CITY COUNCIL OF THE CITY OF CHULA VISTA
June 6, 2002 4:00 P.M.
An Adjourned Regular Meeting of the City Council of the City of Chula Vista was called
to order at 4:15 p.m. in the Council conference room located in City Hall, 276 Fourth
Avenue, Chula Vista, California.
ROLL CALL
PRESENT: Councilmembers Padilla, Rindone, Salas, and Mayor Horton.
ABSENT: Councilmember Davis
ALSO PRESENT: City Manager Rowlands, City Attorney Kaheny, Deputy
City Clerk Bennett
1. PRESENTATION REGARDING LANDSCAPING FOR THE POLICE
FACILITY AND CIVIC CENTER MASTER PLAN
The purpose of the meeting is for the design architect finn, RNL Interplan, Inc., to
present a landscaping plan for the Police Facility/Civic Center Master Plan and
for Engineering staff to present comments related to traffic issues.
Councilmember Rindone requested that Deputy City Attomey Hull comment on his
eligibility to participate in the workshop since his residence is in close proximity to the
new police facility. Ms. Hull responded that during discussions of Friendship Park, it
was determined that Mr. Rindone's residence is outside the 500-foot requirement.
Ian Gill, representing Highland Partnership, presented the landscaping plan for the Police
Facility/Civic Center, which included the following key elements: a landscaped median
on F Street; the library driveway realigmnent with police access on F Street; landscaped
medians on Fourth Avenue, from Davidson to Memorial Park; enhanced Civic Center
block treatments; and existing street lighting concepts.
Marc Stutzman, representing RNL Design, described some the proposed methods to
achieve the goal of a pedestrian-friendly plan, including trees, paving, decomposed
granite monuments, and lighting. Mr. Gill presented recommendations regarding the
design of the west side of Fourth Avenue and the bidding of the Police Department
landscape improvements.
At 4:35 p.m., Councilmember Rindone left the dais because of a possible conflict of
interest due to a discussion regarding moving portions of right-of-way from the Civic
Center Master Plan project into the Police facility project, since the discussion may have
concerned property within 500 feet of his residence.
Mayor Horton requested that consistency be maintained between the design of the Civic
Center Master Plan and the proposed entrance signs on Third Avenue.
No action was taken by the Council.
ORAL COMMUNICATIONS
Jerry Rindone, speaking as a member of the public, asked the Council to consider
extending the lip of the median to Norman Park Senior Center in order to accommodate
senior citizens. Mayor Horton requested that staff come back with additional information
and costs for the extension.
2. CITY MANAGER'S REPORTS
City Manager Rowlands announced that a meeting had been scheduled for June 25, 2002,
at 4:00 p.m. in the Council conference room, to discuss the Final Map for the Otay
Ranch, Baldwin, and McMillin projects.
3. MAYOR'S REPORTS
There were none.
4. COUNCIL COMMENTS
Councilmember Rindone requested that staff provide an updated report on the Visitors
Center/E Street Trolley Station site inspection and staff's recommendations for Council
consideration.
ADJOURNMENT
At 4:47 p.m., Mayor Horton adjourned the meeting to an Adjourned Regular Meeting on
June 10, 2002 at 4:00 p.m. in the Council conference room, thence to the Regular
Meeting of June 11, 2002 at 6:00 p.m. in the Council Chambers, and thence to an
Adjourned Regular Meeting on June 12, 2002 at 4:00 p.m. in the Council conference
room. ~
