SUBMITTED BY: Harold Phelps, AICP Associate Planner REVIEWED BY: Kelly Broughton, Director of Development Services INTRODUCTION The Applicant has submitted Design Review and Conditional Use Permit applications for approval of a 4 -story, 131,220 -square foot Hampton Inn and Homewood Suites Hotel with 205 guest rooms, including a meeting room, a pool and an outdoor recreation area on a 3.88 -acre site. The site is vacant and located within the Eastlake Business Center (BC -4) District, 2424 Fenton Street (see Locator Map, Attachment 1). Planning Commission DR 15-0035/CUP 15-0030 September 28, 2016 Page No. 2 ENVIRONMENTAL REVIEW The Director of Development Services has reviewed the proposed project for compliance with the California Environmental Quality Act (CEQA) and has determined that the project was adequately covered in previously adopted Final Environmental Impact Report EIR 92-01 for the Eastlake Business Center II (SPA) Plan, and therefore no further environmental review or documentation is required. b1191,3 U -k J IMILiX11 That the Planning Corainission adopt the Resolutions approving the proposed project, based on the findings and subject to the conditions contained therein. DISCUSSION: Project Site Characteristics: The 3.88 -acre project site is located on a vacant portion of the Business Center (BC -4) north of Otay Lakes Road between Lane Avenue and Fenton Street, near the Eastlake Design District. (Attachment 1, Locator Map). Sununary of Surrounding Land Uses Project Description The overall proposal consists of a 4 -story, 131,220 -square foot Hampton Inn and Homewood Suites Hotel with 205 guest rooms, including a meeting room, a pool and an outdoor recreation area on 3.88 -acres located in the Eastlake Business Center (BC -4) District, 2424 Fenton Street. The building will be 56 -feet in height. The ground floor level consists of a single main entrance lobby serving two separate front desks for the Homewood Suites located to the south and Hampton Inn located to the north. There is a shared lodge adjacent to an outdoor barbecue area, a shared dining room adjacent to an outdoor patio, and a shared 810 -square foot conference room adjacent to the pool recreation area. The remainder of the first floor and the second, third, and fourth floor consists of the 205 guest rooms. There are 113 Hampton Inn units consisting of King and Double Queen bedrooms located in the north wing of the building, and there are 92 Homewood Suite units consisting of King and Double Queen bedroom suites that include small living rooms with kitchenettes in the south wing of the building. The building will be 56 -feet in height. Planning Commission DR15-0035/C1_IP15-0030 September 28, 2016 Page No. 3 The proposed ranch style architecture incorporates yellow, tan and brown colored stucco, a warm grey (Axis Madre Perla) porcelain tile base along the ground floor exterior wainscot with a white painted steel band trim, and aluminum metal and grey accent on windows, doors, and frames. Vehicular and pedestrian access to the site is exclusively provided from Fenton Street via tine Hitachi Way cul-de-sac bulb and driveway, with dual front and back driveways to the hotel provided on Hitachi Way. A pedestrian path from the sidewalk at the intersection of Fenton Street and Harold Place is provided via a crosswalk across Hitachi Way to the front (east) building elevation and the main entrance lobby, as well as a sidewalk to the rear (west) building elevation and the pool/recreation and outdoor dining/barbeque areas. Compliance with Development Standards The following Project Data Table shows the development regulations along with the Applicant's proposal to meet said requirements: Assessor's Parcel Number: 595-71.1-19-00 Current Zoning: Business Center Professional (BC -4) General PIan Designation: Limited Industrial Lot Area: 3.88 acres PARKING REQUIRED: PARKING PROVIDED: 1 parking space per hotel room Standard parking = 205 spaces + 1 space for every 25 rooms; Handicapped parking = 8 spaces 205 rooms + 8 = 213 spaces Total: 213 parking spaces SETBACKS/HEIGHT REQUIRED: HEIGHT/SETBACKS PROVIDED: Height: 35 -foot maximum may increase up to 76 -feet if setbacks are increased on a 1:1 ratio (per foot of height to setback); Proposed Building Height = 56 -feet 56 -feet building height Setback Ratio Required: 105 -feet front building setback Front: 25 -feet + 21 -feet = 46 -feet 75 -feet east building setback Side: 15 -feet + 21 -feet = 36 -feet 54 -feet west building setback Rear: 10 -feet +21 -feet = 31 -feet 74 -feet rear building setback ANALYSIS: Compliance With Eastlake Business Center Design Guidelines: Site Planning, Building Mass and Scale The Design Guidelines for the Eastlake Business Center includes guidelines and policies for each lot located within the Eastlake Business Center and Design District. The Design Issues noted for the Business Center Professional BC -4 Lot 8, that includes the project site, indicate that the designated site provide fencing for on-site