ITEM TITLE: Public Hearing: PCS16-0005 Consideration of a Tentative Subdivision
Map to subdivide a 4.72 acre site into seventy eight (78) lots for individual

INTRODUCTION
The Applicant has submitted a Tentative Subdivision Map (TM) to propose a 78 lot development
project on 4.72 acres of land within Otay Ranch Village Two. The project is located on the east
side of Santa Christina Avenue between Santa Victoria Road and Keck Street. The proposed
development will consist .of 39 duplex buildings. The townhomes will be two to three stories
high with attached garages and private patios and yards. The proposed TM complies with the
existing RM2 zoning.
BACKGROUND
The Tentative Subdivision Map for Village Two South (CVT 12-05) was approved on November
4, 2014. The Village Two Tentative Map assigned a maximum of 95 units for Neighborhood R-
17B(b) over one lot with an area of 4.72 acres. The proposed Tentative Subdivision Map will
subdivide the 4.72 lot into 78 new lots.

ENVIRONMENTAL REVIEW
The Development Services Director has reviewed the Project for compliance with the California
Environmental Quality Act (CEQA) and determined that the Project was covered by previous
adopted FSEIR 12-01. Thus, no further environmental review is necessary.
RECOMMENDATION
That the Planning Commission approve the Tentative Subdivision Map, based on the findings
and subject to the conditions contained in the attached draft Planning Commission Resolution.
DISCUSSION
Project Site Characteristics:
Location: between Santa Victoria Road and Keck Street and east of Santa Christina Avenue
and west of Santa Ivy Avenue, located in the Village Two South.
Total Size: 4.72 acres

Project Description:
The Tentative Subdivision Map consists of eighty-three (83) lots (78 residential lots and 5 open
space lots) on 4.72 acres. The resulting project density is 16.5 DUTAC. The project will be

comprised of 39 duplex buildings and common open space areas. The townhomes will be two
to three stories high with attached garages and private patios and yards.
ANALYSIS:
Subdivision Design
The subdivision will -consist of 39 duplex buildings served by private streets, with access from
Santa Christina Ave from the west and Santa Ivy Avenue from the east. The homeowners
association will be responsible for the maintenance of the private streets and landscaping.
A Tentative Subdivision Map is required for a division of land resulting in four or more lots or
condominium units, pursuant to Section 2 of the City of Chula Vista Subdivision Manual. The
site was designed to comply with the Subdivision Manual lot design criteria. The proposed
project is consistent with surrounding village development and complements the area. Both
common and private open space areas exceed those required for each unit. The number of
parking spaces exceeds the requirement. The Overall subdivision design is in conformance with
the City's Subdivision Manual, Zoning Ordinance and other associated regulatory documents.
Gradin
The site consists of a rectangle shaped lot. The site is currently in a graded "pad" condition, per
Grading and Drainage plans for Otay Ranch Village Two Neighborhood R-1 713(b). No additional
grading is proposed under the subject TSM.
Project Access
Vehicular access to the site is provided from Santa Christina Avenue on the west and Santa Ivy
Avenue on the east, through 24' -wide private driveways.
Public Facilities
Water/ Sewer:
Project -specific analyses have been conducted relative to the project's potential sewer and
water impacts as part of 2014 Village Two SPA Plan Amendment (Sewer System Evaluation for
the Baldwin & Sons Village Two SPA Amendment, Dexter Wilson Engineering, April 3, 2013).
Emergency Services:
The City Engineer, Fire and Police Departments have reviewed the proposed subdivision for
conformance with City safety policies and have determined that the proposal meets those
standards.

Parks and Open Space:
Based on CVMC Sec. 17.10.040, at 341 SF of parkland per attached unit, the project generates
0.61 ac. of parks obligation, which is being met as part of Village Two parks plan. The project
exceeds the open space requirements. It will provide 34,110 SF of private open space (vs.
required 15,120 SF) and 15,657 SF of common useable open space (vs. 15,600 SF required).
Schools:
The project is within the boundaries of the Chula Vista Elementary School District, which serves
children Kindergarten through Grade 6. The nearest public elementary schools are Heritage
Elementary School located in Village 1, which is 0.8 miles from the site and Chula Vista
Veterans Elementary School located in Village 6, which is 0.8 miles from the site. The site is
also directly adjacent to the future elementary school (S-2 site) to the south. The project is
within the boundaries of the Sweetwater Union High School District. The nearest public school
is Otay Ranch High School located within Village Two, which is 0.3 miles away from R -1713(b).
The Applicant will be required to pay applicable developer fees based upon assessable area.
CONCLUSION
Staff recommends that the Planning Commission approve the Tentative Subdivision Map, based
on the findings and subject to the conditions contained in the attached Planning Commission
Resolution.
DECISION -MAKER CONFLICTS
Staff has reviewed the property holdings of the Planning Commission members and has found
no property holdings within 500 feet of the boundaries of the property, which is the subject of
this action.
FISCAL IMPACT
The application fees and processing costs are paid for by the Applicant.
