I am writing this letter in response to the Notice of Consideration Application you sent
concerning the property on 580 Hilltop Drive. The application proposes replacing the existing
31 foot antenna pole with a 35 foot tall monopine faux tree with additional antennas.
We live at 33 1 Street, the 5 acre parcel that -surrounds the St. Marks Lutheran -Church the
property in question. This house is a designated historical site in Chula Vista, and l have been
advised that CEQA categorical exemption (15305-f) does not allow for projects that can cause
substantial adverse change in the significance of a historical resource. We were not contacted
about the initial placement of the current antenna pole, probably because I was stili on active
duty in the Navy and out of the area, but when we discovered it, we voiced our concerns.Since
we have been back in Chula Vista, there was a proposal to build another antenna in the general
vicinity of the first, and we objected to that. The area directly adjacent to the current antenna
on our property is zoned for residences, and while there are currently no homes on the vacant
property, someday there will be homes built there, and the idea of having communications
antennas adjacent to one's property would be a safety issue, Additionally, we are concerned
about the batteries and buried diesel fuel tank which is in close proximity to our property, and
hopeful that this project will not expand on this building due to the increase in power with the
addition of panels.
Ideally we would love to see the current pole removed, but in view of the fact that it is already
permitted and placed, we have no objections to replacing it with a faux tree device which
would increase capacity. I know the church receives revenue from the project, and i would not
want to deprive them of that revenue source. Having said that, we feel very strongly that this
should be the only antenna device placed in proximity to our residentially zoned property, and
would seriously oppose any additions in the future. These devices are best suited for
commercially zoned properties away from where people live,
