HomeMy WebLinkAboutcc min 1970/11/02 MINUTES OF AN ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFOP, NIA Held Monday November 2, 1970 A regular adjourned meeting of the City Council was held on the above date beginning at 3 P.M., in the Administrative Conference Room Civic Center, 276 Fourth Avenue, with the followimg Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde, Egdahl Absent: None Also present: Acting Chief Administrative Officer Thomson, City Attorney Lindberg Mayor Hamilton declared the meeting open at 3:10 P.M. REQUEST OF POLICE RELIEF ASSOCIATION REGARDING PAYMENT OF OVERTIME Acting Chief Administrative Officer Thomson reported on the request submitted by the Police Relief Association and considered by the Council on October 5, 1970. Mr. Thomson explained that this entire matter should be explored in view of the total employees, not just the specific groups. He referred to the petition received from the employees of the Public Works Center and cormnented that he received a letter from the representatives of the Chula Vista Employees Association in this regard. He discussed several questions pertaining to the over-all request that would have to he investigated, indicat- ing there are some inadequacies in the system as it presently exists, in view of the relationship between management and employees, where to draw the line as to who is entitled to receive the overtime compensation and who is not. Mr. Thomson asked that this matter be deferred until such time as budget sessions are being held and this matter can then be reviewed on an over-all employees' fringe benefit. The Council discussed the level of management as compared to the employee relationship. It was moved by Councilman Scott~ seconded by Councilman Hyde, and unan- imously carried that this matter be deferred until the appropriate time, during budget hearings, and then reviewed at that time. Mr. Thomas Waddell, attorney for the Police Relief Association, stated he would like to have the prerogative of submitting his arguments to Mr. Thom- son's presentation, in writing, to the Council prior to the budget hearings. Mr. Otto Hahn, representing Chula Vista Employees Association, spoke of the general membership meeting and added he would be~ppy to meet with the Council to discuss this matter further. Mr. Don Byrum, representing the Firemen's Association, stated he dis- agrees with waiting until budget time to discuss this matter. He felt there should be a person or persons they could go to now in order to negotiate. The Council explained the proposition on the ballot (Proposition K) for the election of November 3, stating that if passed~ this would eliminate the function of the Civil Service Commission as an advisory body to the Council in regard to salaries and other employment benefits. Officer Napier, Police Department, eormnented that they felt they had a "gentleman's agreement" with the former Chief Administrative Officer in their negotiations with him concerning the payment of overtime. Mayor Hamilton ex- plained that this Council was totally unaware of these negotiations. Councilman Scott requested the staff!to give them an analysis of who is and who is not in the managerial position; this should be in terms of manage- ment and not the number of hours an employee is required to work. BONITA VALLEY ANNEXATION Mr. Bill Magill~ Assistant Civil Engineer~ submitted a map which divided the Valley into four sections which his committee is proposing as the election procedure: (1) Bonita area; (2) South Bay-Sweetwater Road area; (3) Acacia Avenue east; (4) Sunnyside area. The election will be handled at the same time, and they would present the proposal to LAFC as one resolution but separating the Valley into these specific line designations for purposes of election. Mr. Magill reported on the mailing and indicated he would be able to give the Council a more direct picture of the response in another week, or at their next meeting. The Council discussed the fact that perhaps the Valley should be sepa- rated even more than the four units depicted on the map. Councilman Hyde questioned the ~xpenditures of this annexation procedure. Mr. Magill stated they have spent money only on the printing and mailing of the letters. No money has been expended for staff time, and no further expenditures will be made with- out Council approval. Mayor Hamilton requested that Mr. Magill give the Council his report at the meeting of November 10, 1970. COUNCIL MEETINGS Councilman Scott discussed the fact that the Council meetings have been quite long, and suggested that perhaps some of the items which are routine, could be considered by the Council at an afternoon meeting; they would then adjourn for dinner, and reconvene in the evening to consider the scheduled public hearings. The Council discussed the various items that could possibly be considered at an afternoon meeting. Mayor Hamilton directed the staff to make a report on this, whether the Council should meet every week on an afternoon beginning at 3 P.M., to consider routine matters and perhaps staff reports, then adjourn to dinner, and continue with the meeting in the evening. The Co~tl would like to have a proposed agenda of what items would be considered in the afternoon meeting~ and also what par- ticular day they should meet. CITY ATTORNEY REPORT RE: IAFC City Attorney Lindberg reported that he met with the attorney for San Diego regarding the matter of the proposed detachment of Loma Vista from the City of San Diego for purposes of fire protection. He stated that LAFC rejected this proposal as they felt there might be some legal question here, and filed the matter. Mr. Lindberg added that the City of San Diego has received resolutions from three other cities supporting our resolution sent to LAFC urging annexation to cities of areas requiring urban services. Mayor Hamilton asked the Attorney to send a copy of our resolution to San Diego. ADJOLrRNMENT The Mayor closed the meeting at 4:40 to the regular meeting scheduled for Tuesday, November 3, 1970 at 7 P.M. City
