Chula Vista, Califomia. Mayo� Casillas Salas held a moment of silence to pay tnbute to the two police o�cers who were killed in Palm Spnngs. B. 16-0453 INTRODUCTION OF CHULA VISTA'S INAUGURAL YOUTH AMBASSADOR TO OUR SISTER CITY, CEBU, PHILIPPINES, LEIRA MAE DIGMA, BY INTERNATIONAL FRIENDSHIP COMMISSION VICE CHAIR FRANCINE MAIGUE AND PRESENTATION OF THEIR ATTENDANCE AT THE FILIPINA LEADERSHIP GLOBAL SUMMIT HELD IN CEBU, PHILIPPINES Commissione� Maigue introduced Leira Mae Digma, the inaugural }routh ambassador to Chula Vsfa's siste� city, Cebu, Philippines. Ms. Digma gave a p2sentalion on thei� attendance at the racent Filipina Leadership Global Summit. Mayor Casillas Salas recognized the donors who helped fund Ms. Digma's Mp to attend lhe summil. Covncilmember Bensoussan presented Ms. Maigue with certificafes of appreciation for the donors. Cdy ol Chvla Ysta Page 1 Ci�Council Meeting Minutes-Final October11,2016 CONSENT CALENDAR (Items 1 - 5) Deputy Mayor Miesen and Councilmembe� McCann stated they would abstain from voting on Item 1 due to potential conflicts o/interest related to business entities in which they had financial interests. 1. 16-0479 ORDINANCE NO. 3378 OF THE CITY OF CHULA VISTA APPROVING A PRECISE PLAN (MPA 15-0021) TO ALLOW A HEIGHT OF 120 FEET TO ACCOMMODATE A PROPOSED HOSPITAL TOWER TO BE LOCATED AT THE NORTHERN EDGE OF THE HOSPITAL CAMPUS LOCATED AT 751MEDICAL CENTER COURT (SECOND READING AND ADOPTION) Recommended Action: Council adopt the ordinance. 2. 16-0407 RESOLUTION NO. 2016-206 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA MAKING VARIOUS AMENDMENTS TO THE FISCAL YEAR 2015/16 BUDGET TO ADJUST FOR VARIANCES, AND APPROPRIATING FUNDS THEREFOR (4/5 VOTE REQUIRED) Recommended Action:Council adopt the resolution. 3. 16-0395 RESOLUTION NO. 2016-207 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA ACCEPTING BIDS; AWARDING A CONTRACT FOR "INDUSTRIAL BOULEVARD AND MAIN STREET SEWER IMPROVEMENTS PROJECT (CIP NO. SW292)" AND "BRANDYWINE AVENUE GUARDRAIL INSTALLATION, ALONG THE WESTSIDE OF BRANDYWINE AVENUE FROM SONORA DRIVE SOUTH TO SONORA DRIVE NORTH PROJECT" TO BLUE PACIFIC ENGINEERING 8 CONSTRUCTION IN THE AMOUNT OF $394,799; APPROPRIATING $210,000 FROM THE AVAILABLE BALANCE OF THE SEWER FACILITY REPLACEMENT FUND, REDUCING THE STL389 CIP BUDGET BY $150,000 IN TRANSNET FUNDS AND APPROPRIATING THE EQUIVALENT AMOUNT TO CIP SW292; AUTHORIZING THE DIRECTOR OF PUBLIC WORKS TO EXECUTE ALL CHANGE ORDERS; AND AUTHORIZING THE EXPENDITURE OF ALL AVAILABLE CONTINGENCY FUNDS IN AN AMOUNT NOT TO EXCEED �60,000 (4/5 VOTE REQUIRED) Recommended Action: Council adopt the resolution. 4. 16-0463 RESOLUTION NO. 2016-208 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING A LETTER OF UNDERSTANDING (INVOLVING UNIFORMS AND REPORTABLE COMPENSATION, AS DEFINED BY CALPERS) WITH THE CHULA VISTA POLICE OFFICER'S ASSOCIATION, AS REQUIRED BY THE CALIFORNIA PUBLIC EMPLOYEES' RETIREMENT SYSTEM OFFICE OF AUDIT SERVICES AND CALIFORNIA CODE OF REGULATIONS, TITLE 2, SECTION 571(b) (1) (A) (B) Recommended Action:Council adopt the resolution. Ciiy oI Chula Vista Page 2 ' City Council MeeUng Minu[es-Final Ociober 11,2016 5. 16-0454 RESOLUTION NO. 2016-209 OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA APPROVING WAIVING THE COMPETITIVE BID REQUIREMENT; APPROVING AN AGREEMENT WITH THE LIVING COAST DISCOVERY CENTER TO PROVIDE COMPOST PROGRAM SITE MAINTENANCE AND COMPOST PROGRAM EDUCATIONAL SERVICES FOR THE CITY OF CHULA VISTA; AND AUTHORIZING THE CITY MANAGER OR DESIGNEE TO EXECUTE A TWO-YEAR AGREEMENT WITH OPTIONS FOR THREE, ONE-YEAR EXTENSIONS Recommended Action:Council adopt the resolution. Approval o(the Consent Calendar ACTION: A motion was made by Councilmember Aguilar, seconded by Councilmember Bensoussan, to approve staffs recommendations on the above Consent Calendar items, headings read, text waived. PUBLIC COMMENTS Rudy Rami2z, Chula Vista resident, explessed concem regarding Fire Station 9. He spoke in suppoR o/ building a new fi2 stalion and implemenling measu2s in lhe meantime to p�eserve /esponse times in the area. CITY MANAGER'S REPORTS There we2 none. MAYOR'S REPORTS Mayo�Casil/as Salas spoke iegarding the 35th anniversary of the city's sisterhood with Odawara, Japan. At the �equest ot Mayo� Casillas Salas, the/e was consensus o/ the Council lo add an item to the November 7, 2016 agenda to considerincreasing the budget fo�lhe sister city piogram. Mayo� Casillas Salas reported on the following recent events: HiOfop Elementary School student visit to city hall, a speaking engagement at a Ladypreneurs nehvorking event, Chnstmas in Octobe�, Soulh Bay Community Services'recent/undraising event, and a Senior Volunteer Patrol dinner. COUNCILMEMBERS' COMMENTS Councilmember McCann spoke iegarding the Christmas in Octobe�and Beautify Chula Visfa events. Deputy Mayor Miesen spoke regarding Beauti/y Chula Vista- Ciry o1 Chula Ysta Page J City Council Meeting Minutes-Final October 11,2016 Councilmember Aguila� expressed concem regaiding Fire Station 9. She spoke in suppoR o( improving the temporary living accommodations for the fire personnel while fhe station was being repaired and in building a new fire stafion to replace Station 9. City Attomey Googins announced fhe upcoming Chula Visfa Rotary fundraiser and the AB 1234 ethics training that his o�ce would present af the November 4, 2016 Council workshop. CLOSED SESSION 6. 16-0487 CONFERENCE WITH LEGAL COUNSEL REGARDING EXISTING LITIGATION PURSUANT TO GOVERNMENT CODE SECTION 54956.9 (d)(1) Name of case: Earl Jentz et al. v. City of Chula Vista, San Diego Superior Court, Case No. 37-2016-00032228-CU-TT-CTL City Attomey Googins stated that Item 6 would be continued fo the meeting o/November 1, 2076.
