-71.
(1) It was moved by Councilman Hobel, seconded by Councilman Scott,
and carried that $800,000 be left in the unappropriated general reserve fund
for fiscal year 1970-71. Councilman Hyde voted no.
UNCLASSIFIED POSITIONS - Salary Review
(1) It was moved by Councilman Egdahl, seconded by Councilman Hyde,
and carried that the salary for the Chief Administrative Officer be increased
by $1,000 for fiscal year 1970-71, and the salarie~ ef the City Attorney, the
Finance Officer and the Secretary to the Administrative Officer be increased
seven and one-half per cent.
ADJOURNMENT
Mayor pro tem Scott adjourned the meeting at 9:15 P.M., to Friday, June
19, 1970 at 1:00 P.M.
