HomeMy WebLinkAboutcc min 1971/04/19 MINUTES OF A REGULAR ADJ(YJRNED MEETING OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA, CALIFORNIA Held Monday April 19, 1971 A regular adjourned meeting of the City Council was held on the above date, begin- ning at 3 P.M. in the Council Chamber, Civic Center, 276 Fourth Avenue, with the following Councilmen present: Councilmen Scott, Hobel, Hamilton, Hyde, Egdahl Absent: None Also present: City Manager Thomson, City Attorney Lindberg, Assistant City Manager Bourcier, Director of Parks and Recreation Jasinek, Director of Planning Warren Mayor Hamilton opened the meeting by stating that the discussion will be on the Parks and Recreation Element of the General Plan. Bruce Warren, Director of Planning Mr. Warren briefly outlined the concept of the Plan, and asked how the Council would like to hear the presentation. Councilman Hyde stated it should be done "by year and by site". William Jasinek, Director of Parks Mr. Jasinek described the model funding and Recreation program noting that the Plan was one thing, but implementation was another. The funding is broken down over a 10-year period, and the means of funding is described: General Fund, AB 1150, Bonds, Joint Powers, etc. This is subject to Council review on an annual basis. The Council questioned a few of the sites, the need and rationale. Councilman Scott felt the Council should first agree on the philosophy behind this Plan and then discuss the issues, point by point. Central Chula Vista Mr. Warren noted the mini-park proposed for that area between Third Avenue and Hilltop, and "H" and "I" Streets - .42 acres. Mr. Warren discussed the Quimby Act as a means of acquiring some of these sites. He also noted that the Plan expanded the Park-School concept to the junior and senior high schools. No recommendations have been made for regional parks with the exception of that proposed for the Swectwater Valley. Discussion Discussion ensued as to the purpose of the meetin8 and the presentation to be made. Recess Mayor Hamilton called for a recess at 3:40 P.M. and the meeting reconvened at 3:50 P.M. George Ao Bishop, San Diego Mr. Bishop presented the Council with a lease Gas and Electric for the 8%-acre site adjacent to the Loma Verde School. He added that San Diego Gas and Electric Company is more than pleased to cooperate with the City on this. Referred to staff and Attorney Mayor Hamilton directed that this lease be referred to the Attorney and the staff for a report back to Council as soon as possible. City Manager, John Thomson Mr. Thomson explained that the staff had anticipated questions from the Council regarding the draft submitted at the last Council meeting. They are ready to go into depth on this: the terminology and concepts. They are also ready to touch briefly on the funding portion of this Plan, but only to point out the realm of feasibility. The staff needs the approval of the Council on this draft before they go into the final steps of the Plan. Since the Council did not present any questions pertaining to this draft, it is, perhaps, assumed that the Council is ready to go into Step 2; however, the staff is not prepared, at this time, to make that presentation. Lack of park sites in the west Councilman Hobel questioned the lack of park side of the community sites west of Broadway. Mayor Hamilton questioned whether there were any areas west of Broadway that are in need of redevelopment; and which sites may be reserved for future mini-parks. Mr. Warren indicated this would require careful staff analysis of the entire area. Federal funds Councilman Hobel con~aented that the chances of obtaining federal funds would be much greater for park sites in this area. Mayor Hamilton cormnented that, based on population, a determination should be made for these park sites; then when the land became ready for redevelopment, the site at that time would be made available to the City. City Manager Thomson noted that if the sites were delineated on the map and incorporated into the Plan, it would give the City an advantage in terms of obtaining federal assistance. Motion to make survey It was moved by Councilman Scott~ seconded by Councilman Hobel and unanimously carried that the staff make a land survey of the properties between the railroad and Broadway, and "C" and "L" Streets to determine what the land is available for park sites. Staff to also determine what properties are ready for redevelopment with the goal of incor- porating some of these sites into the Plan. Harborside Park Councilman Scott questioned why Harborside Park was incorporated into the Plan, as it was his understanding that this was to be deleted. He asked for the staff's reasons for leaving it in, and the status of the federal funds regarding this site. Parks and Recreation Director Jasinek explained that this was taken to the Park- School Committee approximately four or five months agm, and the majority of the members felt it should be left in the Plan. Mr. Warren discussed the County Zoning Study being made in this area. -2- Federal funds City Manager Thomson explained that HUD has set aside the funds for both this park site and the Otay site; however, the City is not committed to its share of the money. Sup- plemental information is being requested by HUD relative to this grant. Councilman Scott stated that they are talk- ing about "parks for people". This area, especially, needs park sites, and he added, if the County feels no real responsibility for its people, this City should not be derelict in that field, especially if one- half of the funds can be obtained from the State. Councilman Scott declared that they should take a second look at this for a park area for the people in the City and the County. Motion to retain site It was moved by Mayor Hamilton, seconded by Councilman Scott and unanimously carried that the Harborside Park site be left on the map. Bay Front area sites Gouncilman Hobel indicated that the draft takes a strong position in what should go down in the Bay Front area. Mr. Warren explained that this was a reflec- tion of the Citizens' Committee. Neighborhood park sites In answer to Councilman Hobel's inquiry, Mr. Jasinek explained that neighborhood park sites were more feasible than the mini- parks, and should be the basis on which the Plan is developed; however, it is not always possible to obtain a 5-acre site. The maint- enance for a mini-park and neighborhood park are the same. Presentation questioned Councilman Hyde asked whether or not the sta£f is going to discuss or describe the areas -- what im the comprehensive plan for each park site, and examine each park site in depth. Mr. Warren indicated he would be able to make this presentation at the next meeting.
