ROLL CALL: Present: Councilmember Aguilar, Councilmember Diaz, Deputy Mayor McCann, Councilmember Padilla and Mayor Casillas Salas Also Present: City Attorney Googins and Assistant City Clerk Bigelow ACTION ITEMS 1. 17-0077 INTERVIEWS AND APPOINTMENTS TO FILL ALL 16 SEATS FOR INITIAL TERMS ON THE MEASURE P CITIZENS' OVERSIGHT COMMITTEE Interviews of all nominees were scheduled for Tuesday, February 28, and Thursday, March 2, 2017. Appointments will be made at the conclusion of interviews at the March 2 meeting. No appointments will be made on February 28. There were none. The Council conducted interviews for the Measure P Citizens' Oversight Committee. Mayor Casillas Sales recessed the meeting at 7:21 p.m. The Council reconvened at 7:29 p.m., with all members present. The interviews continued. City of Chula Vista Page 2 City Council Meeting Minutes - Final March 2, 2017 ACTION: A motion was made by Deputy Mayor McCann, seconded by Councilmember Padilla, that the following Designated Member appointments to the Measure P Citizens' Oversight Committee be made: Leon Firsht, nominated by the Chula Vista Director of Public Works - Donald Hunter, nominated by Chula Vista Police Chief - Thomas Doyle, nominated by the Chula Vista Parks & Recreation Commission Todd Voorhees, nominated by the San Diego Taxpayers Association David Garcias, nominated by the San Diego & Imperial Counties Labor Union Silvestre Vigilante, nominated by the Youth Sports Council Lileana Robles, nominated by Alliance of Californians for Community Empowerment The motion carried by the following vote: Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 The Council discussed Ms. Maldonado's qualifications as they related to the required qualifications for the Designated Member seat nominated by the Chula Vista Chamber of Commerce. ACTION: A motion was made by Mayor Casillas Salas, seconded by Deputy Mayor McCann, that the following appointment to the Measure P Citizens' Oversight Committee be made: Zulema Maldonado, Designated Member, nominated by the Chula Vista Chamber of Commerce. The motion carried by the following vote: Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 ACTION: A motion was made by Mayor Casillas Salas, seconded by Deputy Mayor McCann, that the following appointment to the Measure P Citizens' Oversight Committee be made: Robert Ziomek, Designated Member, nominated by the Chula Vista Fire Chief. The motion carried by the following vote: Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 ACTION: A motion was made by Councilmember Diaz, seconded by Councilmember Aguilar, that the following appointment to the Measure P Citizens' Oversight Committee be made: Michael Lengyel, Designated Member, nominated by the Growth Management Oversight Commission. The motion carried by the following vote: Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 ACTION: A motion was made by Deputy Mayor McCann, seconded by Councilmember Aguilar, that the following appointment to the Measure P Citizens' Oversight Committee be made: Paula Whitsell, At -Large Member, resident from District 1. The motion carried by the following vote: Yes: 4 - Aguilar, Diaz, McCann and Padilla No: 1 - Casillas Salas Abstain: 0 A motion was made by Councilmember Aguilar, seconded by Councilmember Padilla, that the following appointment to the Measure P Citizens' Oversight Committee be made: Steven Pavka, At -Large Member, resident from District 2. Discussion ensued regarding the appointment. Councilmember Aguilar withdrew the motion. ACTION: A motion was made by Councilmember Aguilar, seconded by Deputy Mayor McCann, that the following appointment to the Measure P Citizens' Oversight Committee be made: Christopher Redo, At -Large Member, resident from District 2. The motion carried by the following vote: Yes: 4 - Aguilar, Diaz, McCann and Padilla No: 1 - Casillas Salas Abstain: 0 ACTION: A motion was made by Councilmember Padilla, seconded by Mayor Casillas Salas, that the following appointment to the Measure P Citizens' Oversight Committee be made: Jason Prater, At -Large Member, resident from District 3. The motion carried by the following vote: Yes: 4 - Diaz, McCann, Padilla and Casillas Salas No: 1 - Aguilar Abstain: 0 ACTION: A motion was made by Councilmember Diaz, seconded by Councilmember Padilla, that the following appointment to the Measure P Citizens' Oversight Committee be made: Christopher Sheridan, At -Large Member, resident from District 4. ACTION: A motion was made by Deputy Mayor McCann, seconded by Councilmember Aguilar, that the following appointment to the Measure P Citizens' Oversight Committee be made: Paula Whitsell, At -Large Member, resident from District 1. The motion carried by the following vote: Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas No: 0 Abstain: 0 ACTION: A motion was made by Councilmember Aguilar, seconded by Deputy Mayor McCann, that the following appointment to the Measure P Citizens' Oversight Committee be made: Christopher Redo, At -Large Member, resident from District 2.
