HomeMy WebLinkAbout2017-01-18 VAC MinutesPage 1 | Veterans Advisory Commission Minutes January 18, 2017 MINUTES OF A REGULAR MEETING OF THE VETERANS ADVISORY COMMISSION OF THE CITY OF CHULA VISTA 6:00 pm A Regular Meeting of the Veteran Advisory Commission of the City of Chula Vista was called to order at 6:04pm in the Veterans Home conference room, located at 700 E. Naples Court, Chula Vista, California. ROLL CALL PRESENT: Chair Wunder, Commissioners, Torres, Sears and Mueller ABSENT: Commissioner Stewart, Bailey and Perez ALSO PRESENT: Vern Sallee, Staff Liaison Mariluz Zepeda, Secretary 1. Approval of Minutes ACTION: Commissioner Torres moved to approve the November 16, 2016 minutes as written. Commissioner Sears seconded the motion, and it carried by the following vote: Yes: 4- Torres, Mueller, Sears and Wunder Public Comments: ACTION ITEMS: a) Update on the City of Chula Vista’s Disabled Veteran Business Enterprise (DVBE) November 8, 2016 finalization meeting with the Finance Department and City Attorney’s office. Resolution No 2016-265, policy to establish a disabled veterans and small business enterprise program went before the City Council On December 6, 2016 and passed unanimously. b) Fallen Veteran Memorial at Memorial Park: Update on New School of Architecture and Design Urban studies class’ VAC proposal for Fallen Veteran Memorial at Memorial Park. Chair Wunder attended the presentation and will share the three proposals presented by the students at the February VAC meeting. c) Chula Vista Veterans Park Brick Program: Chula Vista Veterans Park Brick Program update. Update on Recreation Director, Kristi McClure Huckaby’s discussion with Friends of the Park regarding sharing of the proceeds from the Veterans Brick program with the Veterans Home Foundation. Per Recreation Director Kristi McClure Huckaby, Friends of the Park will have a meeting on January 19th and will report back at the next VAC meeting in February. d) Fallen Heroes Banners at Chula Vista Mall. Discussion on commissioners making contact with management to discuss possible displaying of Fallen Hero banners at Chula Vista Mall. Commissioner Torres attempted several times to make contact with management at Chula Vista Mall with no success. Chair Wunder will get the banners from former Commissioner Chris Ramirez and give them to Commissioner Torres. Page 2 | Veterans Advisory Commission Minutes January 18, 2017 Commissioner Sears suggested contacting the Chula Vista Athletic Training Center. The City of Chula Vista subcontracts the training center to Pt. Loma Nazarene Foundation which operates the center. e) Commissioner Stewart’s absence from January meeting. Commissioner Torres moved to approve Commissioner Stewart’s absence from January meeting. Commissioner Sears seconded the motion, and it carried by the following vote: Yes: 4- Torres, Mueller, Sears and Wunder f) Veteran of the Year Update: Receive and update on the packet submittal for the County Veteran of the Year Award. Discuss VOY’s City Council meeting attendance to be presented with the proclamation. Discussion of possibly adding a Legacy/Lifetime achievement award to the CVVOY. Commissioners agreed that the VOY award will remain the same and to add wording to the declaration recognizing the recipient if they stand out with having lifetime achievements. An announcement requesting nominations for VOY will be sent out through social media and Nixle via Diane Howell, City’s Public Information Specialist. The announcement will also include a link referring readers to the City’s VOY page. Chair Wunder will write the narrative, with the assistance of Commissioner Stewart. g) Veterans Stand Down Funds Request: Discussion of submittal of funds request to the City to go towards the Stand Down. Tabled for February meeting. h) Veterans Activities Report: There is no Veterans Activities report for the month of January. Commissioner Torres volunteered to do the monthly activities report. 2. OTHER BUSINESS: Staff Comments: Vern Sallee: Captain Lon Turner will no longer be attending the VAC meetings. Captain Sallee will be the new Staff Liaison and expressed his gratitude for veterans and stated it is an honor to serve as Staff Liaison. Mariluz Zepeda: “Our Hometown” Magazine would like to feature the VAC for the November issue. The magazine is requesting a 450-word commission bio, a high-resolution photo in landscape format and meet the deadline. Deadline is the 12th of the previous month (October). Chair’s Comments: Chair Wunder welcomed new Staff Liaison Capt., Vern Sallee, Commissioners Sears and Mueller. Chair Wunder presented the Veterans Home Foundation with a check for money raised from the Veterans Walk at the annual Christmas Party. The walk raised $10,600 for the residents at the home. Next meeting for 2017 Veterans Walk will be held in March. The 2017 walk will be able to accept credit card payments. US 4 Warriors food distribution is set for 01/27/17 from 11:00am – 12:pm at the American Legion Post 434, 47 5th Avenue, Chula Vista. Flags on 3rd Avenue will be displayed on Presidents Day. Commissioners can contact Chair Wunder if interested in volunteering. Page 3 | Veterans Advisory Commission Minutes January 18, 2017 Commissioner’s Comments: Commissioner Torres inquired about obtaining business cards to identify himself as a VAC commissioner. Mariluz will check with the City Clerk’s office and email the commission with more information. Commissioners Mueller and Sears introduced themselves and spoke about their backgrounds. 3. ADJOURNMENT At 7:12 pm Chair Wunder adjourned the meeting to the next on February 15, 2017 in the Veterans Home Conference Room, Chula Vista, California. ____________________________________ Mariluz Zepeda, Secretary
