HomeMy WebLinkAbout2016-10-10 HCVAC MinutesMINUTES OF A SPECIAL JOINT MEETING OF THE RESOURCE CONSERVATION COMMISSION AND HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA October 10, 2016 5:00 PM Prior to the meeting being called to order, students from High Tech High School gave the commissioners a tour of the campus. A Special Joint Meeting of the Resource Conservation Commission and the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called to order at 5:28 pm at High Tech High School, 1945 Discovery Falls Drive, Chula Vista, California. ROLL CALL of the Resource Conservation Commission PRESENT: Commissioners Coleman, Jaime, Kappes, Rahimzadeh, Romo, Mora and Chair Valen ABSENT: none STAFF PRESENT: Environmental Services Manager France, Senior Recycling Specialist Medrano, Recycling Specialist DiDonato, and Senior Secretary Lindsey ROLL CALL of the Healthy Chula Vista Advisory Commission PRESENT: Commissioners Cruz, de Murguia, Martinez (arrived at 5:30 pm), Milburn, Partida-Lopez, Quiroz, Jimenez and Chair Melgoza ABSENT: Commissioner Velo STAFF PRESENT. Senior Project Coordinator Kurz, Age -Friendly Communities Interns Oh and Paul PUBLIC COMMENTS: None ACTION ITEMS Four students from High Tech talked about their West Chula Vista Community Cohort Project. 2. Environmental Services Manager France gave a presentation of the Water Stewardship Plan. This plan is a guidance document for water conservation and reuse actions to conserve water and reduce Greenhouse Gas emissions. The presentation was followed by discussion and questions. (6: 08 pm Commissioner Rahimzadeh left the meeting) Commissioner Romo moved that the Resource Conservation Commission recommend to Council to accept the Water Stewardship Plan for the City of Chula Vista with the adoption of Commission Resolution 2016-001. The motion was seconded and passed with the following vote: YES — 6 Coleman, Jaime, Kappes, Romo, Mora and Valen NO -0 Abstain — 0 Page I of Resource Conservation & Healthy Chula Nista Advisory Commission Minutes October 10, 2016 (6.•11 pm Commissioner Rahimzadeh returned to the meeting) Commissioner Cruz moved that the Healthy Chula Vista Advisory Commission recommend to Council to accept the Water Stewardship Plan for the City of Chula Vista with the adoption of Commission Resolution 2016-002. The motion was seconded and passed with the following vote: YES — 8 Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Jimenez and Melgoza. NO -0 Abstain — 0 Chair Valen reviewed the previous action the Commission has taken concerning changing the name of the Resource Conservation Commission to Sustainability Commission. He also reviewed the City's process for changing the name. Commissioner Romo moved to approve the name change to Sustainability Commission and to direct staff to proceed in the process to change the Municipal Code to reflect this change with adoption of Commission Resolution 2016-002. The motion was seconded and passed with the following vote: YES — 7 NO -0 Abstain 0 4. Senior Project Coordinator Kurz reviewed the background of the "Kids Choice Chula Vista" voluntary incentive program for food establishments to replace sugar -sweetened beverages as default options on children's meals with milk, water and/or 100% fruit juice. Commissioner Jimenez moved to recommend to Council to approve the Kids Choice Chula Vista Program with the adoption of Commission Resolution 2016-003 that includes the serving size of the 100% juice noted at 6 ounces. YES — 8 Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Jimenez and Melgoza. NO -0 Abstain --- 0 5. Senior Project Coordinator Kurz gave a presentation about Age -Friendly Communities designation. The commissions broke out into groups to discuss age friendly domains as it relates to residents aging in our community. Each group consisted of one or more commission members from each commission and at least one student from High Tech High. After the groups had their discussions, each reported their summaries to the group. OTHER BUSINESS 6. STAFF COMMENTS Environmental Services Manager France talked about the Beautify Chula Vista event on October 15, the Prescription Drug Take Back event on October 22 and the Free Compost Giveaway event on November 5. CHAIR'S COMMENTS Chair Melgoza felt the meeting of the two commissions was an enjoyable and information time together.
