SUBJECT: Minor Modification to the Staff Report and Resolution for City Council Agenda Item 16-0550
This memo serves as formal communication to the City Council of the City of Chula Vista of minor modifications to
Staff Report 16-0550, which is under consideration for adoption for tonight's City Council meeting of December 6,
2016.
The modifications are as follows:
1. Add language to the Item Title to establish an additional Capital Improvement Project titled "Sod and Soil
Additives at Sports Fields (Measure P)" (PR324).
2. Adjust the recommended allocation of Measure P funding for the following items included in the staff report
and resolution:

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA APPROVING THE CITY COUNCIL
INFRASTRUCTURE, FACILITIES AND EQUIPMENT
EXPENDITURE PLAN; ESTABLISHING NEW CAPITAL
IMPROVEMENT PROJECTS, "STREET PAVEMENT
CITYWIDE (MEASURE P)" (STL421), "DESIGN OF FIRE
STATIONS (MEASURE P)'' (GG229), AND "SOD AND SOIL
ADDITIVES AT SPORTS FIELDS (MEASURE P)'' (PR324);
AND MAKING VARIOUS AMENDMENTS TO THE FISCAL
YEAR 2016/17 OPERATING AND CIP PROGRAM BUDGETS
APPROPRIATING FUNDS FOR ELIGIBLE MEASURE P
SALES TAX EXPENSES (4/5 VOTE REQUIRED)
WHEREAS, on August 2, 2016 the City Council approved Ordinance 3371
("Ordinance") adding Chapter 3.33 to Title 3 of the Chula Vista Municipal Code establishing a
temporary one-half cent General Transactions and Use Tax to be administered by the State Board
of Equalization; and
WHEREAS, the approved Ordinance included provisions for Citizen's Oversight and
Accountability; and
WHEREAS, the City Council adopted a spending plan expressing its intention to expend
new sales tax revenues on City Infrastructure, Facilities and Equipment (the -"City Council
Intended Infrastructure, Facilities and Equipment Expenditure Plan"); and
WHEREAS, Measure P was placed on the ballot ' and subject . to approval by an
affirmative, simple majority vote of the people as required by law; and
WHEREAS, on November 8, 2016 the People of the City of Chula Vista approved
Measure P authorizing a one-half cent sales tax on retail sales within the City for a period of ten
(10) years; and
WHEREAS, the spending plan, The City Council Infrastructure, Facilities and
Equipment Expenditure Plan ("Expenditure Plan") has been updated to reflect, where necessary,
the ratification of Measure P; and
WHEREAS, per the Ordinance, Section 3.33.160.A all revenue generated by the tax. shall
be accounted for in the General Fund as a separate line item and will then be transferred to a
General Fund subfund entitled "Measure 'X' Sales Tax Fund"; and
WHEREAS, as required in the Ordinance, Section 3.33.160.A staff has created the 2016
Measure P Sales Tax Fund (Fund 201) for the purpose of accounting for all revenues and
expenditures of Measure P monies; and
WHEREAS, in accordance with Section 3.33.160.13 of the Ordinance staff is proposing
budget amendments for fiscal year 2016/17 within 30 days after the approval of Measure P; and
WHEREAS, the City anticipates receiving approximately $3.2 million in revenues as a
result of the new one-half cent sales tax in fiscal year 2016/17; and
WHEREAS, the recommended fiscal year 2016/17 Operating and CIP Program budget
amendments are all eligible items approved as part of the Expenditure Plan; and
, WHEREAS, the recommended adjustments to the General Fund and the 2016 Measure P
Sales. Tax Fund consist of offsetting revenues and expenditures which result in no net impact to
these funds.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the. City of Chula
Vista, that it does hereby (1) approves the City Council Infrastructure, Facilities and Equipment
Expenditure Plan in the form presented, a copy of which shall be kept on file with the City Clerk;
(2) establishes new capital improvement projects "Street Pavement Citywide (Measure P)"
(STL421), "Design of Fire Stations (Measure P)" (GG229), and "Sod and Soil Additives at
Sports Fields (Measure P)" (PR324) ; and (3) amends the fiscal year 2016/17 operating and
capital improvement program budgets for the following appropriations:
