OF CHULA VISTA, CALIFORNIA
Held Wednesday - 3:00 p.m. May 3, 1972
An adjourned regular meeting of the City Council of Chula Vista,
California, was held on the above date beginning at 3:00 p.m. in
the Council Conference Room, Civic Center, 276 Fourth Avenue, with
the following Councilmen present:
Councilmen Hobel, Hamilton, Hyde, Egdahl
Absent: Councilman Scott
Also present: City Manager Thomson, Assistant City
Manager Bourcier, Director of Planning
Warren, Senior Planner Williams
WATSON AMENDMENT City Manager Thomson referred to
the numerous reports sent to the
Council: League of California
Cities; special report by the
County Chief Administrative Officer
to Board of Supervisors; report by
Administrative Assistant Ratelle;
and report by Director of Finance.
The consensus of all reports is a
recommendation to oppose the
Amendment.
Mayor Hamilton suggested this be made
an item on the next agenda.
Resolution to be brought It was moved by Councilman Hyde,
back seconded by Councilman Egdahl and
unanimously carried that a resolution
opposing this Amendment be brought
back to the next meeting for Council
action.
IMPACT OF COMPREHENSIVE Councilman Hobel explained that it has
PLANNING ORGANIZATION'S never been determined how much the
PROGRAM CORE STAFF ON CPO staff is costing annually. Mr.
CHULA VISTA 1972-73 Fred Morey, Chief Administrative
FISCAL BUDGET Officer, has estimated the cost at
approximately $1,600,000.
Councilman Hobel ~eferred to the
reports mailed to the Councilmen
delineating the Program Core Staff
Concept as recommended and accepted
by the CPO Policy Committee.
Councilman Hyde and Councilman Egdahl
noted that they had not received a
copy of this report.
Motion to reschedule It was moved by Councilman Hyde,
matter seconded by Councilman Egdahl and
unanimously carried that this item
be put on the next Council Conference
scheduled for May 10, 1972 and that
the item of the Mayor's Committee on
Campaign Expenditures be postponed
to the next following Council Conference.
RELATIONSHIP OF PLANNED Director of Planning Warren referred
UNIT DEVELOPMENT PROCESS to a memo sent to th. City Manager,
TO CITYWIDE DENSITY with copies to the City Council,
regarding this subject. He stated
that as more planned unit developments
will be constructed under the present
procedures, the basic density in the
City will increase. The real issue
is how these are being accomodated -
not how many are being accomodated,
and whether the density is higher
than that obtained with the R-1
developments. Mr. Warren discussed
the Windsor Park development which
was considered by the City Council
at the meeting of May 2, 1972,
declaring that the whole concept of
a pud is to provide better utilization
of the land and take advantage of
the desirable, natural topographical
features.
Council discussion The Council discussed with Mr. Warren,
the 25% bonus allowed under this
concept; AB 1301; and the density
factor of the pud's.
Changes in ordinance Councilman Hyde felt that the City
should make whatever changes are
necessary in the ordinance ~.,that a
developer should not be bribed to
use the pud by giving them increased
density. Maximum densities for the
area should be projected and made
binding. Also, if legal, an amend-
ment should be inserted into the
ordinance indicating that where a
pud is necessary to achieve maximum
use of the property, then it may be
required.
Open Space Study In answer to Councilman Hyde's
question, Mr. Warren remarked that
when the Open Space Study is completed,
the staff will be able to define areas
for which the pud zone should be
imposed, and the basic standards would
be adopted along with the ordinance.
Hillside area study Senior Planner Williams commented
on the hillside areas - the City
should develop hillside development
standards and encourage pud devel-
opments here. Mr. Williams explained
that the hillside development study
is being based on the Otay Land
Company plan and will be ready for
the Council action in July.
Mr. Warren explained that the staff
is presently preparing recommended
amendments to the pud ordinance
relative to development standards.
Bonus factor As to the 25% bonus, Mr. Warren
remarked that presently, the
developers are getting two bonuses:
they can calculate on a gross density
basis and still get the potential
25% bonus. The recom~ended changes
will be back to the City Council for
approval in the near future.
Telegraph Canyon Road Councilman Hyde suggested designating
Telegraph Canyon Road as a scenic
thoroughfare with the idea that all
future developments along the road
must take this into account.

Mr. Warren declared that the only
reason that area is now scenic is
because of the rolling hills, and
presently being undeveloped - but
any development at all will change
this. If the City were to maintain,
for example, that 300 feet along this
road be declared a scenic easement,
and then let everyone come in and
develop, there wouldn't be anything --
it would be less than if the developers
went in, developed it and landscaped
the area.
Kathryn Moore Mrs. Moore remarked that the reason

Committee stopped pursuing this
matter was because the County had
informed them that a scenic study
of this area would be ready in 1972.
The study was to include all roads
in the County.
Hillside grading Senior Planner Williams discussed
the grading of the hillsides and the
fact that Telegraph Canyon Road will
eventually be a six-lane road which
will change the scenic aspect a
great deal.
Grading Ordinance In answer to Councilman Hyde's inquiry,
Mr. Williams stated that the Engineering
Department is presently working on
revisions to the standard grading
ordinance. Planning has made some
in-put into this ordinance such as
rounding off of the slopes, and the
possibility of less steep slopes.
Mr. Warren commented that the hillside
development ordinance is essentially
a density control ordinance with
a different purpose being slope i
preservation. He then briefly
discussed the list of priorities of
studies to be conducted by his staff,
indicating that the hillside study
should be ready for Council in July.
SEDWAY/COOKE REPORT In answer to Council's inquiries,
City Manager Thomson stated he asked
the Director of Planning to submit
a schedule on this.
Mayor Hamilton commented that once
the Council received the written
report from Mr. Cooke and has a
chance to study it, then a workshop
session should be set aside, perhaps
an entire afternoon, to meet with the
Port Commissioners and the consultants
to review it. Mr. Warren suggested
the meeting be held in the Police
Auditorium whereby the Council and
Commissioners can meet on an informal
basis to discuss the matter. This
will be a public meeting and everyone
will b~ invited to attend that is
interested. Mr. Warren added that
he will notify the Council of this
date.
ADJOURNMENT Mayor Hamilton adjourned the meeting
at 4:20 p.m. to the meeting scheduled
for Tuesday, May 9, 1972 at 7:00 p.m.
