Planning Commission Minutes February 22, 2017 Page 12 PUBLIC HEARINGS The following item(s) have been advertised as public hearing(s) as required by law. if you wish to speak on any item, please fill out a "Request to Speak" form and submit it to the Secretary prior to the meeting. 3. PUBLIC HEARING: DR16-0032 Design Review to construct 273 multi -family units, a 10,000 square -foot Community Purpose Facility building, 20,000 square feet of retail and 629 parking spaces on 10.4 acres within the Village 3 Master Planned Community. Applicant: HomeFed Village III Master, LLC Project Manager: Janice Kluth, Project Coordinator Project Manager Janice Kluth gave a slide presentation which included the location map. The components of this project are: multi -family homes, retail space, residential and commercial parking, a community purpose facility (CPF) and open space. The project includes 15 unique buildings and 2 private open space lots. A total of 629 parking spaces are proposed for the project, including diagonal on -street parking spaces for commercial uses. Vehicular access to the project is from private driveways connecting to Avenida Escaya, Camino Aldea, and Paseo Cultura. The 273 rental apartments are offered in one, two, and three-bedroom models with floor plans ranging in size from 745 square feet to 1,464 square feet. Overall, the project proposes a total of 141 one -bedroom units, 112 two-bedroom units, and 20 three-bedroom rowhome units. The Project includes a two-story Community Purpose Facility building that is 10,000 square feet in size, and will serve any one or a combination of the allowed Community Purpose Facility uses designated in the Village 3 Planned Community District Regulations. Residential parking for the project is provided in garages, in carports, and in open stalls within the site. Commercial and Community Purpose Facility parking is provided in angled spaces in front of the retail along Avenida Escaya and in front of the Community Purpose Facility building on Camino Aldea, respectively, as well as in open stalls within the site. Loading and service areas are oriented away from adjacent residential uses wherever possible. The project is parked in compliance with Village 3 SPA Plan and Planned Community District requirements. This project also meets the requirement to provide functional outdoor spaces with a combination of amenities, such as: The Village Green, Public Plazas, Private Balconies, Pool Complex, and an on-site Park for a total of 66,420 SF of Open Space. In accordance with the Village 3 Master Precise Plan, the buildings within the mixed-use project are multiple stories. The retail is articulated along Avenida Escaya at street level, with a 20 -foot Planning Commission Minutes February 22, 2017 Page 13 floor-to-celling heights and one level of residential units above. Buildings are set close to the street to encourage interaction between building activities and passersby, enhancing the urban character of the area. Staff Recommendation: That the Planning Commission adopt Resolution DR16-0032 OPENED PUBLIC HEARING Steve Levenson, representing HomeFed, commended staff and spoke in favor of the project. He also gave the Commission an overview of what was to be included in the current project. CLOSED PUBLIC HEARING QUESTIONS TO STAFF/DELIBERATIONS Q. As these are rental units, do we know yet what the rental costs will be? A. Approximately $1,700 to $2,500 per month with the 3 -bedrooms costing a little more. As required, there will also be some affordable units in the complex Q. What percentage of parking is designated as "guest parking"? A. There are 45 on-site spaces and 44 off-site spaces. Q. Please explain Item 24 in the resolution: Where private driveways exceed 150' — 0, a fire department turn -around is required. All private driveways (including B, N and O) are approved as shown on the site plan, except for private driveways E, F and M which exceed the 150 -foot maximum length and are too narrow for a turn -around. In order to remedy these conditions, it is agreed that Fire Sprinklers in Buildings 1, 2, 14 and 15 shall require a NFPA 13 system. A. Ms. Kluth gave a description of which areas were not wide enough for a fire truck turn- around and stated that buildings 1, 2, 14 and 15 had a higher NFPA rated fire sprinkler system.
