OF THE CITY COUNCIL OF THE
CITY OF CHULA VISTA, CALIFORNIA
Held Saturday June 20, 1970
An adjourned regular meeting of the City Council of the City of Chula
Vista was held in the Council Chamber on the above date at 1:00 P.M., with the
following Councilmen present: Councilmen Scott, Hobel, Hyde, Egdahl
Absent: Mayor Hamilton
Also present: Administrative Officer Thorn, Assistant Administrative Officer
Thomson, Finance Officer Grant
In the absence of Mayor Hamilton, Mayor pro tem Scott presided.
DISCUSSION ON METHODS OF RAISING REVENUES
The Council discussed at length alternative methods of increasing revenue
for the coming year, including the utility tax, additional property taxes, busi-
ness license tax, motel-hotel tax, and sewer service charges.
1:55 P.M. - Mayor Hamilton took his meat at the Council table at this time.
It was moved by Councilman Scott, seconded by Mayor Hamilton, and carried
that the Council adopt a five per cent utility tax.
Upon inquiry, Finance Officer Grant was informed the utility tax would
be a General fund revenue with no restrictions.
2:30 P.M. Mayor Hamilton left the meeting at this time.
In summarizing, Finance Officer Grant stated the Capital Improvement pro-
gram would be funded by $318,660 from the utility tax, $21,000 from the Golf
Course fund, $98,000 from the Sewer Income fund, $60,000 from the Gas Tax fund,
$51,000 from HUD matching funds and $77,340 from the Special Capital Outlay fund,
for a total of $626,000. There would be no increase in the tax levy for the
General fund, and the small deficit in the Retirement and Planning funds would
be covered by the General fund. The Council concurred.

Finance Officer Grant asked if it would be the desire of the Council to
merge the Capital Improvement program fund and the Special Capital Outlay fnnd
into one fund.
It was moved by Councilman Hobel, seconded by Councilman Scott, and car-
ried that the funds remain as two separate funds.
AUTHORIZATION GRANTED FOR DEDUCTION OF POLICE DUES AND INSURANCE FROM PAYROLL
It was moved by Councilman Hobel, seconded by Councilman Hyde, and carried
that a payroll deduction be authorized, as it has been done in the past, for
Police Association dues and insurance.
ADJOURNMENT
Mayor pro tem Scott adjourned the meeting at 2:55 P.M., sine die.
