OF THE CITY OF CHULA VISTA
January 9, 2017

A Regular Meeting of the Sustainability Commission of the City of Chula Vista was called to order at
5:03 pm in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula
Vista, California..
ROLL CALL
PRESENT: Commissioners Coleman, Rahimzadeh, Romo and Vice Chair Mora
ABSENT: Commissioners Jaime, Kappes and Valen
MOTION TO EXCUSE: Commissioner Romo moved to excuse Commissioner Mora from the
meeting held on November 14, 2016. The motion was seconded by Commissioner Rahimzadeh
and carried with the following vote:
Yes — 4 Coleman, Rahimzadeh, Romo and Mora
No -0
Abstain - 0
STAFF PRESENT: Environmental Services Manager France, Senior Conservation Specialist
Wisniewski, Senior Recycling Specialist Medrano and Senior Secretary Lindsey
APPROVAL OF MINUTES: Commissioner Rahimzadeh moved to approve the minutes of the regular
meeting on November 14, 2016. The motion was seconded by Commissioner Romo and carried with
the following vote:
Yes — 4 Coleman, Rahimzadch, Romo and Mora
No -0
Abstain 0
PUBLIC COMMENTS:
1. Mr. Kevin Fretz, representing Green Earthology, talked about his company and how it can
help the City of Chula Vista with water savings at City parks, A proposal will be submitted
to the city for consideration. He was accompanied by Denise Alvinito, also from Green
Earthology.
2. Ms Elektra Fike-Data, a CivicSpark Climate Fellow, introduced herself to the commission
and explained how she was working with the City of Vista through the California Local
Government Commission.
INFORMATION ITEMS
1. Councilmember John McCann, accompanied by Council Aide Robert Riley, talked with the
Commissioners concerning his vision for the City of Chula Vista pertaining to sustainability.
He also gave information about his background and touched on historical events in the City
and what the future may hold for the City of Chula Vista.
ACTION ITEMS
I . Measure P Citizen Oversight Committee "COC" Nominations. In accordance with Chula
Vista Municipal Code 2.61, the Sustainability Commission must nominate up to three

individuals to be considered by the City Council to serve as a Designated Member of the
COC.
City staff elaborated on the information given to the commissioners in their packets and
discussion ensued. Vice Chair Mora moved to nominate Commissioners Coleman,
Rahimzadeh and Romo for City Council consideration as a Designated Member on the
Measure P Citizen Oversight Committee. The motion was seconded by Commissioner
Romo and carried with the following vote:
Yes — 4 Coleman, Rahimzadeh, Romo and Mora
No -0
Abstain - 0
ACTIVITY REPORT
Add to the Activity Report from tonight's meeting the visit from Councilmember John McCann and
the nominations to the Measure P COC.
STAFF COMMENTS
Each commissioner was given a copy of the City of Chula Vista's Water Stewardship Plan.
Environmental Services Manager France informed the commissioners that the city will now start
implementation of this plan.
Senior Recycling Specialist Medrano informed the commission about the new permitting software
Accela, about the California Resource Recovery Conference coming to San Diego this summer where
the Office of Sustainability plans to showcase our programs and the Zero Waste plan is being finalized,
which is part of the Climate Action Plan.
COMMISSIONERS' COMMENTS
Commissioner Romo would like the Sustainability Commission from Baja California, Mexico, attend a
meeting of this commission sometime in the future.
Commissioner Coleman said the Wildlife Advisory Committee (WAG) should meet next week. WAG
now serves as an oversight committee to the Bayfront Natural Resources Management Plan,
VICE CHAIR'S COMMENTS
Vice Chair Mora acknowledged Robert Moreno, a reporter from The Star News newspaper, attending
tonight's meeting.
ADJOURNMENT
Vice Chair Mora adjourned the meeting at 6:42 pm.