storage and parking for a manufacturing park use. Since the proposed use is a hotel, the proposal in the conceptual landscape plan is to provide trees in Iieu of fencing along the entire perimeter of the property. Another design issue raised in Planning Conunission DR15-0035/CUP 15-0030 September 28, 2016 Page No. 4 the Lot 8 sunninary is to provide northern, western, and eastern edge landscape treatfnent as well as scenic highway landscaping along the southern boundary (Otay Lakes Road). The landscape plan provides Brisbane trees along all of three of these edges, as well as a grove of Sycamore and Acacia trees along the northern boundary between the two site driveways along Hitachi Way. The other design issue indicated in the Design Guidelines for the Eastlake Business Center for BC -4 Lot 8 is sensitively to visual impacts. This sensitively to visual impacts criteria includes a consideration of where increased height and exposure to the Scenic Highway and residential development in Eastlake Greens across Otay Lakes Road occurs. The siteplamring and building massing of the hotel is sensitive to these visual impacts; the hotel is setback significantly more (between 54 and 105 -feet) than the required 31 to 46 -feet (the additional 21 -feet plus 10 to 25 - feet due to the increase in building height from the 35 -foot height limit to the proposed 56 -feet). The rows of trees along the entire perimeter also provide additional screening of the additional building= height from: the- scenic highway and residential development in Eastlake Greens. The parking lot lighting is shielded to direct lighting downward towards the parking lot spaces, and there is no building signage proposed on the south building elevation facing the scenic highway and residential development in Eastlake Greens. Architectural Theme The hotel is proposed to be a ranch style architectural design theme. As noted above, the building is proposed to incorporate yellow, tan and brown colored stucco, a warm grey (Axis Madre Perla) porcelain tile base along the ground floor exterior wainscot with a white painted steel band trim, and aluminum metal and grey accent on windows, doors, and frames. In response to the first reviewing comments provided in February 2016 to the original project submittal in December 2015, the architect added some vertical and horizontal plane offsets as well as architectural banding and trim materials to the main entrance tower, rooflines, window and door accents to all four building elevations. In addition, the architectural design was presented and approved, as required by the Eastlake II SPA Plan, by the Eastlake Business Center Owners Association Architectural Committee on May 2, 2016. The revised architectural elevations were resubmitted to the City in June 2016. Landscaping and Parking The conceptual landscape plan provides additional trees along the top of the slope as required along the southern property line adjacent to the Otay Lake Road scenic corridor to screen glare and light from the residential homes across Otay Lakes Road to the south. The Planned Community District Regulations require 1 parking space per room plus 1 parking space for every 25 rooms for a hotel use. The project meets the required parking with 205 standard parking spaces and 8 ADA access parking spaces and does not propose any compact parking. CONCLUSION The proposed Hampton Imi and Homewood Suites is a conditionally permitted land use within the Business Center Professional (BC -4) Zoning District of the Eastlake 11 SPA Plan and Eastlake General Development Plan. The proposed hotel complies with the development standards and design guidelines of the Eastlake SPA Plan for the Business Center. The increase Planning Commission DRI 5-003 5/CUP I 5-0030 September 28, 20I6 Page No. 5 in building height from 35 -feet to 56-fect allows for a more viable four story hotel that will not only be buffered by additional setbacks and landscaping, but will also encourage a more urban building scale for future professional developments in the area. The hotel design was approved, as required by the Eastlake II SPA Plan, by the Eastlake Business Center Owners Association Architectural Conunittee on May 2, 2016. Therefore, staff recommends the Planning Commission approve Design Review Permit DR] 5- 0035, and Conditional Use Permit CUP15-0030, to construct a 4 -story, 131,220 -square foot Hampton Inn and Homewood Suites hotel with 205 guest rooms including a meeting room, a pool and an outdoor recreation area, subject to the conditions listed in the attached Resolutions. DECISION -MAKER CONFLICTS Staff has reviewed the property.holdings of the Planning Commission members and has found -no property holdings within 500 feet of the boundaries- of the property, which is the subject of this action. Staff is not independently aware, nor has staff been informed by any Planning Connnission members, of any other fact that may constitute a basis for a decision maker conflict of interest in this matter.
