HomeMy WebLinkAboutcc min 1970/09/14 COUNCIL CONFERENCE Monday, September 14, 1970 - 3p.m. Administrative Conference Room SPACE NEEDS - CIVIC CENTER The following was approved Dy Council: FIRST PHASE - POST POLICE MOVE (As it relates to the basic Civic Center building) The City Clerk will move to a portion of the wing now occupied by the Division of Engineering, utilizing the vault. The Mayor will move and occupy the office presently used by the Director of Public Works. This section will also house the Council Conference Room, a Council office, and a space for micro-filming. The Mayor's secretary will then provide reception for the Mayor and the City Clerk. No change in the City Council Chambers. The Division of Engineering will then move from these quarters to the space now occupied by the Police Department - the most southerly east wing. The City Attorney will move from his present office to that space now occupied by the Planning Department. Administration will relocate its clerical staff and Administrative Assistant from the rear entrance hallway to the offices which will be vacated by the Mayor and Mayor's secretary. Administration will continue to use the space currently assigned to them. The Director of Parks & Recreation will move into the offices vacated by the City Attorney. A portion of the westerly wing of the present Police Department will be turned over %o the Purchasing Director. He will share a secretary with the Director of Parks and Recreation; this secretary will use the space now occupied by the Attorney's secretary. The Planning Department will take over the westerly wing now occupied by the Police Department, except for the most westerly section which will be assigned as an equipment room. Finance will take over the area vacated by the City Clerk. Computer needs have not been established in terms of specifics, but a section of the Police Facility basement was set aside for this computer area. It will be the most easterly wing of that basement. PART II of this Phase - The Annex Building Inspection and Personnel will remain in their present quarters. Field Inspection and Key Punch will move from Administration to the space now occupied by the South Bay Guidance Center. P~ASE II - POST LIBRARY CONSTRUCTION After Library construction, the annex will be vacated. It is understood that the annex will be used util the old Library is vacated. The old Library will be redesigned to house the Planning Department, Building Inspection and Engineering Division. CoRnter service will be provided the public, and a conference room will be provided in this building. Also in this same plan, the architects are to provide an employees lounge. After Planning moves from Police section, Purchasing will occupy this space. The print shop operation will also come in here. The space occupied by the Engineering Division will be turned over to Personnel. The space formerly occupied by Purchasing will be turned over to Finance, and the Parks and Recreation Department will remain in their present quarters. Every other department will remain as assigned in Phase I. PHASE III Two alternatives were provided to the Council relative to the Council Chambers: 1. Utilize the old post office. 2. Extend the present Chamber area for a new Council Chamber. The loading dock at the post office would be utilized as warehouse facilities. Note: This entire alternate was rejected by Council. No plan concerning the old post office was approved. The concept of Phase III was presented and discussed, with no commitment made. M~v~ Personnel Department out of Police section and put them in Health Center. Move Parks & Recreation to the space vacated by Personnel (south- east wign of Police Department). A new employee's lounge will be provided in this section, also. Finance will take over the space vacated by Parks & Recreation. In the expansion of the Council Chambers, there may be need for additional space for the City Attorney, Administration and Council. When such need can be ~ustified, the expansion of the Chamber will be such to provide space for these departments. In this Phase, it is also planned that the City Attorney will take over the old employees' lounge. VISITOR AND TOURIST BUREAU Mrs. Phyllis Foster, Managing Director, spoke of the need for a permanent visitor-commercial center. They had a committee look into possible sites, and the one they are particularly interested in is a site on E Street, just east of the Freeway. The property measures 42' x 150' and has a 25' easemcn~ for a driveway. The price of the property is $3.22 per square foot or $20,000. Mrs. Foster submit%ed pictures of a building which she stated could be purchased ~or $1,600 (a subdivision sales offic~ 'and the price of moving it would be $400. The structure would be immediately operable and would be R~ed as a temporary · information booth. Councilman Scott stated he would be against the City funding the mobay for this proposal for the following reasons: (1) the City should not be buying property for a private concern: (2) it is a poor location, because of the heavy traffic generated on this street; (3) J Street, because of the future marina, will be the attraction, and would be a better location for such a Center. -2- Mr. Glen James, President of the Tourist Bureau, stated they are suggesting the City purchase the property and the Bureau lease it from the City. Mr. Schofield Bonnet spoke of the immediate need for this Center. Mr. Neil Haas discussed the money they are paying for renting their present quarters ($150 a month) and remarked that they could get more for their money by allocating this fund towards a permanent establishment. Councilman Hyde commented that the City could, perhaps, assist in leasing the property for a limited period of time. (Councilman Scott left the Conference at this time). The Council discussed a possible lease of the property and other feasible sites. Councilman HO~i indicated that nothing was budgeted for this expenditure in this fiscal year, and any lease agreement would have to come back before the Council for approval. The Council asked that the Bureau direct more studies to this proposal and submit alternative sites to them for consideration. Procedure for recruitin~ Chief Administrative Officer Councilman Hyde suggested the recruitment be limited to the State of California, and that Civil Servic~procedures should be used to develop a list of 10 qualified candidates. He indicated no strong objections to excluding candidates from other areas, however, such as Arizona and Nevada, or even the Middle West, should someone hear about it and apply from there. Councilman Hobel felt the Council should visit the cities from where the qualified candidates come, and talk with the people there about the candidate. Mayor Hamilton declared that it is important that the applicant be quite familiar with California law, and our environmental living. He would go along with the suggestion to limit the advertising to California. The Council further discussed the different aspects of recruitment, and Mayor Hamilton directed that the Personnel Officer be informed to be present at the next Council Conference (scheduled for September 21) to explain to~he Council the advertising procedures for recruitment. Tidelands--Consultant Councilman Hyde discussed the question of whether or not the Planning staff should continue with their study of the tidelands, insofar as they are considering the hiring of a consultant in the near future. He felt the staff should continue with their study, but that Council should give Dome indication of what typ~ of uses they want to see developed on the tidelands. Mr. Bruce H. Warren, Director of Planning, indicated that the staff should continue with the land use study; however, he was worried about a possible duplication of efforts by the ~staff and consultants. He felt that perhaps the staff shouldn't get too involved in it for fear of leading the consultant too much. The question is, he asked, where do they draw the line - how much information should be given to the consultants. Councilman Hyde spoke of the need for public hearings~to get the voice of the people concerning their views. -3- Councilman Egdahl agreed that they should submit to the consultants, in broad, general terms, what they want to see developed on the tidelands. The Planning staff's work, at this point, (specific land use and proposals) should be set aside until after the consultant's study. Councilman Egdahl commented further that a beach area should definitely be included in this proposed development. The Council concurred that the consultants should be given the historical data of the tidelands, and that the staff should develop guidelines for the consultants, which, in their judgment, would be helpful to get this t~ing-on'the way.
