MINUTES OF A REGULAR MEETING OF THE
VETERANS ADVISORY COMMISSION
OF THE CITY OF CHULA VISTA
6:00 pm
A Regular Meeting of the Veteran Advisory Commission of the City of Chula Vista was called to
order at 6:07 pm in the Veterans Home conference room, located at 700 E. Naples Court, Chula
Vista, California.
ROLL CALL
PRESENT: Chair Wunder, Commissioners Bailey, Perez, Torres and Ramirez
ABSENT: Commissioner Stewart
ALSO PRESENT: Mariluz Zepeda, Secretary
1. Approval of Minutes
ACTION: Commissioner Bailey moved to approve the October 19, 2016 minutes as
written. Commissioner Torres seconded the motion, and it carried by the following vote:
Yes: 4- Bailey, Perez, Torres, Ramirez and Wunder
Public Comments:
ACTION ITEMS:
a) Update on the City of Chula Vista’s Disabled Veteran Business Enterprise (DVBE)
November 8, 2016 finalization meeting with the Finance Department and City
Attorney’s office. City Attorney’s office has approved the policy and is waiting to get
the policy on the agenda to get presented to City Council.
b) Fallen Veteran Memorial at Memorial Park: Update on New School of Architecture
and Design Urban studies class’ VAC proposal for Fallen Veteran Memorial at
Memorial Park. The Urban studies class will present the proposal for the Fallen Veteran
Memorial on Friday, November 18, 2016 at 10:30am at 1249 F Street, San Diego and has
invited the VAC commissioners.
c) Chula Vista Veterans Park Brick Program: Chula Vista Veterans Park Brick
Program update. Update on Recreation Director, Kristi McClure Huckaby’s
discussion with Friends of the Park regarding sharing of the proceeds from the
Veterans Brick program with the Veterans Home Foundation. Chair Wunder
requested Recreation Director Kristi McClure Huckaby be invited to January’s VAC
meeting for an update.
d) Fallen Heroes Banners at Otay Ranch Mall. Discussion on commissioners making
contact with management to discuss possible displaying of Fallen Hero banners at
Otay Ranch Mall. Otay Ranch Mall is not interested in displaying the Fallen Hero
banners. Chair Wunder suggested commission contact the Chula Vista Mall.
Commissioner Torres volunteered to contact management at the mall.

e) Veteran of the Year Update: Receive and update on the packet submittal for the
County Veteran of the Year Award. Discuss VOY’s City Council meeting
attendance to be presented with the proclamation. Chula Vista VOY, Shirley Ferrill
was nominated under the County of the Year for the Legacy Lifetime Award. Shirley also
spoke at the Veteran’s Day ceremony at the Memorial Bowl and did an excellent job.
Chair Wunder shared a “Thank you” letter from Shirley Ferrill to commissioners for
nominating her for VOY.
f) Veterans Walk: Receive and update on the planning of the Veteran’s Home Walk.
The Veterans walk was a success with approximately $10,300 raised for the Veterans
Home.
g) Veterans Stand Down Funds Request: Discussion of submittal of funds request to
the City to go towards the Stand Down. Chair Wunder will contact City Manager’s
office for an update on the request.
h) Veterans Activities Report: Commissioner Ramirez presented the report for the month
of November 2016.
2. OTHER BUSINESS:
Staff Comments:
Mariluz Zepeda: The City selected new Commissioner, William Sears. City Clerk’s office is
waiting on his acceptance of the position. Mr. Sears will be invited to the next commission
meeting in January 2017.
Chair’s Comments:
Chair Wunder welcomed new Commissioner Jose Torres to the VAC.
Vice Chair: No comments.
Commissioner’s Comments:
Commissioner Perez: The Marine Corp/Veterans Day Ceremony was held at Veterans home.
Tomorrow, November 17th, The Lady’s Auxiliary Military of the Purple Heart will be holding
the 7th annual Lady’s tea.
In the process of finishing up the 8th annual “Why it’s important to support our Veterans” essay
contest for 5th graders.
Its Toys for Tots season, contact Commissioner Perez for more information.
3. ADJOURNMENT
At 6:53 pm Vice Chair Ramirez adjourned the meeting to the next on January 18, 2017 in the
Veterans Home Conference Room, Chula Vista, California.
