SPECIAL MEETING OF THE HOUSING ADVISORY COMMISSION OF THE CITY OF CHULA VISTA Wednesday, December 7, 2016 Executive Conference Room 103 3:30 p.m. 276 Fourth Avenue, Building A Chula Vista, CA CALL TO ORDER ROLL CALL: Commissioners Lisama, Merino, Quero, Ruth, Torre and Chair Uy CONSENT CALENDAR The Board/Commission will enact the Consent Calendar staff recommendations by one motion, without discussion, unless a Board/Commission Member, a member of the public, or staff requests that an item be removed for discussion. If you wish to speak on one of these items, please fill out a “Request to Speak” form and submit it to the Secretary prior to the meeting. Items pulled from the Consent Calendar will be dis cussed immediately following the Consent Calendar. 1. APPROVAL OF MINUTES FROM October 28, 2015 Staff recommendation: Review Attachment 1 and approve minutes. 2. APPROVAL OF MINUTES FROM January 27, 2016 Staff recommendation: Review Attachment 2 and approve minutes. PUBLIC COMMENTS Persons speaking during Public Comments may address the Board/Commission on any subject matter within the Board/Commission’s jurisdiction that is not listed as an item on the agenda. State law generally prohibits the Board/Commission from discussing or taking action on any issue not included on the agenda, but, if appropriate, the Board/Commission may schedule the topic for future discussion or refer the matter to staff. Comments are limited to three minutes. ACTION ITEMS The Item(s) listed in this section of the agenda will be considered individually by the Board/Commission and are expected to elicit discussion and deliberation. ACQUISITION OF REAL PROPERTY LOCATED AT 345 5TH AVENUE FOR DEVELOPMENT OF AFFORDABLE HOUSING Wakeland Housing and Community Development Corporation has proposed the development and construction of affordable rental housing for very low and low income households on property located at 345 5th Avenue (“Project”). To facilitate the development and financing of the Project, Wakeland is requesting that the Housing Authority purchase the real property at a purchase price of $2,150,000 and an additional $850,000 maximum for the City of Chula Vista Boards & Commissions Housing Advisory Commission Page 2 ׀ HAC Agenda December 7, 2016 actual costs incurred for close of escrow, property maintenance, site preparation and development costs (not-to-exceed $3,000,000 total). Staff recommendation: Commission hear the presentation. 4. ELECTION OF CHAIR AND VICE CHAIR FOR FISCAL YEAR 2016/2017 Staff recommendation: Commissioners nominate and elect the Chair and Vice Chair for the period of July 1, 2016 - June 30, 2017. 5. DISCUSSION OF ADJUSTING REGULAR MEETING Staff will present the Commission with options for consideration to adjust the regular meeting day, time and/or location. Staff recommendation: Commission discuss and direct staff to prepare a Resolution for the next meeting, if applicable. OTHER BUSINESS 6. STAFF COMMENTS  Update on Duetta and Volta projects. 7.
