HomeMy WebLinkAboutcc min 1970/10/02 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Friday October 2, 1970 A special meeting was held by the City Council of the City of Chula Vista in the Council Chamber on the above date at 5:00 P.M., with the following Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde, Egdahl Absent: None Also present: Director of Public Works Cole, Administrative Assistant Ratelle, Director of Planning Warren, City Attorney Lind- berg, Acting Chief Administrative Officer Thomson Mayor Hamilton called the meeting to order, stating the order of business was to redetermine the Council's stand as far as the matter of Glen Abbey Boule- vard to obtain sewer service was concerned. John Thomson, Acting Chief Administrative Officer, stated that the staff recommends that the Council reconsider their policy, not in terms of annexation of the Valley in general, but for the Glen Abbey Boulevard specifically, because of the health situation, and because of the red tape and the time it takes to move this annexation. Such annexation would require cooperation of the affected residents, and the City will not receive this cooperation at this time, which would delay correction of a serious health situation. Because of this, the staff reco~nends that the Council not oppose the Glen Abbey annexation to the Spring Valley Sanitation District. Councilman Scott remarked that he did not concur with these statements. What the Council is doing now is not requesting that the Glen Abbey area annex to the City. He discussed the statements made before IAFC that the Council is not considering annexation of this area, but looking at the possibility of pro- viding them with non-contiguous service. Even if the Council did not say that, it was said, and in order to keep the Council's integrity, he would agree with the recommendation as presented by the staff. It was moved by Councilman Scott, seconded by Councilman Hyde, and unanimously .carried that the City Council not oppose the annexation per se of the Glen Abbey Boulevard area to the Spring Valley Sanitation District, and to also state that the Council wishes to reaffirm their previous position that the Local Agency Formation Commission's function is to have the services which are provided by cities be provided by them to these areas, if it is a logical annexation to that city. City Attorney Lindberg stated that this was a policy decision, and his own feelings are to concur with the statements ~de by Mr. Thomson. He felt the Council would mot be able to achieve an annexation among the residents of Glen Abbey Boulevard, and he would question whether or not a majority of the people in that area are so anxious of obtaining sewers that given no alterna- tives to annex, they would be spurred on to annex. Councilman Hobel indicated he is sympathetic with the situation these people have out there, but he would still want to see the Council carry through with their resolution. Councilman Scott commented that the people in the Lynwood Hills area are having this same problem now; this should be brought to the attention of the health director. If a problem exists, it should not be handled by a special district~ but be turned over to the City. Councilman Hyde asked about the arrangement the City has with LAFC. He would like to see a system whereby the City would be notified by LAFC when these requests are received by them. Mayor Hamilton remarked that if L~FC was representing itself as it should, annexation to this City would be the first thimg they would consider. Director of Public Works Cole declared that even if LAFC notifies thc City, by then it is too late. The people in San Diego told these people two years ago, when this problem occurred: to contact Chula Vista for sewer serv- ices, but this was never done. Councilman Scott discussed the membership of IAFC, stating that they need representation on IAFC that has a point of view that the City needs. This City hasn't got it in the past and won't get it in the future unless they force action° Mayor Hamilton adjourned the meeting at 5:30 P.M. The Council will next meet on Monday, October 5, 1970, at 3 P.M., in the Administrative Conference room.
