RESOLUTION OF THE CITl' COUI�'CIL OF THE CITI' OF
CHULA VISTA APPROVII�'G .A FII�'P._�'CE AGREEMENT
WITH THE COiJi�TTI' OF SAI�T DIEGO FOR PAl'�vIENT OF
THE NEXT GENERATION REGIONAL COn4n4Ui�']CATIONS
SYSTEM I?�'FRASTRUCTURE COSTS
�i%HEREAS. in 199�. the Count�� of San Dieeo and most of the local eo�emments and
agencies entered into an a�reement entitled the "San Diego Count�� — lmperial County Resional
Communications S��stem Aereement Betti�een the Counn• of San Diego and Participating Cities
and Jurisdictions Regarding the Implementation, Go��emance. Method of Funding and Costs of a
Reeional Radio S��stem Pro��iding Communication Sen�ices to Public Safet�� and Public Service
Aeencies operating in San Dieeo County and Imperial Count�� ' (199� RCS Agreement); and
�'HEREAS_ the City of Chula Vista has been a member of the Regional
Communications Sqstem (RCS) since 1996; and
«'HEREAS, the RCS has operated for 21 years and has pro�•ided first responders with
interoperable communications throughout San Dieeo and Imperial Counties; and
V�'HEREAS. the existing RCS has reached the end of its life c}�cle and must be replaced
in order to compl�� �vith FCC and the national Association of Public Safetv Communications
Officials Project 2� communication standards; and
V�'HEREAS. the Next Generation Regional Communications S��stem (NextGen RCS)
will comply with FCC and the National Association of Public Safety Communications Officials
Project 2� standazds: and
WHEREAS, the Count�� of San Diego is the project coordinator for the NextGen RCS
uperade project; and
l�'HEREAS; on h4azch 4, 201�, the Cit�� approved an asreement ���ith the Count�� of San
Diego to participate in I�'eatGen RCS; and �
WHEREAS. on Jul�� 12, 2016. the Counn� of San Dieeo pro��ided the City ���ith final
system costs and is no��� requesting a finance aereement for the NextGen RCS infrastructure
costs: and
R'HEREAS. the Cit�� of Chula \rista's apportionment of \'e�tGen RCS infrastrucrure
costs is �2.976.961: and
I��HEREAS: the finance agreement �i�ith the Count� of San Dieoo is a 10-��ear pa�ment
plan with an annual interest rate of 2.79%; and

WHEREAS the finance agreement includes an early pay-off provision which allows the
City to pay off the remainine balance, with no penalty, within 30 days of annual payment due
date.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista, that it approves a finance agreement with the County of San Diego for payment of the
Next Generation Regional Communications System infrastructure costs.
