An adjourned regular meeting of the City Council of Chula Vista, California, was held
on the above date beginning at 3:30 p.m. in the Council Conference Room, Civic Center,
276 Fourth Avenue, C~ula Vista, with the following Councilmen present:
Councilmen Scott, Hamilton, Hyde
Absent: Councilmen Egdahl, Hobel
Also present: City Manager Thomson, Assistant City Manager Bourcier,
Acting City Attorney Blick, Director of Public Works Cole,
Assistant Director of Public Works Robens
GAS TAX PROJECT FOR THE Mr. Lane F. Cole, Director of Public
REALIGNMENT OF EDGEMERE Works, presented drawings showing the
AVENUE BETWEEN ROUTE 54 proposed alignment of Edgemere Avenue
AND BAYVIEW STREET and the location of the Edgemere bridge.
The traffic study made by the County
revealed that in 1990 there will be
26,000 cars a day projected for this
road; there are presently approximately
7,000 cars traveling Edgemere now. On
the north, Palm Avenue will tie into
the intersection of 30th Street and
Edgemere.
Mr. Cole commented when the plans for
this area were first received, it was
noted that Edgemere bridge would be
two lanes; however, because of the
County's projected traffic count, his
staff contacted the State Division of
Highways and after several discussions
and review of plans, they felt it
feasible to build a four-lane bridge.
After discussing a few alternatives
with the County for the alignment of
Edgemere, it was decided to construct
a four-lane, 60!foot right of way.
Mr. Cole noted on the drawings the exact
route and alignment of the new proposed
road. He is proposing that the City
staff work with the State and the County
to accomplish this first phase of im-
provement to Bayview Street.
He further explained that an engineer
starts thinking of widening a road when
the traffic count' for one day reaches
S,SO0; a traffic count of 10,000 is
mandatory for widening. This traffic
county will occur on Edgemere within
three to four years. In order to get
the State to accept the new alignment
of Edgemere, the City must obtain all
rights~df~wgy prior to January 1, 1973.
If this is done, the State will change
their plans to accommodate the new
alignment, and this can mean a possible
saving to the City of from $30,000 to
$S0,000. The rights of way costs are
estimated at approximately $35,000.
Council discussion The Council discussed the traffic flow that
will be generated onto Second Avenue and
other various streets in the City because
of this street improvement. Councilman Hyde
indicated his concern on the amount of
vehicles that will h* going onto C Street,
which is a two-lane street.
Mr. Robens, Assistant Director of Public
Works, explained that there will be a
"peeling off" of cars onto E and F Streets,
and the total traffic count on H Street
and southerly will not be that great.
Mr. Jim Tabor Mr. Tabor questioned the 26,000 cars pro-

taken into consideration, and whether, in
fact, all this traffic will be directed onto
Edgemere regardless.
Mr. Cole explained that the assignment
meets the desires -- the model must be made
as near to human desires as possible.
Widening Edgemere will have some effect on
generating traffic; however, there a~e many
streets that do not get widened and still
carry a heavy amount of traffic. Mr. Cole
noted the streets that cross the flood con-
trol channel: National Avenue Broadway and
Fourth Avenue.
Mr. Tabor declared that the widening will
have an adverse affect on the residential
character of the area. He commented that
if the project is approved, the City should
just rezone it as another business artery
in the City.
Study of First Avenue Councilman Hyde questioned whether a study
has ever been made for First Avenue. He
would like to see a comparison made of this
alignment and one that would route the
traffic east of Vista Hill onto First Avenue.
Motion for study It was moved by Councilman Hyde, seconded by
Councilman Scott and unanimously carried by
those present that prior to making a deter-
mination on this matter, the staff prepare
a study on a possible routing to the east
of Vista Hill tying up eventually with
First Avenue and compare the advantages and
disadvantages of each. The report is to be
brought back to the Council at the next
meeting.
ANNUAL FOOTBALL CARNIVAL Mayor Hamilton announced the date of the
annual football carnival, sponsored by the
Parks and Recreation Department, to be held
on October 14 at 7:00 p.m. at Hilltop
High School to which the Council is invited.

BOARDS AND CON~{ISSIONS WORKSHOP Mayor Hamilton reminded the Council of the
Boards and Commissions workshop to be held
tonight and tomorrow night beginning at
7:00 p.m. in the Police Facility Auditorium.
Vice Mayor Hyde statedLhe would attend the
meeting on Thursday, October S, 1972.
SPORTS ARENA Councilman Scott questioned the status of
the plans and annexation of the arena.
City Manager Thomson remarked that plans
have been presented to the Planning Depart-
ment. Mr. Williams, Acting Director of
Planning, is th~ liaison officer working
with Dr. Bloom's consultant and has checked
into the schedule of the Local Agency
Formation Commission on the annexation.
Mr. Blick, Acting City Attorney, stated that
before the plans can be approved, an
environmental impact statement must be made
by the developer. He will be contacting
Dr. Bloom about this.
EXECUTIVE SESSION It was moved by Councilman Hyde, seconded by
Councilman Scott and unanimously carried
that an Executive Session be held, for
personnel reasons.
The Council recessed to Executive Session
at 4:45 p.m.,and reconvened at 4:52 p.m.
ADJOURNMENT Mayor Hamilton declared the meeting adjourned
at 4:S2 p.m. to the next scheduled meeting
to be held on Tuesday, October 10, 1972,
at 7:00 p.m.
