HomeMy WebLinkAbout2017/01/17 Written Communication - CroshierMadam Mayor Salas & Council Members Ref: a presentation on Open Space District #3 Dec 30/2016 This matter and a presentation on the issue has been off and on for weeks for various matters. Because of the changes it came in conflict with my attending my hero seal friend's funeral at Glenn Abbey at five pm on Tuesday Jan 101h On the evening of Friday Dec 30th I received another a mail from neighborhood captain saying the presentation was now rescheduled for the Jan 17th meeting. I have decided that 1 will not make use of the right to oral presentation at the 17th meeting, and go with what 1 have written for your consideration. My argument against the issue is that I trust the management your Park Department, and that the issue(s) has been with property maintained by them. He or they made this a personal matter, and when they have not gotten their way, bring it before you. I want to thank you all for your service to this grand city and with God's Blessing will continue to do so. I HAVE BEEN A PARTY TO THE DISTRICT SEEN THE START OF THIS TRACT IN 1975 AND HAVE WITNESSED THE GROWTH OF WHAT WAS PLANTED AND MAINTAINED, AND FIND NO FAULT IN WHAT THOSE WE HAVE ENTRUSTED ARE DOING WITH ITS MANAGEMENT. WHEN EVER I HAD AN ISSUE, I PRESENTED IT TO THOSE IN CHARGE AND MATTER ADDRESS W/O AN ISSUE. I UNDERSTAND THAT YOU WERE WITH CAL FIRE AND WERE IN THE TREE INDUSTRY, AND ONE OF YOUR CONCERNS ARE FIRE. FOR YOUR INFORMATION WE ARE WELL POSITIONED WITH FIRE HYDRANTS AND BUT MINUTES AWAY FROM THE BONITA AND CHULA VISTA FIRE STATIONS. YEARS PASSED AN ARSONIST SET TWO FIRES IN THE NEAR AREA OR YOU AND THOSE WERE EXTINGUISHED WITH ONLY THE LOSE OF SOME GROUND COVER. FURTHER I HAVE TWO TREE IN THE PARKWAY BEHIND ME (PART OF THE DISTRICT) THAT ARE WITHIN FIFTEEN FEET OF MY ROOF LINE AND THEY NEXT TO OTAY LAKES ROAD HAVE A GREATER POTENTIAL TO FIRE THAN WHERE YOUR LOCATED I ENJOY THEM EVEN AND WOULD BE UPSET IF SOME ONE CHOSE TO CUT THEM DOWN. THAT LOGIC COMING FROM ONE WHAT HAD BEEN A FIREMAN AND POLICE OFFICER FOR 28 YEARS WITH THE CITY OF CHULA VISTA AND WHEN IN HOMICIDE ORIGINATED THE ARSON UNIT. SO PLEASE GET BACK WITH ME WHAT YOUR COMPLAINT MIGHT BE. THANKS CROSHIER 961 BUCKAROO Mayor Salas & members of the council I had plans of coming before you to night in rebuttal a person or person(s) making a complaint with his or their dissatisfaction with the response he or they are getting from your Park Open space management team. Being unable to make this council because of the passing of a dear friend — Robert (Bob) Donegan whose services are at this time being held at Glenn Abbey — Some of you might recall that a year or so ago Bob came before you in appreciation of what your Christmas in October did for him & his family — Bob was a retired Navy Seal & a true hero ..................... I am not fully aware of what has given a fellow in my Open Space District 3 to come before you, but he came to my attention via an E mail for our neighborhood watch captain. That a party had intentions in coming before the council with a complaint of some trees in the green belt, and alleging them to be afire hazard. Via the Captain he was seeking supportfrom others in his argument. I felt this might be a scam as his a mail address was mr tree — and in hopes of tree cutting or trimming business. Further he once did have a tree service, and I wrote him an a mail asking him what his issue was and he never responded I haven't visited the location of his complaint but am trusting the wisdom and management of those you have entrusted with care and concern of these matters. Your people not only do an outstanding job in management and the supervising of the subcontracted. Not just for District 3 — but throughout this grand city. The concept came into being by folks like your selves with wisdom and foresight set the code that contractors were not just going to scrap the lands and put up buildings, but do some planting. Yes those in such sub divisions will pay for it and passing public enjoy and appreciate if all for free. I believe that it is not an issue of fire hazard, but in some way effecting his view of say Point Loma, and the trees are not to his and maybe others likings. I want to thank you all for hearing my defense of another of your departments that go unnoticed or recognized but their product gives this city its beauty. Mark W Croshier 961 Buckaroo Lane Bonita, Ca 91902-2355 619-475-0692 Green belt trees ®•�,� �', �C.,c �� � •� C� � .� � �bG `� 1 was a police officer for 28 yrs., Often called peace officers That was my goal — I am here to rebut what a member or members are presenting Not to be non- neighborly But state my view on the issue before you First off love what we have in my Green Belt District Have witnessed its growth and beauty since planted In 1975 — when tract was first Released It is well cared for by the cities Management team — 1 am of the belief that my neighbor(s) are not satisfied with your lack of respond for some trees removal using concern of fire — I haven't viewed the area(s) in question but their complaint might be related to trees obstructing their views On many occasion in our district, I have seen the City make use of inmates from the county jail — removing unwanted growth — doing what Is needed @ a reduced cost to our district Also have seen our fire department doing drills within the area by me I think the excuse of maybe fire Hazard is a ploy — using now code on the closeness of trees I live in the 900 block of buckaroo Lane — and the trees behind me & others in this block — are within fifteen feet from my roof line. I would resist any effort to remove them — they were planted with purpose, and enjoyed by the folks using Otay lakes road The possibility of fire with these which are a part of this district is more likely to fire than those being presented. About the city you will find many of these same conditions and not in compliance of current codes 1 the past an arsonist has set two fires near the location now presented and the fire department extinguished them with -out any property damage The cost for what is being asked would be passed on to our district — if pooled, would get but a slight majority I had a large pine in my front yard Trimmed @ cost of $1650..00 A city employee told me of some large palm killed by beetles is costing the city fifty thousand dollar for their removal. I will accept the good judgement of your staff to properly and cost effectively to not only manage my green belt but the many other about this wonderful city which has been entrusted to you all thanks Mark Croshier 961 buckaroo lane Bonita, ca 91902-2355
