REGULAR MEETING OF THE CITY COUNCIL
CALL TO ORDER
A Regular Meeting of the City Council of the City of Chula Vista was called to order at 5:02 p.m. in the
Council Chambers, located in City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL:
Present: Councilmember Aguilar, Councilmember Diaz, Deputy Mayor McCann, Councilmember
Padilla and Mayor Casillas Salas
Also Present: City Manager Halbert, City Attorney Googins, City Clerk Norris, and Assistant City Clerk
Bigelow
PLEDGE OF ALLEGIANCE TO THE FLAG AND MOMENT OF SILENCE
Councilmember Diaz led the Pledge of Allegiance.
SPECIAL ORDERS OF THE DAY
A. 17-0074 OATH OF OFFICE
Edgar Guerrero, Board of Ethics
City Clerk Norris administered the oath of office to Commissioner Guerrero, and Deputy Mayor McCann
presented him with a certificate of appointment.
B. 17-0056 PRESENTATION OF A PROCLAMATION TO THE CHULA VISTA
ANIMAL CARE FACILITY PROCLAIMING FEBRUARY 2017 AS
SPAY/NEUTER AWARENESS MONTH IN THE CITY OF CHULA
VISTA
Animal Care Facility Administrator Mills made a presentation on the item.
Mayor Casillas Salas read the proclamation and Councilmember Padilla presented it to Animal Care
Facility staff.

JUNE 19, 2020
C. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA
VISTA APPROVING CESSATION OF PAYMENT, ON EMPLOYER
SIDE, FOR OPTIONAL BENEFITS BY TIER 1 EMPLOYEES IN
CLASSIFICATIONS REPRESENTED BY THE CHULA VISTA POLICE
OFFICER'S ASSOCIATION AS A RESULT OF TERMINATION OF
EMPLOYER PAID MEMBER CONTRIBUTIONS FOR SAID
EMPLOYEES EFFECTIVE JUNE 19, 2020
Recommended Action: Council adopt the resolutions.
Approval of the Consent Calendar
ACTION: A motion was made by Deputy Mayor McCann, seconded by Councilmember
Padilla, to approve staffs recommendations on the above Consent Calendar
items, headings read, text waived. The motion carried by the following vote:
Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas
No: 0

CITY MANAGER'S REPORTS
City Manager Halbert reported that Otay Lakes Dam over spilled due to recent storms.

MAYOR'S REPORTS
Mayor Casillas Sales spoke regarding the following recent events: South Bay Community Services
breakfast forum, MABPA (Mexican American Business & Professional Association) newly elected public
officials reception, and the City of Champions celebration event. Mayor Casillas Salas congratulated
local Boy Scouts on becoming Eagle Scouts and spoke regarding the opening of a new sports team,
Eastlake Pony League.
COU NCI LM EMBERS' COMMENTS
Councilmember Diaz spoke regarding his upcoming community forum.
Deputy Mayor McCann congratulated Mayor Casillas Salas on the City of Champions celebration event
Councilmember Padilla congratulated Mayor Casillas Salas and the staff on the City of Champions
celebration event.
At the request of Councilmember Aguilar, there was consensus of the Council to add an item to the next
Council agenda to reconsider Council appointments to the Otay Valley Regional Park Policy Committee
and the Preserve Owner Manager Policy Committee.
At the request of Councilmember Aguilar, there was consensus of the Council to set the item regarding
Sanctuary Cities to begin time certain at 6:00 p.m. at the Council meeting on April 4, 2017.
City Attorney Googins announced that the Council would convene in closed session to discuss the items
listed below.
Mayor Casillas Salas recessed the meeting at 5:28 p.m. The Council reconvened in Closed Session at
5:33 p.m., with all members present.
CLOSED SESSION
Pursuant to Resolution No. 13706 and Council Policy No. 346-03, Official Minutes and
records of action taken during Closed Sessions are maintained by the City Attorney.

ADJOURNMENT
At 6:05 p.m., Mayor Casillas Sales adjourned the meeting to the Regular City Council Workshop on
March 2, 2017, at 4:00 p.m., in the Council Chambers, and thence to the Special City Council Meeting
on March 2, 2017, at 6:00 p.m., in the Executive Conference Room.
