HomeMy WebLinkAboutcc min 1970/10/28 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Wednesday October 28, 1970 A regular adjourned meeting of the City Council of the City of Chula Vista was held in the Council Chamber on the above date at 7:30 P.M. This was a joint meeting with the International Friendship Commission. Councilmen present: Scott, Hobel, Hyde, Egdahl Absent: Mayor Hamilton Also present: City Attorney Lindberg, Acting Chief Administrative Officer Thomson, and members of the International Friendship Commission Mayor pro rem Scott declared the meeting opened. Chairman Jack Unger conducted the business meeting of the International Friendship Commission. Mayor pro rem Scott then declared that this joint session was called at the suggestion of Councilman Hyde because of several questions he had which pertained to the selection of a second Sister City, and the expenses incurred with the current Sister City of General Roca, Argentina. Councilman Hyde explained that he was concerned over three things: (1) The relationship with General Roca which was established in 1958; he would like an assessment of this program and a discussion as to whether or not a second Sister City should be initiated; (2) Review of the budget of this Conunission which is $1,350 for this fiscal year plus a $1,000 carry-over from the previous year; (3) The ordinance states that in the establishment of this Cormnission, they shall "carry on and promote cultural and economic interchange...between the City of Chula Vista and such Sister City or Cities...wherein the City of Chula Vista has economic and cultural interests". He asked for a report on this. The members of the International Friendship Cormnission related some of the activities which they have promoted, such as essay contests, the foreign exchange students, change of name for Eucalyptus Park to General Roca, the plaque in front of the Civic Center~ and the number of people from Chula Vista who have visited General Roca, and vice versa. Discussion ensued as to their future cultural program plans. Member Marry Price stated she did not receive a reply to the letter she sent to the Council regarding foreign exchange students. Mayor pro rem Scott explained that this matter has been investigated and no letter has been received by the City Clerk, the Administrative Office, or by the secretary to the Mayor. Mrs. Price indicated that she gave this letter to the Mayor directly. Mayor pro rem Scott asked her to send a copy of this letter to the City Clerk; copies will be made available to the Council and the matter will be scheduled for Council consideration. Member Jose Viesca urged the Council to keep the relationship with General Roca alive, and look for another Sister City whereby Chula Vista could have a person-to-person relationship. The relationship with General Roca would be a communication one, whereby having Irapuato for a second Sister City could develop into more cultural exchanges and more visits between the people of these cities, since it is only about 1,400 miles away. A presentation of slides of the City of Irapuato, Mexico, was made by Member Everette Thorne. Mr. Joseph Ochoa, representing the Chamber of Commerce Mexico Committee, stated that they have voted to recommend to the Council the approval of Irapuato as a second Sister City. The Council discussed the $1,000 carry-over fund, and Acting Chief Administrative Officer Thomson stated that it was a matter of policy in the Finance Department to continuously carry over these unexpended funds from year to year until a request is received from the department head that this fund is no longer required. Mr. Thomson added that the Finance Officer is now in the process of preparing a report of all the unexpended funds. Mr. Thomson directed the Finance Officer to put a "hold" on the $1,000 in question until Council action on this item is taken. It was moved by Councilman Hyde and seconded by Councilman Hobel that at the time the decision is made regarding the Sister City of Ira- puato, that this Con~nission submit a new budget for the balance of this fiscal year to replace the existing one. City Attorney Lindberg stated that a total reconsideration of this budget is not within the legal province of the Council; the Council may review and amend the budget at any time, however, Councilman Hyde withdrew his motion and Councilman Hobel withdrew his second to the motion. Mr. Niek Slijk, Director of the Chamber of Con~uerce, and Mr. Bill Richards invited the Council to participate in a one-day trip to Mexico, scheduled on November 14, 1970, to Puerto Penasco. It was moved by Councilman Hyde, seconded by Councilman Egdahl, and unanimously carried that the City Council approve the efforts of the Interna- tional Friendship Commission to establish a Sister City relationship with Irapuato, Mexico. The International Friendship Cormnission continued on with the business session of their meeting and Chairman Unger then declared their meeting adjourned. Councilman Hyde moved, seconded by Councilman Hobet, and unanimously carried that the International Friendship Commission be requested to develop some positive plan in extending their activity scope beyond the Sister City program and to present this plan to the Council as soon as available (perhaps within three months). The ~uncil encouraged the Con~nission to ask for more joint Council meetings, whenever they feel the need for one. Chairman Unger requested that David Myers, a student at Southwestern College, who made a trip to General Roca, be permitted to make a presentation to the Council concerning his trip. Mayor pro rem Scott stated he can be scheduled to make his presentation ~o the City Council at the meeting of November 10, 1970, or whenever he may wish to do so. Mayor pro tam Scott moved~ seconded by Councilman Hyde, and unani- mously carried that a quarterly report be given to the Council on the attend- ance records of all the Con=nissions. Mayor pro tem Scott adjourned the meeting at 9:22 P.M. to the meeting of October 29, 1970, at 7 P.M.~ which will be held with the City Planning Com- mission, in the Council Chamber. City Clerk
