SPECIAL MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Tuesday, August 23, 2016 St. Paul’s Plaza, Mathes Community Room 3:30 p.m. 1420 East Palomar Street Chula Vista CALL TO ORDER ROLL CALL: Commissioners Lisama, Merino, Quero, Ruth, Torre and Chair Uy CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be dis cussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM October 28, 2015 Staff recommendation: Review Attachment 1 and approve minutes. 2. APPROVAL OF MINUTES FROM January 27, 2016 Staff recommendation: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda , but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually b y the Board/Commission and are expected to elicit discussion and deliberation. PAUL’S PLAZA FACILITY Mary Johnson, Community Outreach for St. Paul's Senior Services will provide a tour of the facility and answer general questions. PAUL’S SENIOR HOUSING AND SERVICES Cheryl Wilson, CEO of St. Paul's Senior Services will provide an overview of St. Paul’s housing and senior services in the San Diego Region and Chula Vista. Staff recommendation: Commission hear the presentation. 5. AGE-FRIENDLY COMMUNITIES HOUSING DOMAIN DISCUSSION Stacey Kurz, Healthy Chula Vista Coordinator will provide a brief overview of the Age-Friendly Communities designation and lead a discussion on Housing as it relates to residents aging in our community. Staff recommendation: Depending on attendance, the Commission will have one group discussion or break into working groups at each table with one commissioner and members of the public at the table. If applicable, afterwards, each table will report out to the main body. 6. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2016/2017 Staff recommendation: Commissioners nominate and elect the Chair and Vice Chair for the period of July 1, 2016 - June 30, 2017. 7. DISCUSSION OF ADJUSTING REGULAR MEETING Staff will present the Commission with options for consideration to adjust the regular meeting day, time and/or location. Staff recommendation: Commission discuss and direct staff to prepare a Resolution for the next meeting, if applicable. OTHER BUSINESS 8. STAFF COMMENTS  Update on Duetta and Volta projects.  Update on City’s First-Time Homebuyer Program. 9. CHAIR’S COMMENTS 10. The Commission periodically assesses the housing needs in the City and reviews housing policies, strategies, and proposed affordable housing projects; as well as reviews and makes recommendations on housing matters.
