REGULAR MEETING OF THE CULTURAL ARTS COMMISSION

PRESENT: Vice Chair Rodriguez, Commissioners Delgado (Left at 5:39pm), Gore, Prater,
Reinhart, Sywyj, and Zivago.
ABSENT: Chair Cazares; Commissioner Daniels
CONSENT CALENDAR
The Board/Commission will enact the Consent Calendar staff recommendations by one
motion, without discussion, unless a Board/Commission Member, a member of the public, or
staff requests that an item be removed for discussion. If you wish to speak on one of these
items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the
meeting. Items pulled from the Consent Calendar will be discussed immediately following
the Consent Calendar.
1. Declaration of excused/unexcused absenteeism

Staff recommendation: Excuse the absence(s)
ACTION: Commissioner Reinhart made a motion to excuse the absence, Commissioner
Sywyj seconded the motion. The motion carried by the following vote:
Yes : Rodriguez, Delgado, Gore, Reinhart, Prater, Sywyj, and Zhivago
2. Approval of minutes
August 8th, 2016
Staff recommendation: Approve the meeting minutes
ACTION: Commissioner Gore made a motion to approve the minutes, Commissioner
Sywyj seconded the motion. The motion carried by the following vote:
Yes : Rodriguez, Delgado, Gore, Reinhart, Sywyj, and Zhivago (with Commissioner
Prater Abstaining because on August 8th, he was not yet seated on the
Commission and therefore not in attendance at the meeting)

INFORMATIONAL ITEM(S)
1. Presentation of the McCandliss Arts Awards; Lynnette Tessitore; Cultural Arts Manager
Ms. Tessitore provided an overview of the McCandliss Arts Award winners that were
unable to attend the August 9th Council meeting to receive their award. The awardees in
attendance included Jared Gorospe, Patty Chavez on behalf of Madelin Chavez, Chrissy
Baclagan, and Anita Chateau. Staff will make sure that Briana Quirino and Ramona
Demotto receive their awards. Oscar Chavez was also in attendance, however his teacher
accepted the award on his behalf at City Council.
2. Presentation of the Cultural Arts Master Plan; Lynnette Tessitore; Cultural Arts Manager
Ms. Tessitore showed the proposed presentation that would be given to Council.
Commission accepted the report and those who would be available agreed to attend to
support the item.

3. Cultural Arts Commission Meeting Time Change
Staff recommendation: That the Cultural Arts Commission adopt the resolution
ACTION: Commissioner Gore made a motion to change the meeting time to 6pm,
Commissioner Zhivago seconded the motion. The motion carried by the following vote:
Yes : Rodriguez, Gore, Reinhart, Prater, Sywyj, and Zhivago
4. HarborFest 2016
Staff recommendation: That the Cultural Arts Commission consider information and
provide input for next year’s Harborfest.
a. Debrief - successes and lessons learned
Parking was an issue and it was suggested that better signage be provided at
check-in.
b. Harborfest Subcommittee (2017)
Discussed need for three separate CAC subcommittees, 1 for Cultural Arts Stage
and check in booth, 1 for Maker Faire, and 1 for Art in the Park. Was discussed
that CAC Harborfest planning will commence in January 2017. This is when
subcommittees will be formed.
ACTION: Commissioner Gore made a motion to have three subcommittees for
2017 as described above, Commissioner Sywyj seconded the motion. The motion
carried by the following vote:

Will be discussed in January 2017 as part of Harborfest planning items. Staff will
be sending a thank you to this year’s participants with a request for input and a
save the date for next year’s event.
5. McCandliss Arts Awards Application Guidelines and Award Criteria
Staff Recommendation: That the Commission adopt general application guidelines that
can be used each year and award criteria to be used for
determination of awardees.
The following target dates were discussed:
o At the October meeting, the Commission will assign schools for the
commissioners to “push” the awards, will decide who will sit on the
subcommittee, and will finalize the application.
o The push to school will occur November 1 – November 18th (this will include
commissioner outreach to schools, social media, press releases etc..
o The deadline for submission will be February 21st
o The subcommittee will meet for up to 3 hours on February 28th and will bring
forward a recommendation to the Commission at the March 14th meeting.
o Late March-May the Commissioners will attend their assigned schools awards
banquets/recognition activities
o Presentation to Council in May.
The Commission also discussed that the Subcommittee Recommendations dated 9-9-
2016 be followed, including 3 categories of groups (Group A Scholarship winners, Group
B plaque, and Group C, letter from CAC). This includes selection of 1 scholarship
winner in each of the following 5 disciplines (plaques and awards for Group A and B,
subject to funds available and number of qualified applicants). On average the fund has
$1000k so that would allow for up to 5 scholarships if the Commission so chooses and
budget allows.

5. Digital/Graphic Art (i.e. photography, videography, animation, fashion design,
book/magazine design)
ACTION: Commissioner Sywyj made a motion to accept the recommendations discussed
and that the award for Group A be “no less than $200”, Commissioner Reinhart seconded
the motion. The motion carried by the following vote:

3. STAFF COMMENTS
Cultural Arts Social Media Campaign is being pursued with the assistance of the Cultural
Arts intern.

Eastlake High School judging opportunity October 20th 6pm – 8pm. Commissioner
Zhivago and Rodriguez volunteered to sit as judges.
September 17th @ 2 p.m.– Opera On Track (SD Opera Cinderella) will include a
reception. Staff will send out info to the Commission. Also, Ms. Tessitore stated that she
is working with Cool Down Coffee the proprietor of the café at E Street Trolley and MTS
on future art events such as a chalk art exhibit.
4. CHAIR COMMENTS
September 15th El Grito, City’s Mexican Independence celebration.
5. COMMISSIONERS COMMENTS
Gore – Approached by San Diego County Credit Union about displaying student art
work. Ms. Tessitore stated that something like this would be a good project for one of the
Subcommittees that may be formed in the upcoming year.
Reinhart- Suggested that staff consider providing Cultural Arts info (facebook etc…at
computer portals at the library)
Zhivago – Stated she will have a conference call with ComicCon International on
potential of collaborating with Chula Vista like ComicCon is doing with Barrio Logan.
