Adjourned Regular Meetings of the City Council, Growth Management Oversight Commission, and Planning Commission of the City of Chula Vista were called to order at 3:43 p.m. in the Council conference room, located in the Administration Building, 276 Fourth Avenue, Chula Vista, California. On roll call, them were: PRESENT: Councilmembers: Davis, Padilla, Rindone, Salas, and Mayor Horton Growth Management Oversight Commissioners: Gray, Mufioz, O'Neill, Spethman, Tripp, Tugenberg, and Chair Garcia Planning Commissioners: Castaneda (arriving at 3:48 p.m.), Hall (arriving at 4:00 p.m.), McCann, Thomas, Willett, and Chair O'Neill ABSENT: Growth Management Oversight Commissioner Palma, Planning Commissioner Cortes ALSO PRESENT: City Attorney Kaheny, Deputy City Clerk Bennett Mayor Horton presented a plaque to former Growth Management Commissioner Gustavo Perez in appreciation for his many years of service to the City. 1. REVIEW AND CONSIDERATION OF THE GROWTH MANAGEMENT OVERSIGHT COMMISSION'S 2001 ANNUAL REPORT On April 25, 2002, the Growth Management Oversight Commission (GMOC) finalized its 2001 annual report to the Council regarding compliance with the City's eleven quality-of-life threshold standards. The report focused on the period from July 1, 2000 through June 30, 2001, although issues identified in the second half of 2001 and early 2002 were also included where pertinent. Planning & Building Director Leiter introduced GMOC Chair Art Garcia, who presented the GMOC Annual Report for 2001. Mr. Garcia mentioned that the new focus of the GMOC would include a greater future orientation, an emphasis on Chula Vista's west side, and greater public participation and awareness. Deputy Mayor Padilla asked if the Police Department priority-one response times would be in compliance by the time the GMOC presents its report next year. Police Chief Emerson responded that the hiring of additional personnel would resolve the issue. Councilmember Rindone requested that staff include, in the narrative section of future annual GMOC reports, the results of the continued examination of cases with unusual cimumstances that exceed a 10-minute response time and recommendations to address those circumstances. Police Chief Emerson commented that all data is recorded on a daily log sheet that is continually analyzed by the department. Mayor Horton asked the estimated timeframe for the restoration of the Chula Vista Middle School. Katy Wright, representing the Sweetwater Union High School District, replied that the current phase of construction would conclude in August 2002; a second phase is expected to commence in the latter part of 2003. She also stated that two high schools and a middle school are currently under construction, which will assist in alleviating impacts on the Eastlake community. Councilmember Salas asked if the projections of student populations in new developments are realistic for purposes of plaiming for schools. Ms. Wright replied that the District studies and assesses the generation rates on an annual basis. Deputy Mayor Padilla believed that it was important to establish a close level of coordination with the District to ensure that the District's ability to plan for future growth coincides with the development of the City's infrastructure. Commissioner O'Neill stated that the community needs to look at augmenting the development costs of schools in order to provide and maintain a high quality of education. He expressed concern regarding the large size of campuses in the older areas and the associated traffic impacts on the already built-out neighborhoods. Councilmember Salas stated that the City needs to look at the different challenges facing the eastern and western regions of the City with regard to parks and recreation; and she asked how community centers and public facilities would be funded. City Manager Rowlands responded that the majority of funding for new park facilities would come from development impact fees. Lowell Billings, representing the Chula Vista Elementary School District, spoke regarding parkland shortages in the western region, stating that the majority of school sites in the region are underutilized and underdeveloped; and he suggested that City staff meet with the two school superintendents to inventory all school sites within the western region and form public/private partnerships in developing facilities to their full capacity. ACTION: Planning Commission Chairperson O'Neill moved to accept the 2001 GMOC Annual Report and recommendations; and to include the results of the continued examination of police cases with unusual circumstances that exceed a 10-minute response time in the narrative section of future annual GMOC reports, along with recommendations to address those circumstances. Chairperson Thomas seconded the motion, and it carried 6-0. ACTION: Mayor Horton moved to accept the GMOC's 2001 Annual Report and recommendations and to direct the City Manager to undertake actions necessary to implement those recommendations as presented in the 2001 GMOC Recommendations/Proposed Implementing Actions Summary. Councilmember Rindone seconded the motion, and it carried 5-0. Page3 Minutes of the City Council, GMOC & Planning comrmssion 5/30/02 ORAL COMMUNICATIONS Planning Commissioner John Willett stated that the infrastructure for traffic, police, fire, schools, libraries, parks, and other services that people associate with quality of life should be in place at a rate that keeps up with new construction and with the renovation of older components of the community. Ray Ymzon stated that the City's infrastructure is not equipped to accommodate the increasing traffic demands, which he believed also impacts emergency responses by Police and Fire; and he expressed concern regarding the lack of water resources to accommodate the increasing development in the City.
