MEETING OF THE HEALTHY CHULA VISTA ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Thursday, November 10, 2016 City Hall Building C, Conference Room B111 3:30 p.m. 276 Fourth Avenue Chula Vista 91910 CALL TO ORDER ROLL CALL: Commissioners Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Velo, Vice Chair Jimenez, and Chair Melgoza CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be discussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM September 8, 2016 Staff recommendation: Review Attachment 1 and approve minutes. 2. APPROVAL OF MINUTES FROM October 10, 2016 Staff recommendation: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. GLENNER CENTER ADULT DAY CARE SERVICES AND PROPOSED TOWN SQUARE Scott Tarde, CEO of the Glenner Center will provide an overview of dementia related diseases, statistics, services provided at Glenner Center and future plans for Town Square in Chula Vista. APPOINTMENT OF TWO COMMISSIONERS FOR THE “WE ARE CHULA VISTA” PHOTOGRAPHY CONTEST Staff will provide an overview of the photography contest running November 1-28 and requested involvement of the Commission. RECOMMENDED ACTION: Commission appoints two members to assist in judging the photography contest. 5. HEALTHY CHULA VISTA ADVISORY COMMISSION ROLE Item continued from September 8th meeting. City Attorney's Office will provide an overview and answer questions related to the Commissions ability to advocate for policies, regional and state initiatives and general involvement with events and initiatives. RECOMMENDED ACTION: Commission continue discussion and ask clarifying questions on role as commissioners. 6. HEALTHY CHULA VISTA ADVISORY COMMISSION GOAL SETTING FOR FY17 Item continued from September 8th meeting. RECOMMENDED ACTION: Commission continue discussion and provide direction to staff of Commission goals for the year. OTHER BUSINESS 7. STAFF COMMENTS a. South Bay Hunger Relief Forums i. Please note, Commissioners attendance at the “We Are Chula Vista” awards ceremony is requested on December 8th at 5 pm in lieu of the regularly scheduled December meeting that has been cancelled. STATE GRANT APPLICATION FOR NEW ACTIVE RECREATION OPPORTUNITIES AT LAUDERBACH PARK Tim Farmer from the City Recreation Department provided an overview of a State Grant program and the intent to apply for new youth recreational opportunities at Lauderbach Park. 3. HOSPITAL COMMUNITY HEALTH NEEDS ASSESSMENT & IMPLEMENTATION PLAN FOR SHARP HEALTHCARE Jillian Barber from Sharp HealthCare provided an overview of the recently completed Community Health Needs Assessment (CHNA) for San Diego region hospitals programs designed to address community health needs in the Sharp Chula Vista service area. 4. HEALTHY CHULA VISTA ADVISORY COMMISSION ROLE AND GOAL SETTING FOR FY17 Staff Kurz provided an overview of the role of the Commission and Chair Melgoza led a discussion on goal setting for this fiscal year. Discussion included the following major points:  Education and Advocacy o Involvement: Public Service Announcements, inventory of resources and assist staff with health promoting articles for publication. o Resources: County LiveWell newsletter and calendar, Star News, El Latino, Ella and Our Hometown, Chula Vista Community Collaborative Promotores, Peachjar, Local Government Cable Channel, Community Connections, Libraries and Schools. o Topics: CalFresh enrollment Commission would like to learn more about role and limitations in advocating various issues at a future meeting and continue the discussion regarding the above topics. A Special Joint Meeting of the Resource Conservation Commission and the Healthy Chula Vista Advisory Commission of the City of Chula Vista was called to order at 5:28 pm at High Tech High School, 1945 Discovery Falls Drive, Chula Vista, California. ROLL CALL of the Resource Conservation Commission PRESENT: Commissioners Coleman, Jaime, Kappes, Rahimzadeh, Romo, Mora and Chair Valen ABSENT: none STAFF PRESENT: Environmental Services Manager France, Senior Recycling Specialist Medrano, Recycling Specialist DiDonato, and Senior Secretary Lindsey ROLL CALL of the Healthy Chula Vista Advisory Commission PRESENT: Commissioners Cruz, de Murguia, Martinez (arrived at 5:30 pm), Milburn, Partida-Lopez, Quiroz, Jimenez and Chair Melgoza ABSENT: Commissioner Velo STAFF PRESENT: Senior Project Coordinator Kurz, Age-Friendly Communities Interns Oh and Paul PUBLIC COMMENTS: None ACTION ITEMS 1. Four students from High Tech talked about their West Chula Vista Community Cohort Project. 2. Environmental Services Manager France gave a presentation of the Water Stewardship Plan. This plan is a guidance document for water conservation and reuse actions to conserve water and reduce Greenhouse Gas emissions. The presentation was followed by discussion and questions. (6:08 pm Commissioner Rahimzadeh left the meeting) Commissioner Romo moved that the Resource Conservation Commission recommend to Council to accept the Water Stewardship Plan for the City of Chula Vista with the adoption of Commission Resolution 2016-001. The motion was seconded and passed with the following vote: YES – 6 Coleman, Jaime, Kappes, Romo, Mora and Valen Page 2 of 3 Resource Conservation & Healthy Chula Vista Advisory Commission Minutes October 10, 2016 NO – 0 Abstain – 0 (6:11 pm Commissioner Rahimzadeh returned to the meeting) Commissioner Cruz moved that the Healthy Chula Vista Advisory Commission recommend to Council to accept the Water Stewardship Plan for the City of Chula Vista with the adoption of Commission Resolution 2016-002. The motion was seconded and passed with the following vote: YES – 8 Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Jimenez and Melgoza. NO – 0 Abstain – 0 3. Chair Valen reviewed the previous action the Commission has taken concerning changing the name of the Resource Conservation Commission to Sustainability Commission. He also reviewed the City’s process for changing the name. Commissioner Romo moved to approve the name change to Sustainability Commission and to direct staff to proceed in the process to change the Municipal Code to reflect this change with adoption of Commission Resolution 2016-002. The motion was seconded and passed with the following vote: YES – 7 NO – 0 Abstain – 0 4. Senior Project Coordinator Kurz reviewed the background of the “Kids Choice Chula Vista” voluntary incentive program for food establishments to replace sugar-sweetened beverages as default options on children’s meals with milk, water and/or 100% fruit juice. Commissioner Jimenez moved to recommend to Council to approve the Kids Choice Chula Vista Program with the adoption of Commission Resolution 2016-003 that includes the serving size of the 100% juice noted at 6 ounces. YES – 8 Cruz, de Murguia, Martinez, Milburn, Partida-Lopez, Quiroz, Jimenez and Melgoza. NO – 0 Abstain – 0 5. Senior Project Coordinator Kurz gave a presentation about Age-Friendly Communities designation. The commissions broke out into groups to discuss age friendly domains as it relates to residents aging in our community. Each group consisted of one or more commission members from each commission and at least one student from High Tech High. After the groups had their discussions, each reported their summaries to the group. OTHER BUSINESS 6. STAFF COMMENTS Environmental Services Manager France talked about the Beautify Chula Vista event on October 15, the Prescription Drug Take Back event on October 22 and the Free Compost Giveaway event on November 5. Senior Project Coordinator Kurz talked about the South Bay Hunger Relief Forums.
