SPECIAL MEETING OF THE CITY COUNCIL
A Special Meeting of the City Council of the City of Chula Vista was called to order at 2:00 p.m. in the
Executive Conference Room, located in City Hall, 276 Fourth Avenue, Chula Vista, California.
ROLL CALL:
Present: Councilmember Aguilar, Councilmember Diaz, Deputy Mayor McCann, Councilmember
Padilla and Mayor Casillas Salas
Councilmember Aguilar arrived at 2:02 p. m.
Also Present: City Attorney Googins and Assistant City Clerk Bigelow
ACTION ITEMS
1. 17-0075 INTERVIEWS TO FILL ALL 16 SEATS FOR INITIAL TERMS ON THE
MEASURE P CITIZENS' OVERSIGHT COMMITTEE
Interviews of all nominees will be held Tuesday, February 28, and
Thursday, March 2, 2017. Appointments will be made at the conclusion
of interviews at the March 2 meeting. No appointments will be made on
February 28.
At the February 21, 2017 City Council Meeting, the following individuals
received two or more nominations to be interviewed for the At -Large
Member seats:
- At -Large Member - District 1 Representative: Jose Doria, Hector
Martinez, Shauna Stokes, Joshua Summers and Paula Whitsell
- At -Large Member - District 2 Representative: Monica Bonilla, Paul
Crawford, Mona Freels, Steven Pavka and Christopher Redo
- At -Large Member - District 3 Representative: Martin Calvo and Jason
Prater
Applicants for the At -Large Member- District 4 Representative Seat to be
interviewed:
- At -Large Member - District 4 Representative: Abel Cordero, Ruben

to be interviewed (this list includes all of the At -Large District
Representative nominees):

Jason Prater, Christopher Redo, Christopher Sheridan, Shauna Stokes,

The following applicants were nominated by the Nominating Authorities
as prescribed by Chula Vista Municipal Code section 2.61.050 to be
interviewed for the Designated Member seats:
- Rodney Caudillo, Growth Management Oversight Commission
- Robert Coleman, Sustainability Commission
- Thomas Doyle, Parks & Recreation Commission
- Leon Firsht, Director of Public Works
- David Garcias, San Diego and Imperial Counties Labor Union
- Duaine Hooker, Growth Management Oversight Commission
- Donald Hunter, Chula Vista Police Chief
- Susana Juarez, Alliance of Californians for
Empowerment, San Diego Branch
- Michael Lengyel, Growth Management Oversight Commission
- Sassan Rahimzadeh, Sustainability Commission
- Lileana Robles, Alliance of Californians for
Empowerment, San Diego Branch
- Oscar Romo, Sustainability Commission
- Silvestre Vigilante, Youth Sports Council

The Council discussed questions that would be asked of each candidate.

Mayor Casillas Salas asked for any members of the public who wished to speak on the item. There were
none.
Assistant City Clerk Bigelow provided information on the item.
The Council conducted interviews for the Measure P Citizens' Oversight Committee.
Mayor Casillas Salas recessed the meeting at 3:08 p.m. The Council reconvened at 3:12 p.m., with all
members present.
The interviews continued.

members present.

Mayor Casillas Salas recessed the meeting at 4:40 p.m. The Council reconvened at 4:42 p.m., with all
members present.
There were no members of the public present to speak at the conclusion of the scheduled interviews.
ADJOURNMENT
ACTION: A motion was made by Deputy Mayor McCann, seconded by Councilmember
Diaz, that the meeting be adjourned. The motion carried by the following vote:
Yes: 5 - Aguilar, Diaz, McCann, Padilla and Casillas Salas
No: 0
Abstain: 0
At 4:42 p.m., the meeting was adjourned to the Regular City Council Meeting on February 28, 2017, at
5:00 p.m., in the Council Chambers.
