SPECIAL MEETING OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Thursday,March 9,2017 CV Promise Parent Center Room 801 3:30 p.m. Castle Park Elementary -25 Emerson Street Chula Vista 91911 CALL TO ORDER ROLL CALL: Commissioners Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Velo, Vice Chair Jimenez and Chair Melgoza CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a BoardlComrnission Member, a member of the public, or staff requests that an item be removed for discussion. If you finish to speak on one of these items,please fall out a "Request to Speak"form and submit it to the Secretary prior to the meeting, Items pulled from the Consent Calendar will be discussed immediately,following the Consent Calendar. 1. APPROVAL OF MINUTES FROM February 9, 2017 Staff recommendation: Review Attachment I and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Boar•d/Conrnzission's jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the BoardlCommission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. HEALTHY CHULA VISTA ADVISORY COMMISSION VIDEO PRODUCTION OVERVIEW & SCHEDULING Commissioners will be asked to participate in a success video highlighting their involvement in the Healthy Chula Vista Advisory Commission and asked to schedule a time for video production. RECOMMENDED ACTION: Commissions provide feedback on their availability to participate in the video. 3. PROMISE NEIGHBORHOOD RESIDENT LEADERSHIP S P ACADEMY (RLA) FEBRUARY 2017 GRADUATES PRESENTATION Recent graduates of the RLA will present their community based project plans. RECOMMENDED ACTION: Commission hear the presentation. l 4. MEASURE P&CHULA VISTA INFRASTRUCTURE IMPROVEMENTS Public Works staff will provide an overview of the impact of Measure P on infrastructure improvements in Cbula Vista and answer questions related to the RLA presentation. A Meeting of the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called to order at 3:30 p.m. in Conference Room B, located at 389 Orange Avenue in the South Branch Library, Chula Vista, CA ROLL CALL PRESENT: Commissioners Cruz (left at 5:10), de Murgia (arrived at 3:55), Jimenez, Martinez (arrived at 3:32), Milburn, Partida-Lopez, Quiroz and Chair Melgoza ABSENT: Commissioner Velo ALSO PRESENT: Senior Project Coordinator Kurz Stan Miller, Senior Director, REACH Chula Vista, Community Health Improvement Partners Dan Bennett, UCSD Communications Director, University of California, Sana Diego - Center for Community Health CONSENT CALENDAR 1. APPROVAL OF MINUTES FROM January 12, 2017 (Martinez arrived) Motion by Commissioner Cruz to approve the minutes Seconded by Commissioner Jimenez Motion passed 7-0 (de Murguia not present) PUBLIC COMMENTS None. ACTION ITEMS 2. REACH CHULA VISTA AND BEST PRACTICES IN HEALTH MESSAGE COMMUNICATION Stan Miller provided an overview of the REACH grant and Dan Bennett provided an overview of current practices in health messaging stressing the importance of providing human stories and finding the stories "you didn't know you had". 3. SOUTH BAY HUNGER RELIEF FORUM RECAP (all Commissioners present at this point in agenda) Staff Kurz provided an overview of the three forums held in Fall 2016,results and next steps. ATTACHMENT 1 4. HEALTHY CHULA VISTA ADVISORY COMMISSION GOAL SETTING FOR FYI Staff Kurz provided a summary of responses to the following questions: 1. What doY ou want to learn more about? 2. What places would you like to visit in our community? 3. What issues/causes do you want to address? 4. What stories/education do you want to share with the community? 5. Where do you see the commission a year from now? Commissioners agreed to continue the discussion and provide feedback to staff on a draft mission statement. 5. GO GREEN, GO CLEAN, GO BIKE EVENT PLANNING (Cruz departed) Staff Kurz indicated that there will be a"Heath Zone"at the event and would like participation by member organizations. OTHER BUSINESS 6. STAFF COMMENTS Staff Kurz provided an update to the following projects: a. Resilience Screening and Resource Fair February 21" b. City of Champions February 25th Staff Kurz added items not on the agenda: c. LCAP elementary school thought exchange d. "Love Your Neighbor"concept for early May f 7. CHAIR'S COMMENTS None. S. COMMISSIONERS'/BOARD MEMBERS' COMMENTS Commissioner Milburn asked about pesticide usage and noticing in parks. Staff Kurz indicated she would follow up with Public Works staff about policy.
